state-level parent advocacy groups,<br />
community-based youth serving<br />
organizations, and<br />
business and employer interests.<br />
Cross-sector collaborative efforts that include<br />
representation from a wide range of<br />
stakeholders will expand conversations and<br />
activities to address a range of college and<br />
career readiness issues. Examples include<br />

working with higher education<br />
representatives to facilitate youth<br />
being able to receive access to<br />
college courses, access to massive<br />
open online courses (MOOCs), and<br />
stackable credentials that could be<br />
used as credit-recovery;<br />
engaging business leaders in the<br />
task force as a means of designing<br />
strategies to increase access to workbased<br />
learning opportunities and to<br />
inform curriculum development; and<br />
collaborating with and among state<br />
agencies to design andprovide<br />
ongoing professional development.<br />
Key tasks for cross-sector collaboration efforts<br />
could include<br />

each stakeholder represented; and<br />
overseeing implementation fidelity<br />
in order to engage in continuous<br />
improvement.<br />
Three additional activities to consider as part<br />
of an action plan include<br />

statewide online career information<br />
system and the design of the<br />
specifications for districts to use<br />
when they purchase a system;<br />
overseeing the design and<br />
implementation of the professional<br />
development activities that will<br />
be provided to district leadership,<br />
school-level educators, and other<br />
professionals across sectors; and<br />
supporting efforts that expand and<br />
coordinate career development<br />
opportunities that lead to<br />
postsecondary credentials.<br />
Challenges Encountered In the Absence of<br />
Collaborative Efforts<br />
NCWD/Youth’s research suggests that a lack<br />
of collaboration can impede implementation<br />
of quality career development programming<br />
in the following ways:<br />

developing a statewide multi-year<br />
●●<br />
It can be difficult to leverage<br />
implementation plan;<br />
necessary resources for effective<br />
●●<br />
establishing a clear statement<br />
implementation of quality statewide<br />
regarding the roles, responsibilities,<br />
career development systems.<br />
