Itscreation was prompted by <strong>the</strong> Great Depression.Like <strong>the</strong> Geddes committee ten years earlier, itmade recommendations across <strong>the</strong> whole breadth ofgovernment expenditure, including <strong>the</strong> police service. Itrecommended a reduction in police pay of 12.5%police force for Greater London; by far <strong>the</strong> largestpolice force in <strong>the</strong> UK, with 48,686 officers and policestaff members (including PCSOs) as of 30 September2011provision of police officers or o<strong>the</strong>r assistance by onepolice force to ano<strong>the</strong>r for <strong>the</strong> purpose of meetingany special demand, ei<strong>the</strong>r on <strong>the</strong> application of <strong>the</strong>chief officer of <strong>the</strong> force receiving <strong>the</strong> assistance, or at<strong>the</strong> direction of <strong>the</strong> Home Secretary; <strong>the</strong> system wasrecommended by Desboroughnew agency to be established in 2013, responsible fortackling organised crime, border security, fraud andcyber crime, and protecting children and young peoplebody corporate established under <strong>the</strong> <strong>Police</strong> and JusticeAct 2006 to replace <strong>the</strong> Central <strong>Police</strong> Training andDevelopment Authority and <strong>the</strong> <strong>Police</strong> InformationTechnology Organisation; its objects include <strong>the</strong>promotion of good practice in policing, <strong>the</strong> provisionto police forces of expert advice and assistance inconnection with operational and policing matters, <strong>the</strong>identification of opportunities for and threats to policeforces, assistance with information technology andprocurement and training and personnel matters<strong>the</strong> police service makes periodic projections of <strong>the</strong>external challenges which it is likely to face in <strong>the</strong>short- to medium-term. The NPIA produces <strong>the</strong> annualNational Strategic Assessment on behalf of ACPO.The 2010 document was used in Part 1 to ensure that<strong>the</strong> proposed Expertise and Professional AccreditationAllowance (EPAA) was targeted at <strong>the</strong> right skillsNational Policing Improvement Agency32
