1 Introduction<br />
Background<br />
The County adopted the Downtown Areas Community<br />
Improvement <strong>Plan</strong> in 2008 for the central business areas of six of<br />
its communities. The intent for the Community Improvement<br />
<strong>Plan</strong> was to utilize a series of financial incentive programs and<br />
County initiatives to encourage redevelopment and revitalization<br />
within these six communities.<br />
Following up on the recommendations of the Community<br />
Improvement <strong>Plan</strong>, the County undertook, and ultimately<br />
approved in January 2010, the “Haldimand County<br />
<strong>Streetscape</strong> <strong>Plan</strong> and Urban Design Guidelines”, which<br />
provided streetscape concepts for five of the County’s urban<br />
communities: Caledonia, Cayuga, Dunnville, <strong>Hagersville</strong>, and<br />
Jarvis (Townsend excluded). These concepts provide the<br />
higher level direction that would guide the detailed<br />
streetscape design exercises that would occur for each of the<br />
five communities.<br />
Haldimand County is now working towards preparing a<br />
detailed <strong>Streetscape</strong> <strong>Plan</strong> for <strong>Hagersville</strong>’s central business<br />
areas that will identify recommended improvements to the<br />
public places and spaces within the area. GSP Group was<br />
retained by the County in July 2010 to prepare the <strong>Hagersville</strong><br />
<strong>Streetscape</strong> <strong>Plan</strong>, which would identify these specific<br />
recommendations and action items for carrying out<br />
improvements to <strong>Hagersville</strong>’s central business area.<br />
