The Council shall appoint the three representatives of <strong>FIFA</strong> who shall<br />
attend the general assembly of The IFAB in addition to the <strong>FIFA</strong> President.<br />
Furthermore, the Council is entitled to decide on how the representatives of<br />
<strong>FIFA</strong> shall vote in The IFAB.<br />
9.<br />
The Council shall appoint the Secretary General on the proposal of the<br />
President. The Secretary General may be dismissed by the Council acting alone.<br />
10.<br />
The Council shall decide the place and dates of the final competitions of <strong>FIFA</strong><br />
tournaments and the number of teams taking part from each confederation.<br />
This shall not apply to decisions on the host country of the <strong>FIFA</strong> World Cup<br />
final competition, which shall be voted on by the Congress.<br />
11.<br />
The Council shall issue regulations generally and, in particular, the <strong>FIFA</strong><br />
Governance Regulations.<br />
12.<br />
The Council shall deal with all matters relating to <strong>FIFA</strong> that do not fall within<br />
the sphere of responsibility of another body, in accordance with these Statutes.<br />
13.<br />
The powers and responsibilities of the Council may be specified in greater<br />
detail in the <strong>FIFA</strong> Governance Regulations.
