Fee ReductionsDeficit programsUndergraduate students who have submittedtheir petitions to the appropriate dean for adeficit program of 10 or fewer units prior to thefirst day of instruction (see “Petitions”), and whohave received approval for verifiable reasons ofemployment, health, or family responsibility, willreceive a 50% reduction of the educational feeand nonresident tuition subject to approval ofthe Office of Student Life.Please note: approval of a deficit load will notautomatically entitle a student to a feereduction.Refunds will be processed at the end of thequarter in which students are eligible. Therefore,students must pay the full fees in order tocomplete enrollment by the deadlines.No refund will be made if a student petitionsto drop to 10 or fewer units, or increases his/herunit load to exceed 10 units after the first day ofinstruction.Students who have approval prior to feeassessment for a permanent deficit programthrough the College of Letters and Science willbe automatically assessed 50% of the educationalfee and nonresident tuition. Students on apermanent deficit program fee reduction whoenroll in more than 10 units at any time will bebilled for the full amount of fees and will needto re-apply for permanent deficit through theCollege of Letters and Science.Warning: Financial aid students who receive aPell Grant, a Cal Grant A, or a Cal Grant B willhave these grants reduced if they receive a feerefund or reduction as a result of their deficitload program. In most cases, the financial aidreduction will exceed the fee refund; thus, it ishighly recommended that Pell Grant and CalGrant recipients consult with the Financial AidOffice prior to applying for a deficit load.Students who are approved for a permanentdeficit load automatically receive the fee refundand do not have the opportunity to decline it.Students who are on a deficit load program foronly one quarter must apply for the fee refund.University Center feeAn undergraduate who has petitioned forreduced fees and is enrolled in 5.5 or fewer unitsis eligible for a full refund of the UniversityCenter fee. The refund procedure and determinationdate for eligibility are the same as for theeducational fee above. Students who exceedthe maximum limit allowed will be assessed thefull fee.In Absentia Fee Reduction for GraduateStudentsGraduate students who must remain registeredand whose research or study requires them toremain outside California for the duration of aquarter may be eligible for in absentia registration,which reduces the university registrationfee by one-half. Students are responsible for allother fees, notably non-resident tuition and theeducation fee. Students apply by completing agraduate student petition (without charge) andsecuring faculty verification that the student willbe outside California for one or more quarters.Students are responsible for taking care of theirregistration. Consult Graduate Division fordetails.Employee Assistance ProgramFull-time university employees (nonacademicand academic) may be eligible for fee reductionsfor themselves and are encouraged tocontact Human Resources (nonacademicemployees) or the Academic Personnel Office(academic employees) regarding details ofeligibility and procedures.Filing feeDoctoral students or terminal master’s degreestudents completing the last requirements for adegree may be eligible to pay the filing feeinstead of the registration fee. The filing fee isone-half of the current registration fee. Contactthe Graduate Division regarding eligibility andprocedures.New studentsIf you have paid $100.00 with the Statement ofIntent to Register (SIR), that amount is deductedfrom fees due. A BARC statement of amountdue will be mailed to you.Graduate Doctoral Students:Nonresident FeeThe annual nonresident fee is reduced by 75percent for graduate doctoral students whohave advanced to candidacy, subject to theunderstanding that (a) a graduate doctoralstudent may receive the reduced nonresidenttuition rate for a maximum of three years, and(b) any such student who continues to beenrolled or who re-enrolls after receiving thereduced fee for three years will be charged thefull nonresident tution fee rate that is in effect atthe time.8. Health Insurance FeesUndergraduate Student HealthInsurance Plan (USHIP)The UC Regents require all registered studentsto be covered by major medical healthinsurance while attending school. Students areautomatically enrolled in the University’sUndergraduate Student Health Insurance Plan(USHIP) unless they complete a waiver form thatprovides proof of comparable coverage. Thewaiver form must be submitted each year by thespecified deadline. Unless a waiver is granted,students are charged a USHIP fee as part oftheir registration.USHIP provides a complete health carepackage when combined with the servicesavailable through on-campus Student Health.USHIP is portable, meaning students receiveexcellent coverage whether they are on campus,at home, or travelling. (On-campus StudentHealth provides health care to registeredstudents whether they are enrolled in USHIP orhave been granted a waiver.) Insurance requirement for internationalstudentsThe purchase of health insurance is mandatory(i.e., a condition of enrollment) for all internationalstudents.All international students (both undergraduateand graduate) are assessed a fee each quarterfor enrollment in the Student Health InsurancePlan. The license is good for threeyears and is valid throughout California.Any bicycle not parked in a rack or designatedbicycle parking lot is subject to impound. Thereis an impound fee of $24.00.
