Fact Sheet Sample #3Oti Kaga, Inc.WOIHANBLE GLOKUPI - “BRINGING HOME THE DREAM”Oti Kaga, Inc. has a demonstrated track record of low-income housing development on the Cheyenne RiverSioux Indian Reservation. Our programs include development of both single-family and multifamily housing;loan-packaging services <strong>for</strong> <strong>Rural</strong> Development programs, a loan program; and housing counselingservices. Oti Kaga, Inc. views housing development and homeownership as a fundamental approach toimproving economic conditions on the Cheyenne River Sioux Indian Reservation.The reasons are clear. The family poverty rate <strong>for</strong> the reservation is 40.9%, compared to 11.6% statewideand 10.0% nationally. Median family incomes <strong>for</strong> the reservation are $15,797, compared to $27,602statewide and $35,225 nationally. Per capita incomes <strong>for</strong> the reservation are $6,405, compared to $10,661statewide, and $14,420 nationally. The homeownership rate <strong>for</strong> Cheyenne River is 51.6%, compared to66.1% statewide, and 64.2% nationally. These statistics demonstrate the extreme poverty faced byresidents of the Cheyenne River Sioux Indian Reservation.PROGRAMS THAT RESPOND TO THE COMMUNITYOti Kaga, Inc. concentrates on two main goals to accomplish its mission. First, the Low-income <strong>Housing</strong>Tax Credit (LIHTC) program. This program is used <strong>for</strong> both single-family, lease/purchase, and multi-familyrental housing. Second, the Increasing Access to <strong>Rural</strong> Development’s <strong>Housing</strong> Programs project. Thisproject provides loan/grant packaging service <strong>for</strong> <strong>Rural</strong> Development (RD) Section 502 HomeownershipLoans & 504 <strong>Housing</strong> Renovation Loan/Grants. Programs in support of these activities include theHomeownership Assistance Program (HAP) loan fund, and housing counseling services.In the near future, we will continue our development ef<strong>for</strong>ts by:1. Completing construction of our office building. Adequate office space is critical to optimum staffproductivity. Staff of seven is currently occupying approximately 360 square feet. The new office will be2,360 square feet and is designed with future growth of the organization in mind.2. Complete construction of Falcon Apartments. This 16-unit multi-family town-house project, currentlyunder construction, is scheduled <strong>for</strong> rent-up in early December 2001, and will serve families with children.Project development costs of $1.48M.3. Blackhawk Apartments. This 15-unit multi-family town-house project has secured all necessaryfinancing, will in all likelihood begin construction in early October 2001, and will also serve families withchildren. Project development costs of $1.2M.4. Development of Buffalo Lodges. This 26-unit, single-family, detached, lease purchase project willprovide homeownership opportunity to very low-income families.KEY ACCOMPLISHMENTSi Tipi Tokaheya - Four-unit renovation project ($250,000+)i Elk View Homes - 10-unit, single-family, detached, lease-purchase project ($992,000+)<strong>Housing</strong> Assistance Council 57
