BOARD OF HEALTH<br />

There is a direct correlation between the rates of youth access and the funding of programs that<br />

educate retailers and enforce the law. The impact has been recognized on the local level. Illegal<br />

sales of tobacco to minors fell by fifty percent in Massachusetts in Fiscal Year 2007 after<br />

funding was restored to local programs responsible for preventing youth from buying tobacco.<br />

Tobacco use by youth and young adults causes both immediate and long-term damage. One of<br />

the most serious health effects is nicotine addiction, which prolongs tobacco use and can lead to<br />

severe health consequences. The younger youth are when they start using tobacco, the more<br />

likely they’ll be addicted.<br />

Communicable Disease Surveillance<br />

Infectious diseases constitute a continuing threat to the public’s health. They cause illness,<br />

suffering, and death, and place an enormous financial burden on society. Although some<br />

infectious diseases have been controlled by modern technological advances, new diseases are<br />

still emerging. Under Massachusetts General Laws (MGL), Chapter 111, suspected and/or<br />

confirmed cases of diseases dangerous to the public’s health are reportable to the local Board of<br />

Health and/or the Massachusetts Department of Public Health (MDPH). Reporting disease<br />

occurrences enables the public health staff to monitor trends, detect and control outbreaks, and<br />

evaluate prevention activities. The Sutton public health nurse regularly collects important<br />

information on all reported diseases as part of routine epidemiological disease investigations.<br />

Environmental Health<br />

The Board monitors food offered for consumption to ensure it is wholesome, free from adulteration,<br />

properly labeled, identifiable, and manufactured at an approved source. All food establishments<br />

receive mandated inspections to determine compliance with the provisions contained within the<br />

Chapter X, of Minimum Sanitation Standards for Food Establishments.
