Joshi will assume thecharge after Admiral Nirmal Verma retires on 31 August 2012.Joshi, 58 is currently the Flag Officer Commanding-in-Chief of theWestern Naval Command, the Indian Navy's sword arm.Born on 4 July 1954, Joshi joined Indian Navy on 1 April 1974. In acareer spanning nearly 40 years, Joshi served the Indian Navy invarious capacities. Prior to his current appointment, Joshi served asthe navy's deputy chief, Commander-in-Chief of the Andaman andNicobar Command and Chief of the Integrated Defence Staff.A graduate of the prestigious US Naval War College and an alumnus of Mumbi's College ofNaval Warfare, and New Delhi's National Defence College, Joshi also served as defence advisorin the Indian High Commission in Singapore 1996-99. He replaced S.Y. Quraishi onthe constitutional position, whose term as the CEC is coming to an end on 10 June 2012.He took over as Election Commissioner on 21 April 2009. He will carry out his term till 16January 2015. Election Commissioner is appointed either for six years in the Commission or tillthe age of 65, whichever comes earlier. H.S. Brahmais the other Election Commissioner.Chief Election Commissioner is the head of thethree-member election commission, which is aconstitutional entity responsible for conducting freeand fairs elections in the country. Article 324 of theIndian constitution provides for the institution ofElection Commission of India. The commission wasset up on 25 January 1950 with an aim to makeelectoral process in the world’s largest democracymore transparent and free from any external interference. Sukumar Sen was the first ElectionCommissioner of India.The Election Commission was originally a one-member body when it started functioning but thenumber was later expanded to 3 on 16 October 1989. But the other two members in the bodyhad a very short tenure as they left theoffice on 1 January 1990. Subsequently, on1 October 1993 two additional ElectionCommissioners were appointed. Theconcept of multi-member Commission hasbeen in operation since then, with decisionmaking power by majority vote. The threememberbody is headed by the ChiefElection Commissioner who is appointed by the President of India.Born at Vellore in Tamil Nadu on 16 January1950, VS Sampath joined the elite IndianAdministrative Service in 1973 as the officer ofAndhra Pradesh cadre.The Chief Election Commissioner along with two other Election Commissioners enjoys theofficial status, salary and perks equivalent to judges of the Supreme Court of India. The ChiefElection Commissioner can be removed only through impeachment by the Parliament.
