Fee RefundsWhen you pay your fees, receive enoughfinancial aid credit to put you in paid status, orsign a BARC payment agreement, you havecommitted yourself to <strong>the</strong> completion <strong>of</strong> <strong>the</strong>enrollment process. If you subsequently decidenot to fulfill this commitment, you must petitionfor a complete withdrawal. (See “Leaving andReturning to UCSB” on pages 17-18) Simplystopping payment on a check or money orderwill not relieve you <strong>of</strong> this commitment. Acharge <strong>of</strong> $25 will be billed for any paymentreturned for NSF or stopped payment.If you withdraw from <strong>the</strong> university, you arerequired to pay a prorated portion <strong>of</strong> allassessed fees up to <strong>the</strong> date <strong>of</strong> withdrawal. Ifyou have already paid fees for that quarter, see<strong>the</strong> fee refund schedules on page 13.7. Fee ReductionsDeficit programsUndergraduate students who have submitted<strong>the</strong>ir petitions to <strong>the</strong> appropriate dean for adeficit program <strong>of</strong> 10 or fewer units prior to <strong>the</strong>first day <strong>of</strong> instruction (see “Petitions”), and whohave received approval for verifiable reasons <strong>of</strong>employment, health, or family responsibility, willreceive a 50% reduction <strong>of</strong> <strong>the</strong> educational feeand nonresident tuition subject to approval <strong>of</strong><strong>the</strong> <strong>Office</strong> <strong>of</strong> Student Life.Please note: approval <strong>of</strong> a deficit load will notautomatically entitle a student to a feereduction.Refunds will be processed at <strong>the</strong> end <strong>of</strong> <strong>the</strong>quarter in which students are eligible. Therefore,students must pay <strong>the</strong> full fees in order tocomplete enrollment by <strong>the</strong> deadlines.No refund will be made if a student petitionsto drop to 10 or fewer units, or increases his/herunit load to exceed 10 units after <strong>the</strong> first day <strong>of</strong>instruction.Students who have approval prior to feeassessment for a permanent deficit programthrough <strong>the</strong> College <strong>of</strong> Letters and Science willbe automatically assessed 50% <strong>of</strong> <strong>the</strong> educationalfee and nonresident tuition. Students on apermanent deficit program fee reduction whoenroll in more than 10 units at any time will bebilled for <strong>the</strong> full amount <strong>of</strong> fees and will needto re-apply for permanent deficit through <strong>the</strong>College <strong>of</strong> Letters and Science.Warning: Financial aid students who receive aPell Grant, a Cal Grant A, or a Cal Grant B willhave <strong>the</strong>se grants reduced if <strong>the</strong>y receive a feerefund or reduction as a result <strong>of</strong> <strong>the</strong>ir deficitload program. In most cases, <strong>the</strong> financial aidreduction will exceed <strong>the</strong> fee refund; thus, it ishighly recommended that Pell Grant and CalGrant recipients consult with <strong>the</strong> Financial Aid<strong>Office</strong> prior to applying for a deficit load.Students who are approved for a permanentdeficit load automatically receive <strong>the</strong> fee refundand do not have <strong>the</strong> opportunity to decline it.Students who are on a deficit load program foronly one quarter must apply for <strong>the</strong> fee refund.<strong>University</strong> Center feeAn undergraduate who has petitioned forreduced fees and is enrolled in 5.5 or fewer unitsis eligible for a full refund <strong>of</strong> <strong>the</strong> <strong>University</strong>Center fee. The refund procedure and determinationdate for eligibility are <strong>the</strong> same as for <strong>the</strong>educational fee above. Students who exceed<strong>the</strong> maximum limit allowed will be assessed <strong>the</strong>full fee.In Absentia Fee Reduction for GraduateStudentsGraduate students who must remain registeredand whose research or study requires <strong>the</strong>m toremain outside <strong>California</strong> for <strong>the</strong> duration <strong>of</strong> aquarter may be eligible for in absentia registration,which reduces <strong>the</strong> university registrationfee by one-half. Students are responsible for allo<strong>the</strong>r fees, notably non-resident tuition and <strong>the</strong>education fee. Students apply by completing agraduate student petition (without charge) andsecuring faculty verification that <strong>the</strong> student willbe outside <strong>California</strong> for one or more quarters.Students are responsible for taking care <strong>of</strong> <strong>the</strong>irregistration. Consult Graduate Division fordetails.Employee Assistance ProgramFull-time university employees (nonacademicand academic) may be eligible for fee reductionsfor <strong>the</strong>mselves and are encouraged tocontact Human Resources (nonacademicemployees) or <strong>the</strong> Academic Personnel <strong>Office</strong>(academic employees) regarding details <strong>of</strong>eligibility and procedures.Filing feeDoctoral students or terminal master’s degreestudents completing <strong>the</strong> last requirements for adegree may be eligible to pay <strong>the</strong> filing feeinstead <strong>of</strong> <strong>the</strong> registration fee. The filing fee isone-half <strong>of</strong> <strong>the</strong> current registration fee. Contact<strong>the</strong> Graduate Division regarding eligibility andprocedures.New studentsIf you have paid $100.00 with <strong>the</strong> Statement <strong>of</strong>Intent to Register (SIR), that amount is deductedfrom fees due. A BARC statement <strong>of</strong> amountdue will be mailed to you.Graduate Doctoral Students:Nonresident FeeThe annual nonresident fee is reduced by 75percent for graduate doctoral students whohave advanced to candidacy, subject to <strong>the</strong>understanding that (a) a graduate doctoralstudent may receive <strong>the</strong> reduced nonresidenttuition rate for a maximum <strong>of</strong> three years, and(b) any such student who continues to beenrolled or who re-enrolls after receiving <strong>the</strong>reduced fee for three years will be charged <strong>the</strong>full nonresident tution fee rate that is in effect at<strong>the</strong> time.8. Mandatory HealthInsuranceUndergraduate Student HealthInsurance Plan (USHIP)The UC Regents require all registered studentsto be covered by major medical healthinsurance while attending school. Students areautomatically enrolled in <strong>the</strong> <strong>University</strong>’sUndergraduate Student Health Insurance Plan(USHIP) unless <strong>the</strong>y complete a waiver form thatprovides pro<strong>of</strong> <strong>of</strong> comparable coverage. Thewaiver form must be submitted each year by <strong>the</strong>specified deadline. Unless a waiver is granted,students are charged a USHIP fee as part <strong>of</strong><strong>the</strong>ir registration.This provides a complete health care packagewhen combined with <strong>the</strong> services availablethrough on-campus Student Health. USHIP isportable, meaning students receive excellentcoverage whe<strong>the</strong>r <strong>the</strong>y are on campus, at home,or travelling. (On-campus Student Healthprovides health care to registered studentswhe<strong>the</strong>r <strong>the</strong>y are enrolled in USHIP or havebeen granted a waiver.) Insurance premiums arenon-refundable to students who withdraw from<strong>the</strong> university; coverage continues through <strong>the</strong>end <strong>of</strong> <strong>the</strong> quarter.
