9. Other Related Control Totals<br />
In addition to developing jurisdictional control totals for total population <strong>and</strong> employment, PB was tasked to create<br />
control totals for other population <strong>and</strong> employment variables. These variables pivot off the control totals for<br />
population <strong>and</strong> employment so any changes in total population <strong>and</strong>/or employment will require adjustments to<br />
these other related control totals.<br />
9.1 Population-Related Control Totals<br />
The other related population control totals for the Long Range Transportation Plan (LRTP) horizon years (2010,<br />
2020, 2030, <strong>and</strong> 2040) for Caroline County, King George County, Spotsylvania County, Stafford County, <strong>and</strong> the City<br />
Fredericksburg are as follows:<br />

Below is a brief description of how each variable was developed.<br />
a. Group Quarters Population<br />
Group quarters population for the horizon years were derived by applying total population to group quarters<br />
population ratios from the 2010 census to the horizon year total population. These ratios excluded military group<br />
quarters. Based on discussions with GWRC staff, it is assumed that military group quarters are less influenced by<br />
changes in total population. The military group quarters from 2010 were added back into the total group quarters<br />
after the ratios were applied. The jurisdictions with military group quarters in 2010 include King George County<br />
(188) <strong>and</strong> Stafford County (1,908). Exhibit 1 provides the group quarters population by jurisdiction for each horizon<br />
year.<br />

b. Household Population<br />
Household population was calculated by subtracting the group quarters population derived above from the total<br />
population control totals previously established by PB <strong>and</strong> presented to FAMPO. Exhibit 2 provides the household<br />
population by jurisdiction for each horizon year.<br />
