<strong>Breaking</strong> <strong>the</strong> <strong>Cycle</strong>: Nacro’s <strong>response</strong> | 48Q53 How can we deliver a performance management and inspection regime thatachieves our aim <strong>to</strong> reduce burdens and increase local accountability?Nacro agrees with <strong>the</strong> proposal <strong>to</strong> bring <strong>the</strong> inspection of youth offending teams within arrangementsfor <strong>the</strong> inspection of mainstream children’s services. The previous concerns set out above, lack ofconsistency and risk of rights’ infringements are also applicable <strong>to</strong> youth offending teams.Q54 What are some of <strong>the</strong> ways we might be able <strong>to</strong> fur<strong>the</strong>r involve localcommunities in youth justice?We agree in principle with <strong>the</strong> proposals in <strong>the</strong> <strong>Green</strong> <strong>Paper</strong> <strong>to</strong> build on <strong>the</strong> current involvemen<strong>to</strong>f local communities and local services. Notwithstanding <strong>the</strong> importance of simplicity inherentin binary measures of reduced reoffending, <strong>the</strong>re needs <strong>to</strong> be recognition of <strong>the</strong> fact thatrehabilitation with young offenders is not always straightforward, especially where <strong>the</strong>y havecomplex needs. In o<strong>the</strong>r words, services and efforts must be persistent and be applied over timewithout <strong>the</strong> simple expectation that <strong>the</strong>y will yield instant results. Thus, <strong>the</strong> focus might be onhow levels of need are reduced, how protective fac<strong>to</strong>rs are enhanced, how <strong>the</strong> frequency andseriousness of offending changes – ra<strong>the</strong>r than simply on whe<strong>the</strong>r offending has abruptly ceased.Opportunities for local communities <strong>to</strong> engage with young people in <strong>the</strong> youth justicesystem can be provided through <strong>the</strong> greater involvement of voluntary and community sec<strong>to</strong>rorganisations. Nacro is mindful of <strong>the</strong> fact that some small, local organisations may struggle<strong>to</strong> engage due <strong>to</strong> reductions in <strong>the</strong>ir funding, particularly in a payment-by-results environment.The development of consortia and partnerships at <strong>the</strong> local level must ensure adequate reachin<strong>to</strong> communities and could organise <strong>the</strong>mselves, but such bodies will require infrastructuresupport and <strong>the</strong> work traditionally carried out by <strong>the</strong>se groups not being overlooked.Opportunities for volunteering are critical <strong>to</strong> <strong>the</strong> success of community involvement. Again,<strong>the</strong> effective engagement of volunteers is highly dependent upon voluntary organisationshaving <strong>the</strong> capacity <strong>to</strong> recruit, train, support and manage volunteers, and <strong>to</strong> cover <strong>the</strong> costs of<strong>the</strong>ir involvement. Peer men<strong>to</strong>ring and various forms of peer support are valuable in reducingreoffending. However, <strong>the</strong> current arrangements for vetting and barring impact negatively onvolunteering and Nacro welcomes <strong>the</strong> government’s intention <strong>to</strong> reform <strong>the</strong>se arrangements.Q55 How can <strong>the</strong> functions of <strong>the</strong> Youth Justice Board best be delivered by <strong>the</strong>Ministry of Justice?The proposal for <strong>the</strong> Ministry of Justice <strong>to</strong> oversee placements in cus<strong>to</strong>dy and commissioning<strong>the</strong> secure estate is supported in principle – although any department/unit that is establishedwould be better as a cross-departmental unit with <strong>the</strong> minister for children represented, alongwith o<strong>the</strong>r key ministers.
