MILLBURY POLICE DEPARTMENT<br />
PERSONNEL SUMMARY<br />
The department has seen significant personnel changes during the past fiscal year,<br />
beginning with the retirement of longtime Chief of Police Richard Handfield at the beginning<br />
July 1, 2011, then the return of Sergeant Donald Desorcy to patrol duties from three months as<br />
Acting Chief, at which time began my duties as Chief. This created a vacancy within the<br />
supervisory ranks. In February, Officer Thomas Hall was appointed to the rank of Sergeant on a<br />
provisional basis.<br />
Officer Keith Gasco and Officer Jacob Webb were interviewed this year, hired, and are<br />
currently in the midst of the 22-weeks of training at the Boylston Police Academy. We welcome<br />
all of our new members to the department. Overall, the department staffing has decreased since<br />
2008 from 20 sworn members to 15 sworn members, excluding myself.<br />

TRAINING<br />
With the recent reduction in-service training provided by the state, the department now<br />
has to do more training in-house. Sergeant Stephen McFaul and Officer Matthew McGrath have<br />
been certified to teach CPR/First Aid, which is required annually. Officer Jason Burdett, has<br />
been assigned as a firearms instructor. All of the dispatchers and officers trained to dispatch<br />
have been certified in emergency medical dispatch (EMD) procedures. This is due to the<br />
required implementation of EMD procedures by the Commonwealth. The training was paid for<br />
through a state grant.<br />
DEPARTMENT STATISTICS<br />
The Millbury Police Department, through the computer dispatch and records system,<br />
compiles various data resulting from: arrests, accidents, citations, incidents/investigations, and<br />
summonses. The database contains both criminal and non-criminal statistics. Data related to<br />
criminal offenses or incidents is reported to the Massachusetts State Police and FBI under the<br />
National Incident-Based Reporting System (NIBRS). This category of crime statistics are more<br />
commonly known as incident-based reporting (IBR) offenses and represents a general summary<br />
of crime data.
