LLWR <strong>Developed</strong> <strong>Operational</strong> <strong>Strategy</strong>10009/LLWR/LTP Date: March 2010The management strategies identified here form the basis of a plan for the management of issuesassociated with implementation of the NDA LLW Management Plan and LLWR <strong>Operational</strong> <strong>Strategy</strong>.These risks and management strategies will continue to be subject to regular review, informingcontingency planning and ensuring the assessment remains relevant as circumstances change.8 Recommendations for Optimum Use of the LLWRIn March 2007, the UK Government and devolved administrations (for Scotland, Wales and NorthernIreland) published the policy for the long term management of solid low level radioactive waste in the UK.The UK Nuclear Industry LLW <strong>Strategy</strong> was developed and issued to Government for approval within theframework of the following principles set out in the Policy:• Use of a risk-informed approach to ensure safety and protection of the environment• Minimisation of waste arisings (both activity and volume)• Forecasting of future waste arisings, based upon fit-for-purpose characterisation of wastes andmaterials that may become wastes• Consideration of all practicable options for the management of LLW• A presumption towards early solutions to waste management• Appropriate consideration of the proximity principle and waste transport issues• In the case of long term storage or disposal facilities, consideration of the potential effects of futureclimate change shall be evaluated.The overall aim of the Policy was to set out the need for greater flexibility in managing LLW, recognisingthat previous Government policy was not developed to take account of large scale decommissioning andenvironmental restoration. The Policy also sets out a number of requirements for the NDA, includingdevelopment of a UK nuclear industry LLW strategy, developing a plan for the optimum use of LLWRand make NDA LLW management facilities available to other nuclear and non-nuclear managers ofradioactive waste.In developing a plan for the optimal use of the LLWR, the following recommendations are provided tosupport NDA in this endeavour:1. LLW <strong>Repository</strong> <strong>Ltd</strong>. will establish protocols and utilise <strong>Waste</strong> Acceptance Criteria (WAC) to helpensure that only those wastes that need enhanced safety, security, and environmental protectionthrough engineered vault disposal are consigned to the repository.Page 57 of 62
