• A safety plan breakdown for all special stages.Note: The safety plan for each special stage must include all of the following in relationto the stage:o List of all the key officials and the emergency services,o Telephone numberso A detailed map of the stageo Diagrams of the Start and Finish control layouts - includingphotographs if possible.The safety plan shall specifically address issues of spectator, competing crews andofficials’ safety.Note:It is advisable to download the latest template from the <strong>MotorSport</strong> NZ website for each rally. Theform is continuously being updated and by using last year’s document you could miss newrequirements etc.SAFETY PLANNING GUIDELINESYou should prepare as part of the overall plan separate plans for all areas where it canbe anticipated that significant numbers of spectators will be present. These areas willinclude Super Special Stages and spectator points specifically identified in the eventpromotional material.Each stage should be treated as an independent activity and a Special Stage SafetyOfficer appointed to be responsible for the overall compliance of the stage with thesafety plan. In many cases a separate stage coordinator may carry out the setting upand management of the stage. This person should be responsible for the preparation ofthe safety plan for the stage in association with the Clerk of the Course and the EventChief Safety Officer.The plan for each stage should include:1. The preparation of all stage drawings and maps2. Identification of danger points and how these are to be prepared3. Identification the necessary personnel numbers4. Lists of equipment required5. Appointment of a Senior Spectator Safety Marshal at each postOf course there will be many sections of the stage, which are inaccessible to the public,and no special attention will be necessary. There will be many sections where the publicviewing locations are generally safe and no exceptional attention will be required,although a simple plan will still be needed. Finally it is necessary to identify thosesections of the stage where large numbers of spectators are expected and particularlythose that can be considered as a likely danger spot.PAGE 25RALLY ORGANISERS HANDBOOK2009 Edition
