The failure to generate an ESCacceptable to the regulators wouldprevent ongoing disposals at LLWR,and LLW would have to be stored,probably for an extended period,pending the availability of areplacement facility. This will havesignificant impacts on programme,cost and reputation.This would result in the loss ofsignificant opportunities to improveand lower the LLW liability estimate.MANAGEMENT STRATEGYEnsure that the ESC is robustlyconstructed and subjected toextensive peer review beforesubmission to the Regulator. Closeliaison is maintained with theRegulator to ensure preparationand assessment of the ESC meetstheir requirements and is asexpected.LLWR is acting as a “UK integrator”for LLW management within theNDA estate. In order to managethis risk, LLWR has recentlydeveloped a new programmecalled the Acceleration of Element2 <strong>Strategy</strong> (ACCELS), representinga programmatic approach toreduction in the overall nationalliability estimate (NLE) in LLWmanagement. This workprogramme is being activelymanaged.Sufficient <strong>Waste</strong> tofeed to enable<strong>Waste</strong> TreatmentProviders to remainviableResource availabilityIf there are insufficient quantities ofwaste available for the new serviceproviders, this will affect the viability ofdelivering the new servicesImplementation of the strategycontinues to require significantresource. A shortfall in resources mayPlan with the consignors and earlyidentification of suitable waste fortreatment.
