When I accepted <strong>the</strong>invitation of <strong>the</strong> Home Secretary to carry it out, I did not appreciate <strong>the</strong> complexity anddifficulty of some of <strong>the</strong> issues which would face me, or <strong>the</strong> magnitude of <strong>the</strong> task. I have noregrets about accepting that invitation, but I wish to record my great appreciation of those whohave helped me in this work.My greatest obligation is to my adviser Sir Edward Crew, whose almost forty years’ experiencein policing, and whose wisdom and judgment developed over that time in relation to thiscritical public service, have been placed most generously and fully at my disposal.
