THE PLANNING BOARD<br />
To the Honorable Town Manager, Board of Selectmen and The Townspeople of Millbury: as<br />
members of the Millbury Planning Board we respectfully submit our Annual Report for Fiscal<br />
Year 2012.<br />
A total of seventeen (19) meetings were held in Fiscal Year 2012. Attendance for the Planning<br />
Board meetings was as follows:<br />

APPROVAL NOT REQUIRED PLANS<br />
There were two (2) plans filed under Chapter 41, Section 81P of the General Laws, Approval<br />
Not Required, during Fiscal Year 2012. These plans represent perimeter surveys, division of<br />
land with adequate frontage on public streets as required by the Millbury Zoning Bylaws,<br />
easement descriptions, or lot-line modifications.<br />
SPECIAL PERMITS/SITE PLAN REVIEW<br />
There are numerous situations and proposals that require a Special Permit or Site Plan Review.<br />
The town’s zoning bylaw lists the criteria for making these decisions, based on the Board’s<br />
analysis of extensive technical and public input. Below is a summary of the various special<br />
permits and site plan review permits applied for during the fiscal year, and the Board’s decisions:<br />
Accessory Dwelling Special Permits: Two (2) applications were filed under this section of the<br />
Zoning Bylaw, and were approved, with conditions, for one additional dwelling unit on Hayward<br />
Glen Drive and one additional dwelling unit on Sullivan Place.<br />
Sign Special Permit: One application for a sign special permit was approved: Millbury<br />
Federated Church, 20 Main Street.<br />
Site Plan Review/Stormwater Management Permits: Six (6) applications were approved, with<br />
conditions: 6 Latti Farm Road, to construct and operate an educational/training facility; 1 – 5<br />
Elm Street, to construct a Dunkin Donuts restaurant with a drive-thru window; 130 Westborough<br />
Street, for the processing and recycling of stone, masonry, and concrete; 29 McGrath Road, to<br />
construct a solar farm; 71/73A McCracken Road, to construct a church on two parcels; 16 South<br />
Main Street, to permit the operation of a bank branch and the upgrade of the existing VFW<br />
function hall.
