80 Standing Orders of the Congress
1 Participation in the Congress
1.
Each member association may be represented at the Congress by a maximum
with the right to vote leaves the Congress during the debates, the delegate
entered as number 2 on the member association’s delegation list is entitled
to vote. If this delegate is also absent, the delegate entered as number 3 is
entitled to vote.
3.
FIFA shall bear the costs of travel and accommodation for three delegates of
each member association taking part in the Congress. The Council shall issue
appropriate directives in this connection.
