Background to <strong>the</strong> StudyIn an effort to better underst<strong>and</strong> program effectiveness, <strong>LINKAGES</strong> has initiated a series <strong>of</strong> studies toestimate <strong>the</strong> costs <strong>and</strong> cost-effectiveness <strong>of</strong> program activities in multiple field <strong>of</strong>fices. While<strong>LINKAGES</strong> has been successful in increasing target behaviors, USAID <strong>and</strong> o<strong>the</strong>r stakeholders areinterested in <strong>the</strong> cost <strong>of</strong> <strong>the</strong>se interventions relative to results. To date, a costing methodologyapplicable across countries <strong>and</strong> programs has been developed, <strong>and</strong> studies <strong>of</strong> costs in Ghana <strong>and</strong>Madagascar have been completed; an analysis is currently being completed <strong>of</strong> program costs inZambia.This cost effectiveness study <strong>of</strong> <strong>LINKAGES</strong>/Jordan LAM <strong>Project</strong> was undertaken to providecomprehensive estimates <strong>of</strong> <strong>the</strong> costs <strong>of</strong> integrating <strong>the</strong> Lactational Amenorrhea Method (LAM) into<strong>the</strong> Ministry <strong>of</strong> Health (MOH)/Maternal Child Health (MCH) family planning service deliverysystem. The key objective <strong>of</strong> <strong>the</strong> LAM <strong>Project</strong> in Jordan is to increase acceptance <strong>and</strong> quality <strong>of</strong>fering<strong>of</strong> LAM as a transition to <strong>the</strong> use <strong>of</strong> o<strong>the</strong>r modern contraceptive methods.As <strong>the</strong> MOH seeks to support <strong>and</strong> streng<strong>the</strong>n <strong>the</strong> program <strong>and</strong> integrate LAM into all reproductivehealth programs, <strong>the</strong> data will enable <strong>the</strong> Ministry to estimate financing requirements <strong>of</strong> <strong>the</strong> existingprogram <strong>and</strong> <strong>the</strong> start up costs for any new intervention areas. The study should serve as a valuabletool for <strong>the</strong> MOH planners as well as potential donors considering whe<strong>the</strong>r such a program is feasibleto implement in terms <strong>of</strong> costs.<strong>LINKAGES</strong> <strong>Project</strong>/AED Background to <strong>the</strong> Study 1
