- Substances subject to an annual average EQS<br />

(EQS-AA) standard exceeded that standard <strong>in</strong><br />

about 25% of <strong>the</strong> monitor<strong>in</strong>g locations, <strong>in</strong> both<br />

2010 and 2012. This was 50% for substances<br />

subject to a maximum allowable risk level<br />

(MTR).<br />

MTR levels will eventually be replaced by AA<br />

and MAC (maximum concentration) EQS levels.<br />

Ammonia emission levels are decreas<strong>in</strong>g; <strong>the</strong><br />

2010 NEC target has already been achieved. The<br />

NEC target for 2020 (-13% compared to 2005)<br />

Antibiotic use <strong>in</strong> livestock farm<strong>in</strong>g is decreas<strong>in</strong>g;<br />

50% reduction target between 2009 and 2013<br />

already was achieved <strong>in</strong> 2012. The reduction<br />

target for 2015 is 70%.<br />

More susta<strong>in</strong>able meat 2023 Consumption of ‘more susta<strong>in</strong>able’ meat<br />

<strong>in</strong>creas<strong>in</strong>g, but current rate of <strong>in</strong>crease still too<br />

low to achieve 2023 target.<br />

<strong>Susta<strong>in</strong>able</strong> animal<br />

hous<strong>in</strong>g<br />

2015 10% fully susta<strong>in</strong>able hous<strong>in</strong>g: target achieved<br />

by more than 8%.<br />

Food wastage 2015 National target: reduce total food wastage by<br />

20% by 2015, compared to 2009 levels. Waste<br />

at consumer level – largest contributor – is not<br />

yet decreas<strong>in</strong>g.<br />

Water<br />

Surface water quality 2027 Between 5% and 40% of surface water bodies<br />

to meet all WFD targets by 2027.<br />

Decl<strong>in</strong>e <strong>in</strong> threatened<br />

species<br />

- The environmental pressure on nature has<br />

decreased considerably, s<strong>in</strong>ce 1990, but is<br />

still above <strong>the</strong> level required for susta<strong>in</strong>able<br />

conservation.<br />

- Fewer species threatened; severity of threat<br />

decreas<strong>in</strong>g, on average.<br />

Conservation status - Many of <strong>the</strong> species and habitats <strong>in</strong>cluded <strong>in</strong><br />

<strong>the</strong> European Birds and Habitats Directives<br />

have an unfavourable conservation status <strong>in</strong><br />

<strong>the</strong> Ne<strong>the</strong>rlands.<br />

Ecosystem quality - Decl<strong>in</strong>e <strong>in</strong> average quality of many types of<br />

nature s<strong>in</strong>ce 1994. The rate of decl<strong>in</strong>e has<br />

levelled off <strong>in</strong> recent years.<br />

Ecosystem service<br />

provision<br />

- The provision of various national ecosystem<br />

services has decreased over <strong>the</strong> last 25 years or<br />

so, while demand has <strong>in</strong>creased. Policy targets<br />

have not yet been described <strong>in</strong> sufficient detail<br />

to allow evaluation.<br />
