The Personnel Department was responsible for overseeing a broad range of HR services. The Department’s responsibilities included: Workforce Management Hiring: Recruited, administered examinations, and established employment eligible lists for Civilian and Sworn (Police and Fire) employees; and conducted background investigations for Sworn candidates Employment Rules: Established rules governing employee promotion, transfer, leave of absence, removal, and reinstatement Classification: Administered the City's job classification plan Equal Employment Opportunity: Administered City equal employment opportunity programs City Department support: Assisted managers with organizational, classification, recruitment, selection, and employee development issues to ensure a highly qualified, productive, and engaged workforce Records: Maintained employment records for all City employees Employee Support & Development Employee Development: Assisted departments with employee development, placement, and workforce and succession planning as well as provided employee engagement and recognition programs Employee Benefits: Administered employee health and dental insurance and other benefit programs; commute reduction strategies such as vanpooling and mass transit subsidies; and employee parking Supplemental & Part-Time Employee Retirement: Administered City’s $4.8 billion supplemental retirement savings program and $60 million part-time employee retirement savings plan Health & Safety: Administered pre-employment health examinations and provided medical care for persons in custody of the Police Department Workers’ Compensation: Administered a workers' compensation program, including vocational rehabilitation for City employees Personnel Services to City Departments
