Tim Brown elected 10th president of MCH 

Tim Brown, a veteran child care administrator, was elected president 

and chief executive officer of Methodist Children’s Home 

during a meeting of the Home’s Board of Directors on June 18. 

The announcement was made by Dr. Clayton Oliphint, chairperson 

of the Board of Directors. 

Brown has held various leadership roles during 26 years of 

service at MCH, most recently as vice president for community 

services. He was named interim president at MCH April 1 following 

the retirement of Bobby Gilliam, who served seven years 

as president. Brown becomes the 10th president in the Home’s 

120-year history. 

“The Board is confident that Tim Brown has the experience, 

knowledge and vision to lead Methodist Children’s Home into 

the future,” Oliphint said. “He is a person of deep faith and has 

great compassion for at-risk kids. He has a proven ability to unite 

people for a common purpose.” 

Brown leads an agency that serves 1,400 children and youth 

through residential group care, foster care and a variety of family 

and community services. In addition to residential programs in 

Waco, the Boys Ranch and Waxahachie, MCH provides services 

through 13 outreach offices in Texas and New Mexico. 

“I am humbled by the confidence of the Board of Directors 

and look forward to the challenges and opportunities that will 

come through this new role,” Brown said. “Our mission is to offer 

hope to children and families through our nurturing, Christian 

community. I am enthusiastic about the potential we have to 

help meet the needs of hurting children and families who find 

themselves in difficult situations.” 

Brown will draw from his vast knowledge and expertise in 

child care to lead MCH. In addition to serving in various roles in 

Tim Brown has served 26 years at Methodist Children’s Home, 

most recently as vice president for community services. He and 

his wife, Susan, have three children — Remi, K.C. and Matt.

Brown served as president and chief executive officer of Lee 

and Beulah Moor Children’s Home in El Paso from 1991-2000. He 

then returned home to Central Texas to serve as vice president of 

child care at MCH. 

Brown has been a strong advocate of services to children in 

Waco and throughout the state. He has served on the Baylor University 

Social Work Advisory Board, the McLennan Community 

College Curriculum Advisory Boards for Child Care and Mental 

Health, and the Texas Association of Licensed Children’s Services, 

among others. He has been a member of the Child Fatality 

Review Teams of El Paso County and McLennan County the past 

15 years. 

A resident of Crawford, Brown earned degrees from Baylor 

University and Tarleton State University. He and his wife, Susan, 

have three children – Remi, K.C. and Matt. 

Throughout his career, Tim Brown has been called on to share his 

expertise in child care for organizations serving at-risk children, 

youth and families at the local, state and national levels.

Bobby and Linda Gilliam 

Celebrating a life of influence 

Visionary. Advocate. Servant leader. Mentor. Friend. Hero. 

These are just a few of the words used by Methodist Children’s 

Home alumni and staff members, as well as professional colleagues, 

to describe Bobby Gilliam’s influence on their lives. For 

nearly four decades, including 30 years at MCH, Gilliam fulfilled 

his calling to offer hope to at-risk children and youth while bringing 

out the best in those who worked alongside him. Throughout 

his career, Gilliam earned widespread respect at the local, state 

and national levels for his passion to serve at-risk children. 

Staff members, MCH youth and friends of this ministry honored 

Bobby and Linda Gilliam for their commitment and contributions 

to the Home during special events in April. Gilliam retired 

March 31 as president of MCH. 

MCH youth on the Waco campus, Boys Ranch and Waxahachie 

campus joined the Gilliams and their family for a worship service 

April 25. Josh, a senior on the Waco campus, expressed appreciation 

to the Gilliams on behalf of current residents. Alumni Josh 

Shroyer and Pablo Villanueva shared their testimonies about the 

Gilliams’ influence on their lives. Following the service, the student 

representatives from each residential campus hosted the Gilliams 

and their family for lunch. 

A public reception was held April 30 for the Gilliams. Special 

presentations were made by the MCH Board of Directors, the 

Central Texas Conference of the United Methodist Church, Waco 

and state officials, and child care agencies.

Bobby and Linda Gilliam were honored at a retirement reception 

April 30. The framed jersey was presented to Mr. Gilliam by MCH 

youth in recognition of his service as the 9th president of MCH. 

During the reception, Mr. Gilliam was honored for his contributions 

to the growth of the Home. One of his most significant 

achievements at MCH came in the 1990s when he led an 

effort to implement the strength-based philosophy of care and 

structured care home units when he served as vice president for 

child care. The strength-based philosophy and structured care 

program enabled MCH to serve youth who had a level of needs 

the Home could not effectively meet at that time. Along with the 

commitment and expertise of child care staff and the financial 

support entrusted to the Home by its donors, the transition to the 

strength-based philosophy has enabled MCH to 

continue to expand services while many agencies 

are eliminating residential care programs or closing 

their doors. 

In 2003, Mr. Gilliam fulfilled his dream to serve 

as president of MCH. Not long after he began 

his tenure, he challenged his staff to find ways to 

serve more children. Today, MCH serves more 

than 1,400 children and youth through a variety 

of programs in Texas and New Mexico. Although 

MCH has achieved significant growth under his 

leadership, Mr. Gilliam gives credit to God, dedicated 

staff members, faithful donors and resilient 

children for the success of this ministry. 

The Methodist Children’s Home family is grateful 

for the contributions Bobby and Linda Gilliam 

have made to this ministry and the field of child 

care. Their legacy of love will continue to impact the 

lives of children today and in future generations.

“The majority of public 

school students this year were 

highly focused on their advanced

dual credit college courses. Most 

of them will have completed 

one to two semesters of college 

hours by the time they graduate 

from high school. They have 

learned that their hard work in 

high school will pay off in time 

and money in college.”

An overview of our ministry 

Mission Statement 

• Methodist Children’s Home offers hope to children, youth and 

families through a nurturing, Christian community. 

History 

• Founded in 1890, MCH is a non-profit childcare provider 

affiliated with the seven United Methodist annual conferences of 

Texas and New Mexico. MCH serves children from diverse 

backgrounds, without regard to ethnicity, religion or financial 

status. 

Accreditation 

• The Home is licensed by the Texas Department of Family and 

Protective Services (TDFPS) and accredited by the Council on 

Accreditation (COA) of Services for Families and Children. 

Residential Group Care 

• MCH provides residential group care for about 240 youth, ages 

12-18, on its Waco campus and Boys Ranch, and through its 

residential program in Waxahachie. 

Education 

• MCH is committed to meeting the individual educational needs 

of students. Waco campus and Boys Ranch students attend 

either the University Charter School or public school. 

Community Services 

• MCH serves about 170 children and youth through foster care 

in Texas. 

• The Home provides a variety of family services through outreach 

offices across Texas and New Mexico. 

Transition Services 

• Staff members work with high school students to help them 

prepare for college or full-time employment. 

• MCH provides support services for former residents, ages 

18-25, as they adjust to independent living. 

• Residents who graduate from high school while under the care of 

the Home are eligible to apply for scholarship assistance to 

attend a state university or college in Texas. 

Prevention Services 

• MCH supports grandparents who serve as the primary 

caregivers for their grandchildren through the Grandparents As 

Parents Program. Services include case management, parent 

education, support groups and limited financial assistance. 

• MCH provides recreational and educational services to at-risk 

youth after school and during the summer.

STAFF RECOGNITION 

Phil and Mae Smith 

CORE Residential Educators of the Year 

Phil and Mae Smith, homeparents at the Boys Ranch, received a 

national award in April from the Coalition for Residential Education 

(CORE). Dottie Briggs, Boys Ranch administrator, submitted the following 

nomination recognizing the Smiths’ contributions to youth 

and families. 

When Phil and Mae Smith came to the Methodist Children’s Home 

Boys Ranch in November 2001, they came with the intent of making 

a difference in the lives of youth. The Smiths are genuine and 

professional in all they do. They are positive role models and provide 

leadership that is essential for the development and growth 

of the youth. They are true examples of the MCH philosophy of 

care as they provide a safe environment and caringly set limits and 

boundaries that are important to the well-being of youth. They 

have a high degree of integrity, and they exemplify the Christian 

spirit and values that parallel with the mission of the Home. 

The Smiths are committed homeparents who keep each boy’s 

interests, welfare and individual success at the forefront of their 

work, and their interests and strengths complement one another. 

Phil enjoys working with the boys in the mechanics shop, fishing, 

hunting and camping. He teaches vehicle maintenance that 

includes tire rotation, changing motor oil, light tune up and repair 

work on Boys Ranch vehicles. The mechanics shop is an excellent 

environment for Phil and the boys to build good relationships. 

Phil’s ability to motivate youth, lead and tap boys’ mechanical 

strengths has led to many youth furthering their technical training 

after leaving the Boys Ranch. 

The Smiths’ desire is that boys have an at-home living experience 

at the Boys Ranch. Mae teaches the boys about good housekeeping 

while doing home chores. Both Phil and Mae use everyday 

life experiences to teach social skills, the importance of having 

proper interaction with peers and adults, developing healthy hygiene 

practices, and sharing living quarters with other boys. The 

real “homey” feeling comes into play when Mae surprises the boys 

after school with homemade cookies. There is nothing like coming 

home to the smell of fresh baked cookies! The boys also enjoy 

planned home unit activities – going to the movies, car races, water 

park and out for pizza. 

The Boys Ranch recently received a letter from a mother whose 

son came to the Ranch last year. In her letter, she speaks highly 

about the Smiths’ compassion and their ability to teach, coach and 

empower youth. In this particular case, Mae spent many hours 

talking and reassuring the youth’s mother that her son was going

to be okay. The first step in the Smiths’ work with this youth was 

meeting him in his very “tough and volatile” emotional state and 

begin building a relationship through communication, respect, 

trust and love. It took several weeks of talking and sharing before 

the youth responded to the Smiths. The Smiths recognized the 

youth’s strengths and started giving him additional responsibilities 

and opportunities. It was through the work of the Smiths that this 

youth has reconnected with his mother and become a leader at the 

Boys Ranch. 

Phil recognizes that serving others is essential in helping youth 

heal the pain in their own lives. Over the years, Phil and the boys 

have given back to the community through their work at Lion’s 

Park, Waco Veterans Memorial Park, Hebrew Rest Cemetery and 

Keep Waco Beautiful. Phil and his boys contributed over 200 hours 

of community service work in 2009. 

The Smiths are respected by those who work with them. They 

volunteer to work extra hours and cover other shifts rather than 

displacing youth at the Boys Ranch to maintain compliance. We 

can always count on the Smiths to help with setting up and facilitating 

programmed activities. The Smiths offer other staff members 

their wisdom from many years of child care experience. They continue 

to participate in child care training and are valuable members 

of the Continuous Quality Improvement (CQI) committee. 

The Smiths have contributed to building a strong and viable 

program at the Boys Ranch. Phil and Mae Smith are well deserving 

of this award.

What is the Circle Of Friends? 

The Circle of Friends was created by the 

Board of Directors in 1990 at the beginning 

of our second century of ministry 

to children. It is designed to give appropriate 

recognition and expressions 

of appreciation to those who generously 

support Methodist Children’s Home 

boys and girls. The Circle of Friends 

does not include all gifts to the MCH 

endowment fund. 

Who can join the Circle of Friends? 

Individuals, businesses, United Methodist 

Women and Men’s groups, Sunday School 

classes and civic organizations may be 

members of the Circle of Friends. 

What if I do not want my name 

publicly announced? 

In January, we mail a card to each 

donor asking for permission to list his 

or her name in our Circle of Friends. We 

only print the names of those who have 

returned the card, granting permission 

to print. We respect your privacy and the 

confidentiality of your gifts. At any time, 

you may indicate that you wish all gifts to 

remain unrecognized and we will mark 

your record accordingly. 

Will my church receive credit if I send 

my gift directly to the Home? 

Yes, when you request church credit. We 

routinely send all gifts back through the 

annual conference treasurer for church 

credit, just as your church treasurer does 

when a Methodist Children’s Home gift 

is given through the church. Please let us 

know the name of your church when you 

make your gift. 

Methodist Children’s Home does not 

receive any funds through apportionments. 

All giving to the Home is through 

the free will of those who love Methodist 

Children’s Home boys and girls and who 

give generously, above and beyond gifts to 

the local church.
