To translate <strong>the</strong> Brundtland def<strong>in</strong>ition <strong>in</strong>to a set of<br />
<strong>in</strong>dicators, <strong>the</strong> concept of susta<strong>in</strong>able development has<br />
to be operationalised first: what exactly should we<br />
conserve for future generations, here and elsewhere?<br />
In absence of a policy-level operationalisation of this<br />
broad susta<strong>in</strong>ability concept <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands, it was<br />
decided to structure <strong>the</strong> <strong>in</strong>dicator set of <strong>the</strong> MDN around<br />
three <strong>the</strong>mes, or ‘dashboards’:<br />
1. Quality of life <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands (‘Here and now’)<br />
2. Resources (‘Later’). This category relates to <strong>the</strong><br />
opportunities for future generations to achieve <strong>the</strong>ir<br />
welfare goals, based on resource availability.<br />
3. The Ne<strong>the</strong>rlands <strong>in</strong> <strong>the</strong> world (‘Elsewhere’).<br />
This category relates to <strong>the</strong> impact of <strong>the</strong> pursuit of<br />
welfare <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands on <strong>the</strong> rest of <strong>the</strong> world.<br />
Given this structure, <strong>the</strong> next question is which issues and<br />
related <strong>in</strong>dicators should be <strong>in</strong>cluded <strong>in</strong> each of <strong>the</strong>se<br />
dashboards. Quality of life, for example, is a broad<br />
concept, <strong>the</strong> def<strong>in</strong>ition of which will vary between<br />
generations. Based on extensive literature reviews on<br />
quality of life, a number of issues that are generally<br />
considered relevant were selected for <strong>the</strong> first dashboard<br />
of <strong>the</strong> MDN. In addition, <strong>the</strong> criterion of data availability<br />
played an important role for <strong>in</strong>dicator selection for this<br />
dashboard.<br />
Indicators for <strong>the</strong> Resources dashboard were selected<br />
based primarily on <strong>the</strong> ‘capitals approach’. This approach<br />
states that different k<strong>in</strong>ds of capital are required to meet<br />
human needs, and that quality of life depends on <strong>the</strong><br />
extent to which <strong>the</strong>se needs are met. Both material and<br />
immaterial assets are taken <strong>in</strong>to account. The MDN<br />
dist<strong>in</strong>guishes four types of capital: economic capital<br />
(<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> supply of physical capital goods, but also<br />
knowledge), natural capital (such as energy supplies,<br />
biodiversity and clean dr<strong>in</strong>k<strong>in</strong>g water), human capital<br />
(labour force, education level) and social capital (social<br />
participation, trust <strong>in</strong> <strong>in</strong>stitutions).<br />
Although <strong>the</strong> selection of <strong>in</strong>dicators for <strong>the</strong> first two<br />
dashboards (Quality of life and Resources) is primarily based<br />
on academic research and data availability, it also takes<br />
<strong>in</strong>to account relevant <strong>the</strong>mes addressed by citizens,<br />
policymakers and politicians <strong>in</strong> <strong>the</strong> public debate on<br />
susta<strong>in</strong>able development (CBS et al., 2009).<br />
The third dashboard (The Ne<strong>the</strong>rlands <strong>in</strong> <strong>the</strong> world) consists<br />
of <strong>in</strong>dicators provid<strong>in</strong>g <strong>in</strong>sight <strong>in</strong>to <strong>the</strong> environmental<br />
burden imposed by <strong>the</strong> Ne<strong>the</strong>rlands on <strong>the</strong> rest of <strong>the</strong><br />
world. This dashboard also <strong>in</strong>cludes <strong>in</strong>dicators of f<strong>in</strong>ancial<br />
aid for poverty reduction <strong>in</strong> develop<strong>in</strong>g countries,<br />
to provide <strong>in</strong>sight <strong>in</strong>to <strong>the</strong> relationship between <strong>the</strong><br />
