The Unreasonable Hardship exceptions for<br />

unreasonable hardship for path of travel<br />

improvements. These exceptions must be<br />

developed by the applicant on a case-bycase<br />

basis for submission <strong>to</strong> the enforcing<br />

authority for its consideration and, if<br />
