The <strong>College</strong>5. Completing 0.0% of their attempted credit hours.Regaining Eligibility1. Students may earn the necessary grade point average orsemester hours while not receiving financial aid (enrolled at theirown expense).2. Students may submit written appeals documenting extenuatingcircumstances that prevented them from meeting the standards.Extenuating circumstances include, but are not limited to* Injury or illness of student.* Death of immediate family member.Appeals should be submitted to the Financial Aid Office atEmmetsburg. The appeal needs to be accompanied by anAcademic Plan Worksheet signed by the student and his/heradvisor. Decisions on appeals will be made and the decision willbe communicated to the student within 15 working days ofreceipt of the appeal. When appeals are approved, students aregiven specific requirements to meet. Students who do not haveappeals approved are declared ineligible for financial aid.If an appeal is granted, the student will be placed on eitherProbation or on an Academic Plan:If the student is place on Probation, they are eligible for financialaid for that term. At the end of the term they are re-evaluatedand are either making satisfactory academic progress or areineligible. If they are ineligible, they are the opportunity toappeal.If the student is place on Academic Plan, they will remain onthe plan until they either are meeting satisfactory academicprogress of they fail to follow the plan. If the student fails to followthe plan, they will become ineligible. They have the opportunityto appeal.Monitoring of Academic ProgressThe academic progress of financial aid recipients is reviewedat the end of each term. Students will be notified of statuschanges by letter.New Start<strong>Iowa</strong> <strong>Lakes</strong> <strong>Community</strong> <strong>College</strong> offers a “New Start” programfor students a) who change programs of study after receivingunsatisfactory grades in a previous program at <strong>Iowa</strong> <strong>Lakes</strong><strong>Community</strong> <strong>College</strong>; or b) who re-enroll at the college in thesame program after an absence of at least two years.It allows the student to begin a new cumulative grade pointaverage from the beginning of the re-enrollment or from thebeginning of the new program. A change to a new program ofstudy is defined as a change in declared major program, suchas changing from arts and sciences to a vocational program, orchanging from one vocational program to another vocationalprogram.A “New Start” means that all academic work completed prior tothe designated “New Start” term will appear on the academicrecord but will not be considered for use in the cumulative gradepoint average.The “New Start” is a one time only option. If a student experiencesdifficulty in the new program, the student may not applyfor a second”New Start”. No grades are removed from the transcriptby this program. Passing grades of ‘C’ or better earnedprior to the “New Start” for courses which apply to the new programmay be used in meeting graduation requirements but willnot be calculated in the student’s cumulative grade point average.Since this program applies to <strong>Iowa</strong> <strong>Lakes</strong> <strong>Community</strong> <strong>College</strong>only, it will generally not affect decisions made by transfer institutionsor grantors of financial aid. Such agencies will likely considerthe student’s complete academic record, not just the “NewStart”.A “New Start” petition must be filed in the Records Officebefore or during the first term of enrollment in the new program,or after the return to a former program following the requiredabsence. The petition for a “New Start” will be reviewed by theRecords Office and will be implemented if the student has metall the guidelines. The student may appeal the denial of a “NewStart” petition to the Academic Review Committee as providedby the academic appeal procedures listed in the student handbook.Once granted, the “New Start” may not be rescinded.ACADEMIC SUPPORT PROGRAMSAdvisorsAdvisors who teach in the students’ major area of interest helpto guide academic programs and achieve educational goals.Students are encouraged to visit advisors.LibrariesThe mission of the campus libraries is to support the educationalprograms of the college. The libraries are comprehensivecenters designed to meet the diverse needs of students, faculty,staff and area residents.Developmental StudiesAs an open door institution, <strong>Iowa</strong> <strong>Lakes</strong> <strong>Community</strong> <strong>College</strong>recognizes that some students may need assistance in basicskills areas. New students are assessed in English, reading andmathematics. Students who have been underprepared or whohave been out of school for several years may need to reviewand sharpen basic skills prior to entering required college courses.Developmental studies classes are designed to allow studentsto succeed in the programs they choose. These courses, however,do add an extra load to student requirements and mayextend the program of study and/or require attendance at summersessions. Questions concerning developmental studiesshould be discussed with advisors, Success Center instructorsor deans.ASPIRESA federally funded student support service program is availableat <strong>Iowa</strong> <strong>Lakes</strong>. This program targets first generation, income eligibleand disabled students. Services focus on increasing studentsuccess in college, including tutoring, college visits fortransfer students, counseling and academic advising, plus generalsupport.TutoringPeer tutoring is available to all students on request through theSuccess Centers.STUDENT ASSISTANCE SERVICES<strong>College</strong> Counseling ServicesThe <strong>Iowa</strong> <strong>Lakes</strong> <strong>Community</strong> <strong>College</strong> Counseling Program isfocused on assisting students with strategies for academic successand retention. Educational Counselors specialize in studentdevelopment through proactive programs focusing on personal/socialdevelopment, transfer planning, academic development,and career development.Student HandbookThe student handbook helps students to become informedabout the programs and services available at the college.
