and has <strong>in</strong>itiated their participation <strong>in</strong> various collaborative activities. For <strong>in</strong>stance, <strong>in</strong><br />

the Bagatipara Thana of Natore District, the Government has solicited Nijera Kori’s<br />

participation for implement<strong>in</strong>g the ‘Strengthen<strong>in</strong>g the Election Commission for<br />

Improvement <strong>in</strong> the Electoral Process Project’ of the Bangladesh Election<br />

Commission. The most important objective of this project is to give an idea about<br />

issues relat<strong>in</strong>g to democracy, election, accountability and basic rights of the voters. 13<br />

Monitor<strong>in</strong>g to Ascerta<strong>in</strong> <strong>Rights</strong>-<strong>Based</strong> Outcomes from the <strong>Rights</strong>-<strong>Based</strong> Strategies:<br />

The organization has developed <strong>in</strong>-built organizational monitor<strong>in</strong>g mechanisms to<br />

ascerta<strong>in</strong> the outcomes of its strategies. Nijera Kori <strong>in</strong>vests <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g detailed<br />

reports of all its meet<strong>in</strong>gs and discussions as well as publishes an annual report.<br />

Keep<strong>in</strong>g track of change through qualitative report<strong>in</strong>g mechanisms contributes to its<br />

own <strong>in</strong>ternal learn<strong>in</strong>g processes by help<strong>in</strong>g it to monitor which forms of change gather<br />

momentum over time, and which fade away, and why.<br />

The organization also suggests a different way of achiev<strong>in</strong>g accountability – that of<br />

social audit<strong>in</strong>g, where<strong>in</strong> the organization uses such an audit system to ascerta<strong>in</strong> the<br />

extent to which it has a stake <strong>in</strong> the activities undertaken and solicits the participation<br />

of all the people associated with or affected by such activities (to determ<strong>in</strong>e whether<br />

the activities undertaken are achiev<strong>in</strong>g its objectives, if it is liv<strong>in</strong>g up to its values, and<br />

if those objectives and values are relevant and appropriate). Such a process of<br />

monitor<strong>in</strong>g is two-fold – it determ<strong>in</strong>es the extent to which it, as an organization, has<br />

been able to achieve outcomes and how accountable it is to its stakeholders while<br />

achiev<strong>in</strong>g such outcomes; on the other hand, such a process also <strong>in</strong>volves dialogue<br />

with the stakeholders and hence, the stakeholders are also better able to decide (and<br />

<strong>in</strong>fluence) how far the processes <strong>in</strong>volved have helped them, as a group, to achieve<br />

outcomes.<br />

4. Outcome (Results):<br />

As a result of the rights-based pr<strong>in</strong>ciples that are <strong>in</strong>herent <strong>in</strong> the strategies adopted,<br />

landless groups across Bangladesh are not just access<strong>in</strong>g land (and related rights)<br />

issues but also have used such social capital to achieve and realize other rights<br />

outcomes:<br />

� Access<strong>in</strong>g education: The landless groups, by com<strong>in</strong>g together, have<br />

established schools on their own <strong>in</strong>itiative, us<strong>in</strong>g group sav<strong>in</strong>gs and collect<strong>in</strong>g social<br />

subscriptions (outcomes that have come about from the money sav<strong>in</strong>g drive and jo<strong>in</strong>t<br />

economic activities). Through such <strong>in</strong>itiatives, children of landless parents have been<br />

able to access basic education <strong>in</strong> areas where the Government sponsored educational<br />

<strong>in</strong>stitutions are not available.<br />

� Access<strong>in</strong>g other livelihood opportunities: Livestock development activities, as<br />

a livelihood opportunity, is another <strong>in</strong>itiative that has occurred due to the social<br />

mobilization strategies that has resulted <strong>in</strong> landless groups com<strong>in</strong>g together. Such<br />

activities, undertaken, for <strong>in</strong>stance, <strong>in</strong> the coastal regions of Paikgacha and<br />
