Number of Scots Dying in Winter is Indefensible, Blast Charities
Original Article by Paul Cardwell
http://thirdforcenews.org.uk/tfn-news/number-of-scots-dying-in-winter-is-indefensible-blast-charities
Worst winter death figures in more than a decade prompt charities to demand change
More than 4,000 Scots died last winter because their homes were too cold for them to cope, new statistics suggest.
In the four months from December 2014 to March 2015 a total of 22,011 people died, according to the National Records of
Scotland - just over 4,000 more than those who died in the four month period before and the four month period after.
The extra winter deaths figure is the worst since 1999/2000 – with charities firmly blaming “cold, energy-wasting, hard-toheat
homes” as the reason.
Royal College of Nursing (RCN) Scotland, Age Scotland, and WWF Scotland say the death toll is “indefensible” and are
demanding Scotland’s political parties commit to improving the housing stock in order to protect the ill and vulnerable.
“It’s indefensible that cold, hard-to-heat homes continue to leave the most vulnerable in our society at the mercy of cold
weather each winter,” RCN Scotland’s director, Theresa Fyffe said.
Consultation on Race Equality in Scotland
CRER and the Scottish Government invite you to take part in an online consultation survey on race equality in Scotland.
This survey is open to all organisations and individuals who would like to contribute their views towards the development
of the Scottish Government’s new race equality framework for Scotland.
The new race equality framework for Scotland will set out the Scottish Government’s approach to promoting race equality
and tackling racism and inequality between 2016 and 2030. It will be developed using evidence from a range of sources,
including the results of this survey and other engagement activities. More information on the work being undertaken by the
Scottish Government in partnership with the Coalition for Racial Equality and Rights (CRER) to develop the new framework
is available from the CRER website.
This survey follows on from engagement activities we have organised throughout spring and summer 2015, for example our
Community Ambassadors Programme and Strategic Action Forums. For people who have taken part in these, this survey is
an opportunity to put forward views on a wider range of issues. However, we particularly hope that people who haven’t had
a chance to take part in any of these activities will get involved through the consultation survey.
You will be able to take part by completing the online consultation survey at the following link: https://www.surveymonkey.
com/r/QNVWS85
Please feel free to share this widely amongst your colleagues, networks and friends – the more people raise their voices, the
stronger our new race equality framework for Scotland will be.
The closing date for the survey is 25th October 2015.
Digital Inclusion and Mental Health
Digital Inclusion is about ensuring that as many people as possible have access to and skills
to use things like smart phones, tablets and computers, social media and the internet so they
can participate and benefit in the new technology.
People with poor mental health are less likely than the general population to use the internet
and digital ways of communicating. They are less likely to have internet access at home.
Outside the Box have just published a new set of Hints and Tips from our Digital Inclusion project to provide information
and advice about getting online cheaply, using the internet wisely and staying safe for people with mental health problems.
SDS Resource and Training Programme
SCLD has produced a new performance improvement resource for service providers and a
programme of free training events for organisations wanting to use it. Progress in Personalisation
is a self-assessment framework that helps provider organisations measure the progress they are
making towards delivering personalised support.
In the move towards self-directed support, this tool will not only help providers understand their
current effectiveness, but also develop an Action Plan to help them improve. It is aimed squarely at
supporting organisations both to identify and evidence the impact their service makes to people’s
lives.
Progress in Personalisation has been developed in Scotland over the last three years, with the involvement of people who
use self-directed support and their families at the heart of its design. It was developed by SCLD, Heartfelt Ltd and Integratis
Consulting. It has been developed to be used by adult service providers for:
• People with learning disabilities
• People with mental health problems
• People with physical disabilities
• Older people
Progress in Personalisation comes in two formats – as a paper document, and as an Access database. The database allows
for easier completion, action planning and tracking of progress over time. These resources are available on SCLD’s website.
In addition, SCLD are offering a free training programme to support organisations to implement this self-assessment process
painlessly. We will be offering a two day programme in Aberdeen on the 27th Oct 2015 and 3rd Mar 2016
Each organisation/delegate books for both dates. On the first day you will learn how to use the framework. On the followup
day you will address implementation issues, and learn about advanced techniques. Training will be delivered by SCLD,
Heartfelt Ltd and Integratis Consulting.
Poor People are Lazy Say a Worrying Number of Scots
Original Article by Graham Martin, TFN
http://thirdforcenews.org.uk/tfn-news/poor-people-are-lazy-say-a-worrying-number-of-scots
A shocking number of Scots think poverty is caused by laziness, according to new charity research.
Cyrenians, which published the poll, says the findings show there is still some distance to go in challenging public perceptions
of those in need.
More than a quarter (28%) of those polled by the anti-poverty challenge thought people were poor because they are too
lazy to do anything about their circumstances.
The survey was commissioned as part of Cyrenians’ newly launched Tell Your Story campaign aimed at changing how the
public views those who are struggling.
It found that 24% believed a lack of willpower was another contributory factor to people living in poverty.
At the same time, the majority thought that unemployment (76%), addiction (59%) and family circumstances (56%) are
main causes of poverty.
Scottish people believe early intervention and working with those most at risk, along with providing more jobs, are the best
ways to reduce poverty.
Participatory Budget funding for work with young people in regeneration areas
Aberdeen City Council agreed to allocate £100,000 of its 2014/15 underspend towards under 12s clubs and youth work
in the city’s regeneration areas. Those areas are: Northfield Total Place (Middlefield Northfield Cummings Park Mastrick),
Tillydrone, Woodside, Seaton and Torry
A participatory budgeting process will be used for distributing this funding. This involves supporting and empowering
citizens (in this case young people) in local communities to make decisions about how, and on what, budgets are spent on.
Funding is available towards equipment/materials, building improvements, staffing and running costs for the following
purposes:
• develop activities for 12 – 25 year olds, and can include accredited and non-accredited activities for young
people including youth democracy, youth action, sports, arts, and learning activities etc. Secondary school
age pupils will take decisions about what activities they would like funded. This would not preclude young
people older than school age participating in the chosen activities.
• Under 12s clubs which support primary school age children to develop through a range of activities including
arts and crafts, educational trips, games, sports, etc.
Process for Allocation – “Dragon’s Den” approach
Potential youth work providers (including existing and potential youth work providers), are invited to develop and present
a “pitch” of what they would deliver in relation to youth work and/or under 12s work in one or more of the identified
communities. The pitch may be for all or some of the funding available. (Similar to a Dragon’s Den approach.)
Young people within each identified community will be invited to vote for their preferred “pitch”.
The process may involve young people participating, whilst in their local primary and secondary schools, by viewing the
“pitches” via “streaming” and voting via mobile devices. Such a process could allow for as many as possible of the young
people in the local area to simultaneously select their preferred activities.
Support for community organisations wishing to “pitch” their proposals can be provided by local Capacity Building Staff.
Creating a Fairer Scotland
Tuesday, 27 October 2015 from 12:00 to 14:00
The Scottish Government recently launched ‘Creating a Fairer Scotland’.
People across the country are invited to have your say on what a fairer
Scotland should be like and what can be done to make this a reality. The start
of this is asking the people of Scotland what they want and need. These views
will feed into a Fairer Scotland action plan which will set out what a more fair
and equal Scotland will be like and how, together, we can achieve it.
This is your opportunity to join in the significant conversations taking place, contribute your views and help shape a fairer
Aberdeen and fairer Scotland for all.
Please come along and over a networking lunch discuss and share views regarding aspects such as:
• What are the issues that matter most to you?
STEPPING INTO MANAGEMENT
What is it?
A programme to assist first line managers from across public and third sectors in the North East of Scotland to help deliver even better
services to local people through the way they manage people.
This modular programme is set against the backdrop of public sector reforms and challenges.
management and are designed to provide a sound foundation for first line managers as well as an understanding of the shared challenges
across sectors.
How much will it cost?
The 5 statutory organisations co-ordinating this programme have provided the funding so there is no direct cost to individuals. Any
associated expenses incurred by participants, eg travel, overnight accommodation etc, require to be paid by the participant’s organisation.
Free Psychological Approaches Training (For 3rd Sector Only) - Deadline 30th Oct
I am pleased to make you aware of a new round of the following training for those working in the Third Sector is being
planned for 2016. If you think that your organisation would benefit from training in this evidence based approach and /or
you require more information, then please do not hesitate to contact me Susan Morrison on 07814 896676 or email susan.
morrison@acvo.org.uk by no later than Friday 30th of October 2015. Apologies for the short notice.
In 2014/15 NES (NHS Education Scotland) delivered training in an evidenced based psychological approach for five
Third Sector organisations, with a total of 100 support workers receiving the training. Data gathered from the attendees
demonstrated that 63% of them had no previous training in any psychological approaches. The training was well received
by both the support workers and their clients, who found the approach acceptable and easy to use. The approach built on
the previous relationship that the support workers had with their clients and helped to give a greater understanding of their
clients difficulties. Focus groups were carried out for both the support workers and their clients and these demonstrated that
the approach was being used and that the clients were gaining benefit.
The learning outcomes are:
1. Give an understanding of an evidence based psychological approach
2. Learn how to identify thoughts, feelings and behaviours and how they can affect people
3. Learn how to carry out an evidenced based psychological assessment that can be used to develop a shared
understanding of people’s difficulties
4. Develop a plan to work on together with service users
The training, which is based on Chris Williams materials , was designed for those with mild to moderate depression or
anxiety - so any organisations that work with this client group would be appropriate.
Erasmus+ EU Funding for Adult Education and Youth - Aberdeen
18 November 2015
Copthorne Hotel, 122 Huntly Street, Aberdeen AB10 1SU
Free
This event is a partnership between Education Scotland, YouthLink Scotland and Learning Link Scotland. This is one of two
similar peer learning events in Glasgow and Aberdeen focused on the adult education and youth strands of Erasmus+, the
European Union funded programme for education, training, youth and sport.
This event will provide an opportunity to learn more about the Erasmus+ programme and about some organisations and
partners who have successfully secured funding for projects. Delegates will then have an opportunity to discuss projects,
learn more about the process of applying for funding and a chance to take their first steps towards developing their own
projects and partnerships.
Education Scotland, in conjunction with partners, hope to offer follow up events in early 2016 to provide more practical
support to people completing a funding application. Attendance at this peer learning event combined with other learning
such as an application surgery, Erasmus+ webinar, MOOC or SALTO training course will together provide a good overview
and practical support.
This event will be held in the Copthorne Hotel, Aberdeen and will run from 10:30 to 15:00.
Our 2015 book advent
Do you have
children’s books
to spare?
Home-Start
Aberdeen
Following its success last year, Home-Start
Aberdeen will again be organising a book
advent for the families we support.
The book advent encourages parents to
read a ‘new’ book with their children in
the 25 days leading up to Christmas.
Reading together is a wonderful way to
encourage families to bond, as well as
helping with literacy, communication
and imaginative skills.
If you have any unwanted
children’s books that are in
good condition, please pass
them onto us. Last year we
wrapped over 2025 books so
that more than 80 families we
support could participate in
this positive project.
Books can be dropped off
at ASDA at the Beach and the
Home-Start Aberdeen charity shop
at 101 George Street
(across from John Lewis)
Closing date for book collection
is 11th November 2015
Reaching Out: Going Local Project
The Third Sector: Assessing the Risks, Creating Solutions
Thursday 19 November
Burness Paull’s Aberdeen Office, 1 Union Wynd
This conference will look at some of the key areas of legal risk facing organisations in Scotland’s third sector. We will focus
on raising awareness of key risks in what is an increasingly complex legal environment, and explore how these risks can be
mitigated in order to achieve positive outcomes and greater resilience for third sector organisations.
Setting the scene
Stephen Phillips, head of our Third Sector team, will outline some of the wider issues and trends affecting the third sector.
Targeted regulation
The closure of Kids Company has attracted widespread media attention - with much being said about the regulation of
charities. We will take a look at the latest detail on OSCR’s proposals for targeted regulation and consider the impact of these
in the context of a charity facing a difficult situation.
Charity trading
Trading is often an important source of funding for third sector organisations yet there is still a fairly widely-held view that
“charities do not trade”. This session will focus on principles of charity law in relation to charity trading and when a trading
subsidiary might be required.
Employment update
There have been a number of key developments in discrimination law that third sector employers need to be aware of.
This session will provide an overview of those developments - including case law around obesity and type 2 diabetes,
developments on race, age and philosophical belief cases.
Health and safety update
In a sector where funding works hand in glove with reputation, the consequences of failure to deal with health and safety
risk effectively can be extreme. This session considers the duties of directors and senior managers, potential for criminal
liability and the resultant costs including the Health and Safety Executive’s ‘Fee For Intervention’, and the approach to
sentencing of third sector bodies.
Who should attend: Those involved in the management or governance of third sector organisations, including support
agencies and consultants who work in this sector.
VOLUNTEERING
ACVO Business Skilled Volunteer Programme
Does your organisation need business skilled volunteers?
Do you run an organisation which has skills gaps within its personnel?
Do you have a business skill and time available to assist in your local community?
Volunteers make a huge difference. In Aberdeen it is estimated around 62,000 people volunteer,
contributing approximately 6.2 million hours every year. The economic impact of volunteering to the
city is estimated to be £107 million annually. With the local economy suffering through the number of
redundancies in the oil and gas sector, there has never been a better time to get involved in volunteering
to keep your skills up to date.
ACVO exists to help not-for-profit organisations by finding business
skilled volunteers to fill gaps in a charity’s personnel base. The hours
of volunteering must be flexible to fit in with a volunteer’s availability.
If you need a volunteer with a particular business skill for your board
or general office duties please get in touch with Ian Gourlay, our Skilled
Volunteer Advisor at IGourlay@acvo.org.uk [Please note, Ian is a
volunteer with ACVO and does not operate from our office in Castle
Street]
Volunteering is fun and makes a real difference to the third sector community across the city of Aberdeen.
Volunteers are not paid for their time which makes them priceless to an organisation but we ask groups
to meet any travelling expenses incurred. Volunteering is a means where your business skills can be
put to good use for the benefit of organisations operating across a wide spectrum of communities
throughout Aberdeen. Not only does volunteering make a big difference in the lives of others, it can also
provide you with the experience needed to further your career or keep your skills updated. Volunteers
have the opportunity to learn new skills, meet new people, have fun, gain a sense of belonging in the
local community and help a favourite charity achieve far more than would otherwise be possible.
Our Business Skilled Volunteers Programme operates within the
Aberdeen city boundary. We aim to match volunteers and professionals
with business skills to organisations requiring specific skills, allowing
the organisation to expand its range of activities. Many groups need
additional resources but lack the time or finances needed to recruit
suitably skilled workers. Many are in need of volunteers with skills
in areas such as Accountancy, Business Planning, Human Resources
and staffing issues, Information Technology, Marketing, Project
Management, Strategic Management and Training. We assist business
skilled volunteers find challenging and rewarding opportunities, often
in roles where they can provide leadership, advice and professional
support. Skilled volunteers can have a major impact on the future
success of the organisation, perhaps becoming a trustee on the board
of management to guide it through difficult decisions.
Please contact Ian Gourlay (IGourlay@acvo.org.uk), our Skilled Volunteer Advisor who produces a
monthly list of organisations skills gaps which is sent to potential volunteers.
Volunteer Doctors, paediatric nurses and midwives urgently
needed as part of an international team heading to Lesvos to
support the lifesaving efforts of Eric Kempson and his family
who are helping people off the death boats. Helpers willing to
help in clean ups are also needed.
Positive Action in Housing has joined forces with Eric Kempson and his family in Lesvos to directly assist in saving the
lives of thousands of refugees crossing the Mediterranean. You can find out more about the Kempsons here http://www.
The EU , the U.K. Govt and NGOs have turned their backs, and withdrawn search and rescue missions, but the people of
Lesvos haven’t and neither have ordinary decent people across Europe. If they won’t help resolve the biggest humanitarian
crisis in Europe since World War 2, then we will do what we can in our own ways.
Volunteer medical professionals are now needed urgently from November 2015 and throughout Winter on a rota basis to
join a co-ordinated international medical team providing aid to refugee families, men, women and children, wheelchair
users, the elderly and sick being pulled out of the Mediterranean Sea as they try to reach safety in Europe.
Volunteers must be medically qualified, we need GPs, doctors, nurses, midwives, and paediatricians. All volunteers must
pay for their own food, accommodation, insurance and travel as part of a voluntary aid effort. We ask for a minimum
commitment of two weeks. Itinerary of travel, booked accommodation and a work programme will be provided.
If you want to be part of an international medical team directly saving the lives of refugees trying to cross the Mediterranean
please complete this online form now. https://paih.typeform.com/to/qvDBN8
SPORTS COACHING - 2 HOURS PER WEEK
Do you like sport and want to make a real difference to people with learning disabilities and
additional support needs? Then this role is for you!
Boccia (pronounced “bot-cha”) is a Paralympic sport that can be played by everyone. It is played
while seated and is quite similar to boules or petanque. The blues play against the reds to get their
ball closest to the jack (the white ball). The Boccia balls can be propelled onto the court by rolling,
throwing or kicking. It can get quite lively!
Inspire run a weekly session on Tuesdays from 1pm to 3pm at Aberdeen Sports Village and are
looking for eager volunteers to help out and coach some of the super individuals who attend.
BEFRIENDING - AS MUCH, OR AS LITTLE TIME AS YOU CAN GIVE
Befrienders spend time one-to-one with the people we support giving them the opportunity to
engage in activities they would not have access to otherwise. You will be matched with someone
who has similar interests to yourself so the time could be spent playing pool in the pub, attending a
football match, walking in the country and even just people watching over coffee and a cake!
We currently have Befriending opportunities available in Aberdeen, Peterhead, Elgin & Archiestown.
FIREWALK VOLUNTEERS - 5TH NOVEMBER
Inspire are holding our annual Firewalk on Nov 5th in conjunction with the ACC fireworks display.
Participants are sponsored to walk across hot coals in order to raise funds but we also need
volunteers to help out with setting up, stewarding the event and a bucket collection on the night.
BAG PACK VOLUNTEERS - 19TH DECEMBER
Volunteers are needed to help pack people’s shopping bags at Asda Queens Links to help raise
funds in order to allow us to continue empowering the life choices of the people we support.
