<strong>Building</strong> <strong>the</strong> <strong>Knowledge</strong> <strong>Society</strong> Information <strong>Society</strong> Commission 454\ Initial Recommendations to GovernmentJoint Research Centre <strong>of</strong> <strong>the</strong> European Commission –Futures ProjectInformation and communication technologies will be one <strong>of</strong> <strong>the</strong> key drivers <strong>of</strong>changes in <strong>the</strong> economic and industrial geography <strong>of</strong> Europe. Especially importantwill be <strong>the</strong>ir role as a force for globalisation: through <strong>the</strong> establishment <strong>of</strong>globalised firm level networks and trends towards <strong>the</strong> virtualisation <strong>of</strong> enterprises.However, <strong>the</strong>re are equally important countervailing tendencies, especially <strong>the</strong>tendency towards <strong>the</strong> ‘localisation’ <strong>of</strong> economic activities. It seems that, with <strong>the</strong>increasing mobility <strong>of</strong> investment capital, places will have to strive to be‘attractive’ in order to maintain stable growth within <strong>the</strong> global economic system.This means that place specific factors such as skill and education levels, effectiveinstitutions and administrations, a modern infrastructure and an innovativeindustrial base will be <strong>the</strong> key attractors in <strong>the</strong> global economy.Going ‘glocal’ (i.e. local strategies for <strong>the</strong> global market), <strong>the</strong>refore, will be <strong>the</strong>touchstone <strong>of</strong> economic development in <strong>the</strong> years to 2010.Institute for Prospective Technological Studies 3333 ICT Panel Report, April 1999 (http://www.jrc.es)
