Covell stated her agreement with Mr. Mason that there was a competitive bidding between the twoproperties, and there as a dilemma regarding the Glen Lake Boulevard issue, and FDOT approval. Shestated that she could not vote in favor of this petition without having firm documentation from FDOTregarding the functional frontage road system.County Engineer Charles Mixson, under oath, explained for Vice Chairman Palmieri his concern with therear access to the project and frontage road not meeting minimum standards. He explained the turningradii of the frontage road did not meet current standards, and the access roads did not align with thenorthern part of the main shopping center. Responding to additional questions, Mr. Pianta noted the golfcart access was not a county requirement. Mr. Mixson noted that sidewalks were required along thefrontage road, which could be designed to accommodate golf carts.Vice Chairman Palmieri inquired to the location of the sinkhole. Rich Matassa, under oath, believed staffwas referring to the wetlands. Regarding the road radii, he clarified that the non-conforming road radiiwere approved with the previous plat, and the road was built in the 1980s. The new proposed roadwaysmet the requirements.Vice Chairman Palmieri opined that performance conditions #9 and #10 should not be changed asrequested by the petitioner. He asked to add a condition #13 limiting the hours of operation.Comm. Widmar asked to add a condition requiring FDOT approval as indicated by the applicant.MOTIONComm. Widmar moved to recommend approval to the BCC per staff’s recommendations withmodified performance conditions.Discussing condition #9, Comm. Widmar asked for clarified language regarding the enhancedinterconnection with Phase 2; Mr. Greif suggested inserting the word “internal.” Discussion ensuedregarding the golf cart accommodation; Mr. Pianta suggested leaving it as written.Mr. Matassa asked that the hours of operation be from 6:00 a.m. to midnight to accommodate pharmacyhours, and he suggested a condition requiring a Notice of Intent to Permit from FDOT approving theextension of Outer Banks Drive to US 19.Vice Chairman Palmieri reviewed the modified conditions as follows for clarity as follows:9. Prior to BCC, the petitioner shall submit a revised master plan indicating conceptual compliancewith the large retail development regulations, enhance internal interconnection with phase 2 of theproject, and accommodate golf carts.13. Hours of operation shall be limited to 6:00 a.m. to 12:00 p.m.14. The petitioner shall provide the FDOT notice of intent for approval of the extension of Outer BanksDrive to US 19 prior to development.Comm. Preston second the motion.
