I recently attended the Associati<strong>on</strong> of Community College Trustees Nati<strong>on</strong>al<br />

Legislative Summit in Washing<str<strong>on</strong>g>to</str<strong>on</strong>g>n D.C. The purpose of the c<strong>on</strong>ference was<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> educate community college leaders <strong>on</strong> proposed federal policy items <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

encourage leaders <str<strong>on</strong>g>to</str<strong>on</strong>g> engage in advocacy activities with our elected officials.<br />

My doc<str<strong>on</strong>g>to</str<strong>on</strong>g>ral degree is in public administrati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> so you can just imagine how<br />

intrigued I was with all of the policy discussi<strong>on</strong> regarding America’s Promise (free<br />

community college), revisi<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> the Pell program (student grants), <str<strong>on</strong>g>and</str<strong>on</strong>g> revisi<strong>on</strong>s<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> the federal loan program <str<strong>on</strong>g>to</str<strong>on</strong>g> name just a few.<br />

We spent a lot of time <strong>on</strong> <strong>on</strong>e simple fact: student debt is growing larger <str<strong>on</strong>g>and</str<strong>on</strong>g> more<br />

burdensome every year. More college students are borrowing m<strong>on</strong>ey <str<strong>on</strong>g>to</str<strong>on</strong>g> attend<br />

college <str<strong>on</strong>g>and</str<strong>on</strong>g> significant numbers of those students are not paying back those loans<br />

<strong>on</strong> time. Community colleges are more affordable than ot<str<strong>on</strong>g>her</str<strong>on</strong>g> sec<str<strong>on</strong>g>to</str<strong>on</strong>g>rs of hig<str<strong>on</strong>g>her</str<strong>on</strong>g><br />

educati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> yet our students are not leaving debt free. At Jeffers<strong>on</strong> Community<br />

College, 46.9% of our students have debt when they leave the college <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

average debt amount is $8,872. Our latest default rate, which measures how many<br />

students are in default three years after finishing at Jeffers<strong>on</strong>, is 15.5%.<br />

The facts are clear, however, the opini<strong>on</strong>s about what <str<strong>on</strong>g>to</str<strong>on</strong>g> do are varied <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

proposed soluti<strong>on</strong>s are complex. Some proposals, such as America’s Promise, will<br />

reduce the need for students <str<strong>on</strong>g>to</str<strong>on</strong>g> take out loans in the first place. Ot<str<strong>on</strong>g>her</str<strong>on</strong>g> proposals<br />

increase Pell by eit<str<strong>on</strong>g>her</str<strong>on</strong>g> making more students eligible or increasing the dollar<br />

amount of an annual Pell award which should also reduce student borrowing. On<br />

the opposite end of the spectrum are proposals under an umbrella called ‘risk<br />

sharing’ which would have colleges resp<strong>on</strong>sible (or at least partially resp<strong>on</strong>sible)<br />

for amounts that students borrow but d<strong>on</strong>’t pay back. Perhaps it would help if<br />

t<str<strong>on</strong>g>her</str<strong>on</strong>g>e were fewer repayment programs. The ideas are many <str<strong>on</strong>g>and</str<strong>on</strong>g> the differences<br />

between hig<str<strong>on</strong>g>her</str<strong>on</strong>g> educati<strong>on</strong> instituti<strong>on</strong>s are also many. T<str<strong>on</strong>g>her</str<strong>on</strong>g>e is no <strong>on</strong>e answer that<br />

will fit all. I think we can all agree that we would like students <str<strong>on</strong>g>to</str<strong>on</strong>g> graduate with less<br />

debt <str<strong>on</strong>g>and</str<strong>on</strong>g>, if they do have debt, we want <str<strong>on</strong>g>to</str<strong>on</strong>g> see it paid.<br />

In Washing<str<strong>on</strong>g>to</str<strong>on</strong>g>n I had the opportunity <str<strong>on</strong>g>to</str<strong>on</strong>g> meet with C<strong>on</strong>gresswoman Stefanik <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

members of Sena<str<strong>on</strong>g>to</str<strong>on</strong>g>rs Gillibr<str<strong>on</strong>g>and</str<strong>on</strong>g>’s <str<strong>on</strong>g>and</str<strong>on</strong>g> Schumer’s staff. I thanked them for their<br />

support of Jeffers<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> voiced my thoughts that helping students pay for college<br />

<strong>on</strong> the fr<strong>on</strong>t end was preferable <str<strong>on</strong>g>to</str<strong>on</strong>g> finding ways <str<strong>on</strong>g>to</str<strong>on</strong>g> better collect <strong>on</strong> the back end.<br />

I know they listened <str<strong>on</strong>g>and</str<strong>on</strong>g> I know how committed they are <str<strong>on</strong>g>to</str<strong>on</strong>g> community colleges<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the success of our students. At the same time, I d<strong>on</strong>’t envy the challenges they<br />

face as our representatives with seemingly unending needs <str<strong>on</strong>g>and</str<strong>on</strong>g> limited resources.<br />

While these are nati<strong>on</strong>al issues, colleges need <str<strong>on</strong>g>to</str<strong>on</strong>g> do all that we can <str<strong>on</strong>g>to</str<strong>on</strong>g> help reduce<br />

student borrowing by operating efficiently <str<strong>on</strong>g>and</str<strong>on</strong>g> keeping tuiti<strong>on</strong> increases <str<strong>on</strong>g>to</str<strong>on</strong>g> a<br />

minimum. The scholarships made possible through your generous gifts <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

Jeffers<strong>on</strong> Community College Foundati<strong>on</strong> make a big difference <str<strong>on</strong>g>to</str<strong>on</strong>g> hundreds of<br />

students every year. I’m particularly excited that the Community Schools Grant<br />

we recently received includes a program <str<strong>on</strong>g>to</str<strong>on</strong>g> work directly with former students<br />

who are at risk <str<strong>on</strong>g>to</str<strong>on</strong>g> pay back their loans. We will be watching the results from this<br />

initiative closely.<br />

Our students are counting <strong>on</strong> all of us.<br />
