Driving a Minibus Please find the following information obtained from the Driving Vehicle Licensing Agency (DVLA) relating to the licensing position for those driving a minibus. New regulations for the driving of minibuses came into force on January 1, 1997. Existing drivers who held entitlement to drive a car prior to January 1, 1997 (Group A on an old style licence or category B and D1 not for hire or reward on a new style licence) may continue to drive minibuses provided: • they are twenty-one years or over, • the minibus has a maximum of seventeen seats including the drivers and, • the vehicle is not being used for hire or reward. To drive a minibus with nine or more passenger seats for hire or reward, a Passenger Carrying Vehicle entitlement (PCV), (category DI or D) is required necessitating higher medical standards and a further driving test. Hire or reward encompasses any payment in cash or kind by, or on behalf of, passengers which gives them a right to be carried. However, if you drive a minibus for an organisation under the Minibus Permit Scheme or other than for hire or reward, no additional test is required to be taken. Minibus permits allow a charge to be made without having to comply with the full Public Service Vehicle Operator Licensing requirements and without the need for drivers to have PCV (category Dl or D) entitlement. The services must be provided for the organisation’s own members or for groups whom the organisation serves, but must not be provided to members of the general public. Such charges made must be on a non-profit basis. The Boys’ Brigade is authorised to grant minibus permits to units registered with us, applications for which are available from Headquarters. Permits are issued to specific units, but are not vehicle specific allowing it to be used on a hire vehicle if the unit vehicle is not available. New drivers who obtain a car licence (category B) after January 1, 1997, can drive vehicles with no more then 8 passenger seats. To drive vehicles with up to 16 passenger seats (category Dl) higher medical standards must be met and an additional test required. However, new drivers who comply with the following five conditions will be able to drive a minibus with up to 16 passenger seats without having to obtain category Dl: • the vehicle is used for social purposes by a non-commercial body but not for hire or reward • the driver is aged twenty-one years or over • the driver has held a car (category B) licence for at least two years, • the driver is providing their service on a voluntary basis, and • the minibus maximum weight is not more than 3.5 tonnes excluding any specialist equipment for the carriage of disabled passengers, or no more than 4.25 tonnes otherwise. The weights referred to are known as the maximum authorised mass (MAM) which is the maximum permitted weight when the vehicle is fully loaded. IMPORTANT! You should check the weight of the minibus which you use, as some 15 and 17 seater minibuses are over the maximum weight allowed for those who obtained their licence after January 1, 1997. If this is the case drivers who do not have a category D or D1 entitlement would have to apply for this entitlement to be added to their licence by passing the relevant theory and practical tests and completing a medical – even if not for hire or reward. If you have a medically restricted licence or are over 70 you should read the booklet ‘Driving a Minibus’ or contact the DVLA to seek clarification for your position. You should also check before driving a minibus abroad as different regulations apply. Robin Hood Knockout 5-a-side Football Competitions NOTTINGHAM, Saturday, 31 st March 2007 Two National Outdoor 5-a-side Football Competitions will be held: • Under 14 Competition for those born between 1 st September 1992 and 31 st August 1995 • Under 18 Competition for those born between 1 st September 1988 and 31 st August 1992 Teams in both categories will consist of 5 players and up to a maximum of 3 substitutes. The cost is £30 for one team and £25 for additional teams from the same Company. The wider BB Family …at the Lord Mayor’s Show 2006 Armistice Day, Saturday 11 th November 2006 was also the date for this year’s annual televised Lord Mayor’s Show Parade in the City of London. The London Massed Bugle Band of The Boys’ Brigade and Girl’s Brigade were again participating following on from their recent highly successful tour of the NW of England as guests of the North West District. The band was entry number 85 in the parade and comprised of 150 young people wearing the new band jackets which have been kindly donated by Diamond Build PLC. This year the London Stedfast Association Bugle Band were making their debut appearance in the parade at entry number 91 and the band comprised of 48 members. The LMBB depart the from the start point with LSABB awaiting its turn! London District’s President, Alderman John S Hughesdon FCA and his wife Mavis, National President of The Girls’ Brigade England & Wales, were enthusiastic well wishers for both bands during the parade. David Kemp Cleveland Hike 2007 The 2007 Cleveland Hike takes place on the weekend of 23 rd to 24 th June 2007 held in the North Yorks Moors (Eastern/Western Areas). The Cleveland Hike is ideal for all types of walkers, teams can be as follows: Expedition – 12yrs and under with a leader. The leader must take full responsibility for the team/s. This includes guidance with all aspects of walking, map reading, food and the general welfare of the team/s throughout the weekend. Normal – 13-19yrs carrying all equipment need for the hike weekend. Veteran – 20yrs +. These team/s can be either: competitive minded, for the enjoyment of taking part in a hike or you can organise sponsored team/s in our hike. Felden ‘Name a Chair’ Scheme The BB Millennium Volunteers project will come to an end on 31 st March 2007 after 6 years of providing volunteering opportunities and support for young people across England. All BB members who are on the scheme will have been contacted to explain the position and new volunteers will be recruited until further notice and some support will be in place for young people who have not completed their volunteering by 31 st March.
