What do I need to know?Code of ConductAs an Orange County Government employee, you are expected toavoid conduct and speech, which undermines the efficiency and/orreputation of fellow employees, County departments, divisions, offices, policies andprograms. You are also expected to immediately notify your supervisor if you are citedor incarcerated for a violation of the law.<strong>Employee</strong>s’ Responsibilities for PoliciesYou are responsible for becoming familiar with policies and operationalregulations, which govern your employment with the County. You areexpected to report immediately to your supervisor any and all suspected violations ofthese policies or regulations. Failure to do so may subject you to disciplinaryaction. The Orange County Policy Manual is available to employees via theOrange County Intra<strong>net</strong>. This manual is subject to revision at any time by theBoard of County Commissioners.Security<strong>Employee</strong>s are required to wear their Orange County IdentificationBadge at all times while working. If your badge is lost, stolen or damaged,a fee will be charged for a replacement.Probationary PeriodCALENDARThere is a probationary period for every job in Orange County Government.During your probationary period, your supervisor will observeyour work habits, work performance, and other appropriate factors to determinewhether continued employment on the job is mutually desirable. WHAT DO I NEED TO KNOW?Reporting Your Time<strong>Employee</strong>s are required to keep a weekly record of the hours they worked.<strong>Employee</strong>s must obtain their supervisor’s approval before making uptime, working extra hours, or working overtime (unless there is an emergency situationrequiring overtime).Attendance and PunctualityIf the employee anticipates being late to or absent from work, he or sheis responsible for contacting the supervisor or designee. If an absence isknown about in advance, the employee should inform his or her supervisor as soon aspossible. This policy may vary to meet special requirements of respective departments.Notification of AbsenceYou are required to notify your supervisor or his/her designee prior tothe start of the shift on the first day of absence. If you are absent for three(3) consecutive workdays without reporting to the supervisor, you will be removedfrom payroll as having resigned without notice.Change of Personal Information<strong>Employee</strong>s are expected to notify Human Resources as quickly aspossible of any changes to their name and/or marital status. WithholdingAllowance Certificate Forms (W-4) are available in Human Resources, and can be usedto make changes to income withholdings due to changes in marital status, number ofdependents, or change in income upon request.Furthermore, changes to the employee’s address (physical and/or mailing),telephone number, personal email address and emergency contact informationmay be made via the County’s MyOCinfo website, without having to contact HumanResources.Outside Employment<strong>Employee</strong>s are required to submit an Outside Employment NotificationForm for any employment held outside of Orange County Government.Outside employment should not interfere with the performance of County dutiesor be considered a conflict of interest. WHAT DO I NEED TO KNOW?Personal LeavePersonal Leave is intended to be used to provide a periodic vacation;however, Personal Leave may be used for other reasons, such as shorttermillness, personal business, etc., when authorized by your immediate supervisoror designee.Term LeaveRegular employees accrue Term Leave. Term Leave may be used byeligible employees who are unable to work after being absent for forty(40) consecutive work hours or longer because of an extended illness or injury that ismedically incapacitating.Family/Medical Leave Act (FMLA)In response to the Federal Family and Medical Leave Act of 1993,employees that have worked with Orange County for at least 1250 hoursduring the previous (12) months, may take up to twelve weeks of leave (up to a total oftwenty-six (26) weeks for military caregiver) per 12 month period for a certified event.Certified events include, but are not limited to, the following:■ Birth, adoption or foster placement of a child■ Serious health condition of the employee■ Serious health condition of a dependent, spouse or parent■ To handle any qualifying exigency caused by a family member’s active military■ To care for a family member who incurred a serious injury or illness in theline of active military duty (Up to 26 weeks).Military LeaveIf you are a member of the Uniformed Services of the United Statesmilitary, you are entitled to a leave of absence from your respectiveduties to perform active military service (as defined in Section 115.08, Florida Statutes).Please refer to the Orange County policy for additional information.For military reserve training, you will receive full pay, for up 240 hours per calendaryear, upon the presentation of formal military orders.Bereavement LeaveOrange County permits you up to 40 hours (differs for some Bargainingunits) of paid leave for a death in your immediate family. Such leave mustbe used within 30 day of the family member’s death. WHAT DO I NEED TO KNOW?HolidaysThe County observes (9) paid holidays per year. The official dates ofobserved holidays are determined annually by the Board of CountyCommissioners. You may be scheduled and required to work on holidays. This holiday may betaken after completing six (6) months employment and with supervisoryapproval. The floating holiday must be taken before the end of the calendar year or itwill be forfeited.Pay PeriodsOrange County Government employees are paid every two (2) weeksthrough Direct Deposit. A pay period begins 12:01 a.m. on Sunday andcontinues through 12:00 midnight on Saturday of the following week, which thereforeincludes a total of fourteen (14) days. Pay advice information is available online viaMyOCInfo.Direct DepositNewly hired employees must sign up for direct deposit of County issuedpayroll checks at the time of hire. Your first check will be distributed viaU.S. mail to the address on file.InsuranceThe County provides all regular employees the opportunity to participatein the group insurance plan that includes: medical, dental, vision, longtermdisability, life and dependent life insurance. Coverage is also extended to eligibledependents.VotingWith management approval, employees may be granted a maximum oftwo (2) hours paid time off to vote in all official elections if the employee’svoting location cannot be reached during off-duty hours.8 | Orange County Government <strong>Employee</strong> <strong>Handbook</strong>


WHAT DO I NEED TO KNOW?Jury DutyIf you are a regular employee summoned to jury duty or subpoenaedto appear in court as a witness in relation to your position with OrangeCounty, you will be granted time off with pay for the time actually spent on jury dutyor in the court appearance.RetirementOrange County participates in the Florida Retirement System whichprovides retirement benefits for employees in designated positions. TheCounty pays a contribution for its employees in order to provide retirement incomein addition to social security benefits. An FRS <strong>Handbook</strong> providing plan descriptions,information on creditable and continuous service, designation of beneficiary, normalretirement requirements, vesting, retirement options, early retirement, disability anddeath benefits are available for your review. In addition to your FRS, employeesmay also participate in the Orange County Deferred Compensation Plan paid byindividual employee contributions. Additional information on these programscan be found on the Orange County Intra<strong>net</strong> or see your Human ResourcesRepresentative.<strong>Employee</strong> Assistance ProgramThe <strong>Employee</strong> Assistance Program (EAP) provides personal, professional,and confidential assistance to you and your family members at nocost. Please contact your Human Resources Representative for additional providerinformation.Educational Assistance ProgramFull-time/part-time employees are encouraged to continue their formalacademic education in areas that will enhance their contribution toCounty service. Depending on funding availability, Orange County provides tuitionreimbursement for employees. Educational Assistance is coordinated through theHuman Resources Representative.Training and Educational OpportunitiesThe County encourages you to participate in training and developmentprograms that enhance your job skills and abilities. The Human ResourcesDivision has developed Passport to New Horizons, an employee enrichment programfor Orange County <strong>Employee</strong>s. This program features selected training courses basedon organizational needs. These courses are developed to enhance your job skills andprepare you for future career development. There will be no discrimination against any personin recruitment, examination, appointment, training, promotion, retention, or anyother personnel action based on race, sex, national origin, religion, creed, age, physicaldisability, political affiliation, sexual orientation or other non-merit factors.Sexual HarassmentSexual Harassment is defined as unwelcome sexual advances, requestsfor sexual favors and/or other conduct of a sexual nature which has theeffect of implicitly or explicitly threatening one’s conditions of employment and/orunreasonably interfering with job performance by creating a hostile, intimidating oroffensive work environment. This type of behavior is inappropriate, as Orange Countystrives to provide an environment in which employees are able to work freely withoutreceiving unsolicited and unwelcome sexual overtones.Examples of Misconduct:Discrimination or harassment based on race, color, religion, age,sex, national origin, disability or any other legally protected status isconsidered a form of employee misconduct. Examples of such misconduct mayinclude, but are not limited to:■ A request or demand for sexual favors accompanied by a threat concerning anindividual’s employment status or a promise of preferential treatment;■ Unnecessary and unwelcome touching of an individual, for example, touching,pinching, hugging or repeatedly brushing against another individual’s body; or■ Offensive jokes, comments, slurs, e-mail, memos, faxes, posters, cartoons orgestures.Disciplinary action, up to and including termination, may be taken against any employeewho has been substantiated as engaging in this type of behavior. Disciplinary actionmay also be taken against any employee who in bad faith makes a false or dishonestclaim of harassment or discrimination.Non-Retaliation Rule:Under no circumstances will an employee be penalized forreporting what the employee believes in good faith to beharassment under this policy.10 | Orange County Government <strong>Employee</strong> <strong>Handbook</strong>


WHAT DO I NEED TO KNOW?Reporting Complaints:<strong>Employee</strong>s are required to immediately report conduct which is believedto be in violation of this policy and are encouraged to follow their chainof command. If they are not comfortable doing so, they may contact:■ The Human Resources Representative■ The Office of Professional Standards Manager (or designee)■ The Human Resources Division Director (or designee)Complaints of harassment will be handled and investigated promptly and in asimpartial and confidential manner as possible. <strong>Employee</strong>s are required to cooperatein any investigation.If you have questions about the policy, please contact your supervisor or your HRRepresentativePromotional OpportunitiesJob openings are posted on the Orange County Intra<strong>net</strong> to allowemployees to apply for other positions. Applications should be submittedonline. It is the employee’s responsibility to supply all necessary documentation (i.e.,license, certifications, diplomas, etc.) in order to meet minimum qualifications fora posted position.Smoking Policy - Smoke Free CampusIn order to protect the public health, safety, and welfare ofcitizens and employees, smoking tobacco or any othersubstance is prohibited in County owned or operated facilities andvehicles. <strong>Employee</strong>s will not be permitted to use tobacco products onCounty property to include County parking lots, break areas, and work sites.Smoking means the lighting of any cigarette, cigar or pipe, or the possessionof any lighted cigarette, cigar or pipe, regardless of its composition.Use of County PropertyThe County will provide employees with the necessary tools andequipment to perform their jobs. <strong>Employee</strong>s are responsiblefor all lost or damaged equipment, and reporting to their supervisors anymalfunctioning or missing equipment. <strong>Employee</strong>s must follow instructions forthe proper use of all equipment and all applicable safety procedures in the useof this equipment.Orange County Government <strong>Employee</strong> <strong>Handbook</strong> | 11

The Intra<strong>net</strong> is located at http://intra<strong>net</strong>/.Drug & Alcohol PolicyOrange County is committed to a Drug/Alcohol-Free work environment.Drug and alcohol consumption constitutes a danger to the employee,fellow employees, and the public. The safety of public property and equipment isplaced in jeopardy when an employee is under the influence of drugs or alcohol. It isthe policy of the County that the unlawful manufacture, sale, distribution, dispensation,possession or use of drugs or alcohol, or being under the influence of drugs or alcoholin the workplace is expressly prohibited and constitutes grounds for termination ofemployment with Orange County.Drug testing of Orange County employees is compliant with the Drug-FreeWorkplace program outlined in the Florida’s Workers Compensation Statute 440.101-102. All employees are subject to pre-employment, post-accident and reasonablesuspicionscreeningThe Omnibus Transportation <strong>Employee</strong> Testing Act of 1991 mandates a randomalcohol and drug testing for employees in positions requiring a commercial driver’slicense (CDL).Workers CompensationIf you are injured in the line of duty, you are required to report the injuryimmediately to your supervisor regardless of the extent of the injury. CollectiveBargaining UnitsWHAT DO I NEED TO KNOW?Separationof EmploymentExit InterviewsIt is important for the County to know why employeesresign. Exit interviews provide valuable informationthat can potentially improve working conditions forremaining employees. Exit interviews are scheduledand conducted by representatives of Human Resourcesas part of the routine checkout procedure after theemployee has given notice of resignation.Labor UnionsMany positions within Orange County Government arecovered by collective bargaining agreements, whichare jointly negotiated between the County and eachrespective labor union. Membership with a union isan individual’s choice neither mandated by the union,nor required for employment with Orange CountyGovernment.It is the responsibility of unionized employees tofamiliarize themselves with the rules and regulationsset forth in the collective bargaining agreement, asthese guidelines prevail over the policies found in theOrange County Policy Manual. The provisions of thePolicy Manual will be applicable to the members of thebargaining unit in matters not expressly agreed to intheir contractual agreement.■ AFSCME Council #79 – American Federation ofState, County and Municipal <strong>Employee</strong>s■ FOP Lodge – Fraternal Order of PoliceInsurance ContinuationWhen employees who are enrolled in the Health/Life/Dental/Vision insurance plan separate fromemployment with the County, their paid insurancecoverage terminates effective at the end of that payperiod. Upon loss of coverage, eligible employees and/or their eligible dependents may be able to continuehealth coverage through (COBRA) ConsolidatedOmnibus Budget Reconciliation Act. A Medical Clearance is also required for those45 years of age and over, those who are pregnant, or anyone who has a history ofhigh cholesterol, hypertension, diabetes or heart disease. RISK MANAGEMENTRiskManagementThe Risk Management Division is committedto ensuring a safe working environment for allemployees and the public. To promote a safeenvironment and create a proactive approach tosafety, our program offers: safety training, education andorientation; provides technical support and assistance,conducts safety inspections and accident/incident investi​gations,and develops programs for the prevention andcontrol of property loss.Risk Management is responsible for administeringthe County’s self-insurance program for workers’compensation, general liability, automobile liability andproperty damage claims. In this capacity, the divisionhelps to determine the proper mix of loss control (safetyand environmental), risk transfer (purchase of insurance)and risk retention (self-insurance).As a condition of employment, you are requiredto follow all safety procedures, rules and safe workpractices, to exercise due care in the course of your work,operate only machines or equipment that you havebeen trained on, wear all required personal protectiveequipment (PPE) as assigned including, but not limitedto, seat belts, gloves, safety shoes, goggles, hard hats,respirators and hearing protection whenever conditionsmake this equipment necessary.Reporting Job-Related Injuries:■ Timely reporting of an accident or injury is essential.It is the employee’s responsibility to report all injures,illnesses and accidents to the supervisor as soon aspossible, even if no medical treatment is required.■ It is the supervisor’s responsibility to report injury,illness or accident to the third party administrator. Whenreporting an injury the number to use is 1-866-867-2643.Cell Phone and Other WirelessEquipment Use:■ Normally, while driving aCounty vehicle or a personalvehicle and conductingCounty business, the useof cell phones without ahands free headset or anyother wireless communication equipment is prohibited.Depending upon your work assignment, modificationsof this policy may be operationally necessary.16 | Orange County Government <strong>Employee</strong> <strong>Handbook</strong>


RISK MANAGEMENTMotor Vehicle: Rules and SafetyRequirements:■ Seat belts and seat belt/shoulder harnesses shall beworn at all times when conducting County business inany County vehicle or personal vehicle. Comply with alltraffic ordinances and safe driving practices. Extremecare shall be exercised in all backing operations.Ensure that the path behind the vehicle is clear beforebacking the vehicle.■ If you are involved in a motor vehicle accident, ineach vehicle is a package labeled “If You Are Involvedin an Accident.” Complete the Accident Reporting Kitand give it to your immediate supervisor as soon aspossible.■ Before driving the vehicle, operators of Countyownedvehicles are responsible for checking safetydevices, inspecting for malfunctions, signs of abuse,unreported damage and cleanliness. Any safetydefects found shall be reported to the immediatesupervisor and the vehicle shall not be operated untilmade safe.Office Safety■ Good housekeeping rules shall be observed inevery office. All defective equipment or furnitureshould be taken out of service and immediatelyreported to a supervisor. An open desk drawer orcabi<strong>net</strong> is a hazard. Keep drawers and cabi<strong>net</strong> doorsclosed.■ Chairs should be used for sitting only. Do not leanback to the extent that the front legs are lifted off ofthe floor. Do not climb up on the chairs or use chairsas a stepladder.■ Check that floor surfaces are in good condition.Report slippery areas, torn carpets, or other damagedfloor surfaces.■ Check that electric wires and plugs are in goodcondition, with no frayed or worn areas. Extensioncords are for temporary power. Use only approvedstrip type extension cords. Electrical, telephone, andother cords, furniture and equipment shall be locatedout of passageways and walkways where they wouldcreate a tripping hazard or impair egress. Our employees arerequired by County policy to notify Management in the event of an arrest, Notice toAppear, indictment or any filing against the employee by a prosecuting official for aviolation/offense of law. Discipline can be imposed based on the employee’s conductsurrounding the arrest and/or work relatedness independently of judicial hearings orcourt proceedings.Background InvestigationsNew employees are subject to the successful completion of a preemploymentbackground investigation.
