Stronger role for the College<br />

Our review has ascertained that there is confusion and ambiguity about the College’s role and a reluctance to involve them fully, partly due to the perception by<br />

some that the College has a role in advocacy of physicians rather than their accountability and management. This is strongly denied by the College and their role<br />

and function is clearly defined on their website. However, while confusion exists the College finds it difficult to assert their role.<br />

The management team of the College is widely held in high regard, and this aspect should be built on when redefining and enhancing the College’s role which<br />

should concentrate on quality and its stewardship.<br />

Our recommendations fall into two categories:<br />

1. Those where roles should be realigned with HAs, where the system can be streamlined to use resources, information and skills to best effect; and<br />

2. Recommendations that enhance the role of the College and position it to lead initiatives as and wherever appropriate.<br />

We understand that the recommendations below address historic and systemic issues whereby the College has taken on a number of roles in the absence of<br />

other leadership and that there may be a cost associated with the transfer of any functions both to and from the College. However, our recommendations seek to<br />

address closing gaps in the system, rather than the cost of providing support in different areas.<br />

Suggestion for Improvement #18: The Ministry should work with the College to agree the financial and organizational impact of any realignment of role. While<br />

some of that impact may be derived from contributions to the College, other aspects may need to be agreed centrally.<br />

Enhancing the role of the College (1) – Provincial <strong>Performance</strong> Management Framework<br />

The College should be an integral part of the new performance management framework. As this involves all organizations across the system and the Ministry, we<br />

have included recommendations in the Accountability section above.<br />
