13Class protection and payment <strong>of</strong> feesand o<strong>the</strong>r institutional chargesStudents who had financial aid, loans, orscholarships credited to <strong>the</strong>ir BARC accountsand who have a zero balance or credit balanceon <strong>the</strong>ir BARC accounts by 4 p.m. on September15 automatically receive a “fees paid” statusand thus will have <strong>the</strong>ir classes protected.All undergraduate students are subject to<strong>the</strong> September 15 fee payment deadline.Undergraduate students who still have a“balance due” on this deadline must pay thisbalance by 4 p.m., September 15. Students whopay <strong>the</strong> “balance due” or enroll in a BARCpayment plan by <strong>the</strong> fee payment deadline willhave <strong>the</strong>ir classes protected.Undergraduate students who miss <strong>the</strong> feepayment deadline and who get dropped from<strong>the</strong>ir classes must pay or defer <strong>the</strong>ir fees before<strong>the</strong>y can re-register for classes. Financial aidcannot be credited to BARC accounts untilstudents are registered in sufficient units.The fee payment deadline for Graduatestudents is <strong>the</strong> first day <strong>of</strong> instruction onMonday, September 22.Graduate students who have not paid fees by<strong>the</strong> first day <strong>of</strong> instruction are subject to a $50late payment fee and will not be allowed tocontinue with registration until fee payment ismade.Refund Schedules, Fall 2003The refund schedules are subject to revision, including retroactive revision during <strong>the</strong>academic year, without notice by <strong>the</strong> Federal Government or <strong>the</strong> Regents <strong>of</strong> <strong>the</strong> <strong>University</strong><strong>of</strong> California. Please check <strong>the</strong> <strong>Registrar</strong>’s website for <strong>the</strong> current refund schedule at:www.registrar.ucsb.edu/feerefunds.htm. Title IV financial aid includes Pell Grants, SupplementalEducational Opportunity Grants, College Work-Study, Perkins Loans, Direct Loans,Unsubsidized Direct Loans, and Parent Loans for Undergraduate Students (PLUS). Residency for FeePurposesA Statement <strong>of</strong> Legal Residence must be filedby all new and returning students. All studentsnewly admitted by <strong>the</strong> Graduate Division mustfile this statement even if <strong>the</strong>y completed <strong>the</strong>immediately preceding quarter at UCSB as anundergraduate student. Registration will besubject to lapse if <strong>the</strong> statement is not filed.The statement must be filed by both residentand nonresident students. All students who areincorrectly classified as residents are subject toreclassification and to payment <strong>of</strong> all nonresidentfees not paid at <strong>the</strong> time <strong>the</strong> error iscorrected.Students previously classified as nonresidentswho feel that <strong>the</strong>y are eligible for reclassificationas California residents effective spring quarter2003 should request and file a Petition forResident Classification. Filing begins March 31,2003 and ends September 22, 2003.For more information, refer to <strong>the</strong> UCSBGeneral Catalog Appendix which provides moredetailed information on residence regulations.Complete instructions and a PDF version <strong>of</strong> <strong>the</strong>form are available online at:www.registrar.ucsb.edu/residenc.htm.The Residence Deputy can be reached at(805) 893-3033.AB 540Students enrolled or in <strong>the</strong> process <strong>of</strong> enrollingat a <strong>University</strong> <strong>of</strong> California campus afterJanuary 1, 2002, who attended a high school inCalifornia for three or more years, and whograduated from a California high school (orattained <strong>the</strong> equivalent), may qualify for anexemption from <strong>the</strong> nonresident tuition.Undergraduate, graduate, and pr<strong>of</strong>essionalstudents are eligible to apply for this exemption.Students who qualify will be exempt frompayment <strong>of</strong> <strong>the</strong> nonresident fee and <strong>the</strong>Educational Fee differential charged tononresidents. Eligibility for this exemption willcontinue until <strong>the</strong> student fulfills <strong>University</strong>requirements for classification as a Californiaresident, or until this exemption is no longeravailable.5. Course FeesCertain courses (such as some in chemistry, filmstudies, physical activities, courses requiringfield trips, or certain laboratory science courses)require additional fees. These are identified in<strong>the</strong> “Messages” column <strong>of</strong> <strong>the</strong> course listing inthis publication. Normally course fees areassessed through <strong>the</strong> campus billing system andwill appear on <strong>the</strong> student’s BARC statement.Questions concerning fee payment proceduresshould be addressed to <strong>the</strong> appropriatedepartment <strong>of</strong>fice.6. Fee RefundsWhen you pay your fees, receive enoughfinancial aid credit to put you in paid status, orsign a BARC or UCSB payment agreement, youhave committed yourself to <strong>the</strong> completion <strong>of</strong><strong>the</strong> enrollment process. If you subsequentlydecide not to fulfill this commitment, you mustpetition for a complete withdrawal. (See“Leaving and Returning to UCSB” on page 18)Simply stopping payment on a check or moneyorder will not relieve you <strong>of</strong> this commitment. Acharge <strong>of</strong> $25 will be billed for any paymentreturned for NSF or stopped payment. There isa service charge <strong>of</strong> $10 for refund processing if
