harmonisation of <strong>the</strong>se systems is both possible and<br />
necessary, and that <strong>the</strong> 2030 Agenda provides significant<br />
momentum for this – <strong>in</strong>evitably, long-term – process.<br />
In addition to <strong>the</strong> general purpose of ensur<strong>in</strong>g<br />
transparency and provid<strong>in</strong>g <strong>in</strong>formation on relevant<br />
developments, monitor<strong>in</strong>g goes hand <strong>in</strong> hand with<br />
track<strong>in</strong>g target performance, and as such can serve<br />
various policy objectives. For example, <strong>in</strong>dicator data<br />
may be used for policy adjustment, policy comparison,<br />
learn<strong>in</strong>g and policy evaluation. As discussed <strong>in</strong> <strong>the</strong><br />
follow<strong>in</strong>g sections, <strong>the</strong>se various objectives of monitor<strong>in</strong>g<br />
will <strong>in</strong>fluence <strong>the</strong> design of <strong>the</strong> monitor<strong>in</strong>g framework.<br />
Independent of its specific objectives, monitor<strong>in</strong>g of <strong>the</strong><br />
SDGs requires a set of <strong>in</strong>dicators relevant to <strong>the</strong> SDG<br />
targets <strong>in</strong> question. Although <strong>the</strong> global SDGs do provide<br />
start<strong>in</strong>g po<strong>in</strong>ts for <strong>in</strong>dicator selection, <strong>the</strong>y also leave<br />
ample room for <strong>in</strong>terpretation and <strong>the</strong>refore cannot be<br />
translated directly <strong>in</strong>to a set of <strong>in</strong>dicators. Indicators for<br />
SDG monitor<strong>in</strong>g at <strong>the</strong> global level are be<strong>in</strong>g developed<br />
by <strong>the</strong> Inter-Agency and Expert Group on SDG <strong>in</strong>dicators<br />
(IAEG-SDGs) and are expected to be available by spr<strong>in</strong>g<br />
2016. In addition to develop<strong>in</strong>g global <strong>in</strong>dicators for <strong>the</strong><br />
global SDG targets, <strong>the</strong> SDGs also have to be translated<br />
<strong>in</strong>to national policy targets and <strong>in</strong>dicators. In this<br />
translation process countries can take national<br />
circumstances <strong>in</strong>to account, which implies that national<br />
<strong>in</strong>dicator sets may differ from <strong>the</strong> global <strong>in</strong>dicator set.<br />
To illustrate <strong>the</strong> challenge of select<strong>in</strong>g relevant <strong>in</strong>dicators,<br />
let us consider aga<strong>in</strong> <strong>the</strong> SDG target for susta<strong>in</strong>able food<br />
production (see Section 3.2.1). To def<strong>in</strong>e relevant<br />
<strong>in</strong>dicators for this target, it first has to be clear what is<br />
understood by susta<strong>in</strong>able food production and how this<br />
broad concept should be operationalised. Is it about<br />
efficient use of natural resources, improv<strong>in</strong>g farmers’<br />
<strong>in</strong>comes, reduc<strong>in</strong>g antibiotic use <strong>in</strong> livestock to address<br />
public health concerns, or m<strong>in</strong>imis<strong>in</strong>g environmental<br />
pollution caused by food production? If targets are set for<br />
<strong>the</strong> relevant sub-<strong>the</strong>mes of susta<strong>in</strong>able food production,<br />
<strong>the</strong>n it is possible to def<strong>in</strong>e a comprehensive <strong>in</strong>dicator set<br />
for <strong>the</strong> <strong>the</strong>me as a whole. National assessment agencies<br />
(<strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands: PBL Ne<strong>the</strong>rlands Environmental<br />
Assessment Agency, CPB Ne<strong>the</strong>rlands Bureau for<br />
Economic Policy Analysis and SCP Ne<strong>the</strong>rlands Institute<br />
for Social Research) could contribute to <strong>in</strong>dicator<br />
selection based on <strong>the</strong>ir knowledge of system<br />
<strong>in</strong>teractions.<br />
Fur<strong>the</strong>rmore, national statistical bureaus are obvious<br />
partners because of <strong>the</strong>ir expertise <strong>in</strong> data collection and<br />
analysis. Ultimately, <strong>the</strong> national <strong>in</strong>dicator set will reflect<br />
what society wants to achieve, and <strong>the</strong>se priorities may<br />
differ significantly between countries. Hence, it is<br />
primarily <strong>the</strong> task of national governments to select <strong>the</strong><br />
<strong>in</strong>dicators to be monitored for national SDG report<strong>in</strong>g.<br />
Obviously, to ensure broad support for this national<br />
<strong>in</strong>dicator set, various groups with<strong>in</strong> society should be<br />
<strong>in</strong>volved <strong>in</strong> <strong>the</strong> <strong>in</strong>dicator selection process, <strong>in</strong>clud<strong>in</strong>g<br />
NGOs, employers’ organisations, consumers’<br />
organisations, local councils, bus<strong>in</strong>esses and academics.<br />
4.2.1 Report<strong>in</strong>g on progress<br />
One of <strong>the</strong> basic objectives or functions of monitor<strong>in</strong>g is<br />
to report <strong>the</strong> current state of affairs: what is <strong>the</strong> current<br />
level of susta<strong>in</strong>able development? The underly<strong>in</strong>g key<br />
question is ‘Are we head<strong>in</strong>g <strong>in</strong> <strong>the</strong> right direction’?<br />
Answer<strong>in</strong>g <strong>the</strong> latter question not only requires<br />
a description but also an <strong>in</strong>terpretation of current<br />
developments: what does it mean for susta<strong>in</strong>able<br />
development when one <strong>in</strong>dicator value <strong>in</strong>creases and<br />
ano<strong>the</strong>r <strong>in</strong>dicator value decreases or stays <strong>the</strong> same?<br />
The current level of susta<strong>in</strong>able development can be<br />
evaluated based on <strong>in</strong>sights <strong>in</strong>to current trends and/or by<br />
compar<strong>in</strong>g national developments to developments <strong>in</strong><br />
surround<strong>in</strong>g countries. Obviously, <strong>the</strong> latter comparison<br />
would require alignment of <strong>in</strong>dicator sets between<br />
countries, not only <strong>in</strong> terms of <strong>the</strong> <strong>in</strong>dicators selected for<br />
<strong>in</strong>dividual SDG targets but also <strong>in</strong> terms of <strong>the</strong>ir exact<br />
def<strong>in</strong>ition. For example, should <strong>the</strong> <strong>in</strong>dicator for energy<br />
sav<strong>in</strong>g be def<strong>in</strong>ed <strong>in</strong> relative terms (percentage Petajoules<br />
saved) or absolute terms (total Petajoules saved)?<br />
And what is <strong>the</strong> basel<strong>in</strong>e year? Should this <strong>in</strong>dicator cover<br />
total energy consumption or only fossil energy<br />
consumption? And should it <strong>in</strong>clude fuel used as<br />
feedstock (e.g. for production of plastics)?<br />
Given that <strong>the</strong>re are 169 SDG targets and hence a<br />
multitude of relevant <strong>in</strong>dicators, <strong>the</strong> question also arises<br />
how to derive a clear and comprehensive picture of <strong>the</strong><br />
extent to which a country is develop<strong>in</strong>g susta<strong>in</strong>ably.<br />
Is <strong>the</strong>re a way to summarise and aggregate all this<br />
<strong>in</strong>formation <strong>in</strong>to a limited number of ‘headl<strong>in</strong>e<br />
<strong>in</strong>dicators’? For example, <strong>the</strong> Susta<strong>in</strong>ability Monitor of <strong>the</strong><br />
Ne<strong>the</strong>rlands uses colour cod<strong>in</strong>g and pie charts to visualise<br />
<strong>in</strong>dicator <strong>in</strong>formation, provid<strong>in</strong>g a concise overview of <strong>the</strong><br />
most important trends (see Section 4.3).<br />
4.2.2 Accountability<br />
For policy, <strong>the</strong> relevance of monitor<strong>in</strong>g <strong>in</strong>creases<br />
considerably if <strong>the</strong> observed trends are also expla<strong>in</strong>ed.<br />
Hence, <strong>in</strong> addition to simply describ<strong>in</strong>g and <strong>in</strong>terpret<strong>in</strong>g<br />
<strong>the</strong> current situation and trends, <strong>the</strong> next step is to<br />
provide <strong>in</strong>sight <strong>in</strong>to <strong>the</strong> causal factors underly<strong>in</strong>g <strong>the</strong><br />
developments observed. From a policy perspective it is<br />
also relevant to provide <strong>in</strong>sight <strong>in</strong>to how current policies<br />
have contributed to <strong>the</strong> trends observed. The latter helps<br />
to answer <strong>the</strong> question ‘Are we on <strong>the</strong> right track?’ and<br />
