1. Background to the StudyIn an effort to better understand program effectiveness, LINKAGES has initiated a series of studies toestimate the costs and cost-effectiveness of program activities in multiple field offices. WhileLINKAGES has been successful in increasing target behaviors, USAID and other stakeholders areinterested in the cost of these interventions relative to results. To date, a costing methodologyapplicable across countries and programs has been developed, and studies of costs in Ghana andMadagascar have been completed; an analysis is currently being completed of program costs inZambia.This cost effectiveness study of LINKAGES/Jordan LAM Project was undertaken to providecomprehensive estimates of the costs of integrating the Lactational Amenorrhea Method (LAM) intothe Ministry of Health (MOH)/Maternal Child Health (MCH) family planning service deliverysystem. The key objective of the LAM Project in Jordan is to increase acceptance and quality offeringof LAM as a transition to the use of other modern contraceptive methods.As the MOH seeks to support and strengthen the program and integrate LAM into all reproductivehealth programs, the data will enable the Ministry to estimate financing requirements of the existingprogram and the start up costs for any new intervention areas. The study should serve as a valuabletool for the MOH planners as well as potential donors considering whether such a program is feasibleto implement in terms of costs.LINKAGES Project/AED Background to the Study 1
