<strong>Breaking</strong> <strong>the</strong> <strong>Cycle</strong>: Nacro’s <strong>response</strong> | Nacro would welcome a debate which results in constructive ways of embedding communitypayback within local crime and reoffending reduction strategies in <strong>the</strong> advent of <strong>the</strong> electionof police and crime commissioners. This should coincide with a more explicit link between<strong>the</strong> type of offence committed and <strong>the</strong> type of payback undertaken by <strong>the</strong> offender, leading <strong>to</strong>greater public understanding and involvement. Tangible opportunities should be found in <strong>the</strong>forthcoming community payback tenders <strong>to</strong> make links between unpaid work and future paidwork by enrolling employers and social enterprises in <strong>the</strong> delivery of community payback.Q7How should we seek <strong>to</strong> deliver community payback in partnership withorganisations outside government?Nacro supports <strong>the</strong> decision <strong>to</strong> outsource community payback delivery <strong>to</strong> <strong>the</strong> private andvoluntary sec<strong>to</strong>r and sees this as yet ano<strong>the</strong>r area for collaboration between <strong>the</strong> public, privateand voluntary sec<strong>to</strong>rs. But this should not simply be a question of who delivers <strong>the</strong> service.While involving <strong>the</strong> private and voluntary sec<strong>to</strong>r makes sense from <strong>the</strong> point of view of priceand quality, we should not miss <strong>the</strong> opportunity that this presents <strong>to</strong> reconfigure communitypayback by:• involving employers so that unpaid work placements can lead <strong>to</strong> future paid work opportunities• developing a wider portfolio of placements hosted by community and faith groups,particularly in harder-<strong>to</strong>-reach sections of <strong>the</strong> community• testing inter-generational and res<strong>to</strong>rative approaches• developing new promotional campaigns which push <strong>the</strong> wider benefits of communitypayback <strong>to</strong> victims and neighbourhoods more generally.
