LLWR Developed Operational Strategy10009/LLWR/LTP Date: March 2010KEY ISSUE DESCRIPTION ANDCONSEQUENCESPoor wastesegregationresult in failure to implement some orall of the strategy fully: this willcompromise the ability to reduce thevolume of wastes disposed of atLLWR and thus represents a threat tothe overall strategy.The strategy assumes that wastes willbe effectively segregated at source, toallow subsequent processing. It ispossible that waste consigners willimplement waste segregation lesseffectively than the plan assumes,late, or not at all. Depending on thequantity of waste which is receivedrequiring segregation (and thereforeunsuitable for processing), poor wastesegregation could represent greatervolumes for disposal at LLWR andhence a significant threat.MANAGEMENT STRATEGYto all stakeholders, and byprioritising elements of the strategyto minimise the extent to which thestrategy is compromised.The strategy for managing this riskhas two main strands, one of whichrecognises that waste segregationwill require effort on the part of thewaste producer, and the otheraddresses potential technicalissues with achieving adequatesegregation. Segregation of wasteswill require effort on the part ofwaste producers. Ongoingstakeholder management is beingcarried out to obtain buy-in to thewaste strategy, both by liaising withproducers to ensure that the overallbenefits of a segregation strategyare accepted and also by the useof appropriate incentives tosegregate wastes. Theseincentives are going throughappropriate approval routes andwill be in place in time to enabledelivery of the strategy. Wastesegregation may also, in somecircumstances, be difficult toimplement: it is proposed that,where appropriate, technical advicewill continue to be made availableto waste producers to establisharrangements and protocols forwaste segregation.Page 56 of 62
LLWR Developed Operational Strategy10009/LLWR/LTP Date: March 2010The management strategies identified here form the basis of a plan for the management of issuesassociated with implementation of the NDA LLW Management Plan and LLWR Operational Strategy.These risks and management strategies will continue to be subject to regular review, informingcontingency planning and ensuring the assessment remains relevant as circumstances change.8 Recommendations for Optimum Use of the LLWRIn March 2007, the UK Government and devolved administrations (for Scotland, Wales and NorthernIreland) published the policy for the long term management of solid low level radioactive waste in the UK.The UK Nuclear Industry LLW Strategy was developed and issued to Government for approval within theframework of the following principles set out in the Policy:• Use of a risk-informed approach to ensure safety and protection of the environment• Minimisation of waste arisings (both activity and volume)• Forecasting of future waste arisings, based upon fit-for-purpose characterisation of wastes andmaterials that may become wastes• Consideration of all practicable options for the management of LLW• A presumption towards early solutions to waste management• Appropriate consideration of the proximity principle and waste transport issues• In the case of long term storage or disposal facilities, consideration of the potential effects of futureclimate change shall be evaluated.The overall aim of the Policy was to set out the need for greater flexibility in managing LLW, recognisingthat previous Government policy was not developed to take account of large scale decommissioning andenvironmental restoration. The Policy also sets out a number of requirements for the NDA, includingdevelopment of a UK nuclear industry LLW strategy, developing a plan for the optimum use of LLWRand make NDA LLW management facilities available to other nuclear and non-nuclear managers ofradioactive waste.In developing a plan for the optimal use of the LLWR, the following recommendations are provided tosupport NDA in this endeavour:1. LLW Repository Ltd. will establish protocols and utilise Waste Acceptance Criteria (WAC) to helpensure that only those wastes that need enhanced safety, security, and environmental protectionthrough engineered vault disposal are consigned to the repository.Page 57 of 62
