Policy efforts are fall<strong>in</strong>g short of achiev<strong>in</strong>g exist<strong>in</strong>g Dutch<br />
policy targets<br />
In <strong>the</strong> Assessment of <strong>the</strong> Dutch Human Environment 2014,<br />
PBL concluded that <strong>the</strong> Ne<strong>the</strong>rlands is fall<strong>in</strong>g beh<strong>in</strong>d<br />
on many of its policy targets related to <strong>the</strong> physical<br />
environment. Targets for air and water quality and nature<br />
conservation will only be achieved if policy efforts are<br />
<strong>in</strong>tensified, while targets aimed at reduc<strong>in</strong>g food wastage<br />
and environmental pressure on ecosystems require<br />
fundamental policy redesign. The 2014 assessment<br />
fur<strong>the</strong>r concluded that progress on various policy targets<br />
had slowed down <strong>in</strong> recent years, which means that <strong>the</strong>se<br />
targets will not be achieved. The national policy targets<br />
evaluated <strong>in</strong> <strong>the</strong> 2014 assessment directly relate to about<br />
half of <strong>the</strong> 41 environment-related SDG targets.<br />
New national targets and those that need updat<strong>in</strong>g could<br />
be based on <strong>in</strong>dividual countries’ fair share <strong>in</strong> <strong>the</strong> global<br />
susta<strong>in</strong>ability effort and on sufficient absolute decoupl<strong>in</strong>g<br />
Translat<strong>in</strong>g <strong>the</strong> global SDG targets <strong>in</strong>to <strong>the</strong> national<br />
context requires <strong>the</strong> identification and def<strong>in</strong>ition of new<br />
and updated national policy targets. These national<br />
targets should cover <strong>the</strong> most important elements<br />
of <strong>the</strong> SDG targets and be relevant <strong>in</strong> <strong>the</strong> national<br />
context. The SDG targets leave ample room for<br />
<strong>in</strong>terpretation; most of <strong>the</strong>m are phrased <strong>in</strong> broad and/<br />
or non-quantitative terms and def<strong>in</strong>ed at global level,<br />
leav<strong>in</strong>g it unclear what actions or target levels would be<br />
required on a national level. For SDG targets address<strong>in</strong>g<br />
global environmental problems (e.g. climate change,<br />
biodiversity loss), national targets may be derived based<br />
on <strong>in</strong>dividual countries’ fair share <strong>in</strong> <strong>the</strong> global effort;<br />
for <strong>in</strong>stance, by tak<strong>in</strong>g <strong>in</strong>to account <strong>the</strong>ir environmental<br />
impact beyond national borders. Translat<strong>in</strong>g SDG targets<br />
aimed at decoupl<strong>in</strong>g (environmental impact decreases<br />
while production <strong>in</strong>creases) could be based on assess<strong>in</strong>g<br />
what level of absolute decoupl<strong>in</strong>g would be sufficient to<br />
achieve <strong>the</strong> underly<strong>in</strong>g target. For example, a national<br />
target for <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> share of renewable energy<br />
<strong>in</strong> <strong>the</strong> energy mix should be based on <strong>the</strong> share that<br />
would contribute sufficiently to <strong>the</strong> achievement of a<br />
low-carbon energy system <strong>in</strong> <strong>the</strong> long term. Ultimately,<br />
it is up to politicians to def<strong>in</strong>e national targets, <strong>in</strong> close<br />
consultation with actors with<strong>in</strong> society, such as NGOs,<br />
bus<strong>in</strong>esses and academics.<br />
SDG implementation <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands can build on<br />
exist<strong>in</strong>g national policy programmes<br />
The <strong>the</strong>mes addressed by <strong>the</strong> environment-related SDG<br />
targets are not new to Dutch policy. New and updated<br />
policy targets for 2030 can be <strong>in</strong>tegrated <strong>in</strong> exist<strong>in</strong>g or<br />
planned policy processes, such as <strong>the</strong> Green Growth<br />
policy, <strong>the</strong> Government Vision on Nature and <strong>the</strong> Future<br />
Agenda for Environment and Susta<strong>in</strong>ability. O<strong>the</strong>r<br />
European countries are also work<strong>in</strong>g on <strong>in</strong>tegrat<strong>in</strong>g<br />
<strong>the</strong> SDGs <strong>in</strong>to exist<strong>in</strong>g policy processes. For example,<br />
Germany aims to <strong>in</strong>tegrate <strong>the</strong> SDGs <strong>in</strong>to its national<br />
susta<strong>in</strong>able development strategy, while Sweden aims<br />
to base national SDG implementation on <strong>the</strong> pr<strong>in</strong>ciple<br />
that all its national and <strong>in</strong>ternational policies should<br />
contribute to fair and susta<strong>in</strong>able global development.<br />
The broad range of <strong>the</strong>mes addressed by <strong>the</strong> SDGs calls<br />
for clearly def<strong>in</strong>ed policy responsibilities with regard to<br />
specific policy targets and ensur<strong>in</strong>g policy coherence<br />
