Indicator 4: Arrests for <strong>Alcohol</strong>­Related Crime Crime rates for felony <strong>and</strong> misdemeanor alcohol <strong>of</strong>fenses increased slightly from 1,112 per 100,000in 2000 to 1,119 per 100,000 in 2008. <strong>Ventura</strong> <strong>County</strong>’s alcohol arrest rate was lower than the stateoverall each year.Arrests due to driving‐under‐the‐influence accounted for approximately 72 percent in 2008, publicdrunkenness for roughly 20 percent <strong>of</strong> alcohol arrests, <strong>and</strong> 8 percent <strong>of</strong> alcohol arrests in 2008 werefor liquor law violations. <strong>Alcohol</strong> arrest rates were highest among Blacks <strong>and</strong> Hispanics, 1,568 <strong>and</strong> 1,414 per 100,000 in 2008,respectively. These rates were significantly higher than each other race/ethnicity group each year. The highest rate <strong>of</strong> arrests for alcohol‐related crime was for 18 to 24 year olds with a rate <strong>of</strong> 2,560per 100,000 in 2008. The next highest rate was for 25 to 34 year olds with a rate <strong>of</strong> 1,875 per100,000.Indicator 5: <strong>Alcohol</strong>­Involved Motor Vehicle AccidentsThe rate <strong>of</strong> fatalities in alcohol‐involved accidents in <strong>Ventura</strong> <strong>County</strong> was similar to the state overalleach year.Males accounted for more than three‐fourths <strong>of</strong> total parties who had been drinking in alcoholinvolvedaccidents in 2008. During this year Blacks had the rate <strong>of</strong> 161 per 100,000, Hispanics had203 per 100,000 <strong>and</strong> Whites had 124 per 100,000.18 to 24 year olds (451 per 100,000) accounted for the highest rate <strong>of</strong> parties who had beendrinking in alcohol‐involved accidents in 2008. The next highest rate was for 25 to 34 year olds witha rate <strong>of</strong> 306 per 100,000.Indicator 6: Hospitalizations Due to <strong>Alcohol</strong> <strong>and</strong> <strong>Drug</strong> UseThe rate <strong>of</strong> hospitalizations due to alcohol <strong>and</strong> drug use increased from 180 per 100,000 in 2000 to232 per 100,000 in 2007. <strong>Ventura</strong> <strong>County</strong>’s AOD hospitalization rate was lower than the stateoverall until 2004.The rate <strong>of</strong> hospitalizations due to alcohol‐related causes increased from 83 per 100,000 in 2000 to109 per 100,000 in 2007. <strong>Ventura</strong> <strong>County</strong>’s alcohol‐related hospitalization rate was lower than thestate overall until 2004.The rate <strong>of</strong> hospitalizations due to drug‐related causes increased from 97 per 100,000 in 2000 to123 per 100,000 in 2007. <strong>Ventura</strong> <strong>County</strong>’s drug‐related hospitalization rate was lower than thestate overall until 2004.Indicator 7: Deaths Due to <strong>Alcohol</strong> <strong>and</strong> <strong>Drug</strong> Use The death rate due to alcohol <strong>and</strong> drug use increased slightly between 2000 <strong>and</strong> 2007 from 18.19deaths per 100,000 to 18.20 deaths per 100,000. <strong>Ventura</strong> <strong>County</strong>’s AOD mortality rate was slightlylower than the state overall each year. Clients with multiple treatment admissions during the year tend to bias thedemographic <strong>and</strong> service characteristics described. These findings include admissions for both detoxification<strong>and</strong> other treatment services. Detoxification services are short term, <strong>of</strong>ten repeated numerous times, <strong>and</strong>used primarily for alcohol or heroin treatment. The inclusion <strong>of</strong> admissions to detoxification services biasesthe demographic <strong>and</strong> service characteristics described.The Substance Abuse Crime Prevention Act (SACPA) was implemented in July 2001. Clients referred by thecriminal justice system compete for limited treatment services resources <strong>and</strong> are <strong>of</strong>ten given priority overclients referred by other sources. In 2000, criminal justice referrals made up only 26 percent <strong>of</strong> alladmissions. By 2004, criminal justice referrals made up 42% <strong>of</strong> the admissions. The influx <strong>of</strong> these clientswith their specific demographic <strong>and</strong> service characteristics impact the makeup <strong>of</strong> the treatment populationdescribed in the key findings. For instance, clients referred by the criminal justice system rarely usedetoxification services, <strong>and</strong> more <strong>of</strong>ten have a primary drug other than alcohol. Also, SACPA referred clientsdo not frequently use narcotic replacement treatment for heroin/opiate abuse.
