<strong>Building</strong> <strong>the</strong> <strong>Knowledge</strong> <strong>Society</strong> Information <strong>Society</strong> Commission 23IDA Strategy Statement, October 2002Our vision <strong>of</strong> <strong>the</strong> future is not simply about remaining competitive in <strong>the</strong> FDI (foreign directinvestment) market. It is not even exclusively focused on FDI. In a globalised world is <strong>the</strong>re anyreal difference between foreign and indigenous industry anymore? Whe<strong>the</strong>r or not a country hasa proactive FDI policy like Ireland, implemented by agencies like IDA Ireland, surely all countriesin <strong>the</strong> future have to make <strong>the</strong>mselves attractive locations for an appropriate range <strong>of</strong> economicactivities, much <strong>of</strong> which are becoming increasingly mobile?Will <strong>the</strong> most advanced countries not be driven by innovation ra<strong>the</strong>r than by efficientconversion? Innovation is now trans-national. It occurs where talent is nurtured, whereexpertise and research skills are greatest and where creativity flourishes. Clustering effects,such as underpin Porter’s diamond, play a considerable part.The objective must be to place Ireland at <strong>the</strong> leading edge <strong>of</strong> <strong>the</strong> global economy in somespecific competencies or industry niches. It will mean not relying solely on an individual projectfocus but adding <strong>the</strong> development <strong>of</strong> clusters <strong>of</strong> excellence in which technology companies,education and research activities, venture capital providers, business service providers, etc.network to create a climate <strong>of</strong> innovation and entrepeneurship. If <strong>the</strong>y are to be successful,<strong>the</strong>se activities need to tie both Irish and overseas firms and resources, <strong>the</strong>reby mitigatingprevious divides.Sean Dorgan, IDA 131.6\ Investment in People and SkillsThe countries that succeed in <strong>the</strong> 21st century will be those with citizens who are creative,adaptable and skilled. Our people – <strong>the</strong>ir skills, talents, knowledge and creativity – are <strong>the</strong> keyto future success. We must prioritise provision <strong>of</strong> opportunities for everyone to learn and todevelop <strong>the</strong>ir skills and abilities, underpinning our commitment to economic growth andprosperity while supporting also wider social objectives <strong>of</strong> inclusion and equality.<strong>Knowledge</strong> has become <strong>the</strong> key resource. <strong>Knowledge</strong> has value, but so too does knowledgeabout knowledge. Creating value is about creating new knowledge and capturing its value.The most important property is now intellectual property, not physical property. And it is<strong>the</strong> hearts and minds <strong>of</strong> people, ra<strong>the</strong>r than traditional labour, that are essential to growthand prosperity.The emergence <strong>of</strong> <strong>the</strong> knowledge society means an ever-increasing demand for a well-educatedand skilled workforce across <strong>the</strong> whole economy.
