Itscreation was prompted by the Great Depression.Like the Geddes committee ten years earlier, itmade recommendations across the whole breadth ofgovernment expenditure, including the police service. Itrecommended a reduction in police pay of 12.5%police force for Greater London; by far the largestpolice force in the UK, with 48,686 officers and policestaff members (including PCSOs) as of 30 September2011provision of police officers or other assistance by onepolice force to another for the purpose of meetingany special demand, either on the application of thechief officer of the force receiving the assistance, or atthe direction of the Home Secretary; the system wasrecommended by Desboroughnew agency to be established in 2013, responsible fortackling organised crime, border security, fraud andcyber crime, and protecting children and young peoplebody corporate established under the Police and JusticeAct 2006 to replace the Central Police Training andDevelopment Authority and the Police InformationTechnology Organisation; its objects include thepromotion of good practice in policing, the provisionto police forces of expert advice and assistance inconnection with operational and policing matters, theidentification of opportunities for and threats to policeforces, assistance with information technology andprocurement and training and personnel mattersthe police service makes periodic projections of theexternal challenges which it is likely to face in theshort- to medium-term.
