BODY FOUND AT 

RENDEZVOUS BAY 

The Police are investigating the circumstances 

surrounding an alleged drowning incident, 

which took place at Rendezvous Bay 

on Sunday.

Barzey became submerged under the water 

and disappeared. An immediate search was 

carried out by the said family members and 

Dead is 24yrs-old Darnel Barzey of her body was found and pulled ashore in an 

Montserrat, currently residing in England 

and was staying in Grays Farm. It is alleged 

that Barzey and other family members went 

to Rendezvous Bay Sunday afternoon for a 

swim. 

It is further alleged that during the time 

they were in the water, she complained that 

she had difficulty standing up in the water. 

A decision was made for them to return 

unconscious state. 

The Antigua and Barbuda Search and 

Rescue (ABSAR) arrived on the scene, and 

attempts were made to have her resuscitated. 

She was subsequently transported to the 

Mount St. Johns Medical Center, where she 

was later pronounced dead. An autopsy is 

expected, as the police continue their investigations 

into the matter.

Police drugs eradication successful 

The Police continue to 

send a strong signal to those 

involved in the cultivation or 

trafficking of illicit drugs that 

it will not be business as usual. 

On Saturday, the Police 

Narcotics Department went on 

a Drugs Eradication Exercise 

in the Collins Area, and netted 

well over two thousand Cannabis 

plants. The plants were 

found growing on a large Cannabis 

Plantation among some 

bushes. A total of 2195 plants 

were uprooted and taken to 

Police Headquarters, pending 

further investigations into the 

matter. 

This is one of several eradication 

exercises the police 

would have conducted so far 

for the year. To date, a number 

of cannabis plantations were 

found and uprooted, yielding 

hundreds of thousands cannabis 

plants. Several people were 

also arrested and charged coming 

out of these matters.

School Uniform Grant Program progressing well

A number of parents/ 

guardians have already collected 

their vouchers under 

the 2016 School Uniform 

Grant Programme. The first 

week came to an end last 

Friday. 

The Ministry of Education 

has released figures to 

show that from July 4 th to 

July 8 th , a total of 5, 342 

vouchers were distributed

The ministry has reiterated 

that in order to collect 

vouchers, a parent or 

guardian must provide the 

child’s/children’s report 

card(s) for Term 3, 2016 

or other suitable documentation 

from the school, and 

a government issued photo 

identification of the parent 

or guardian. 

Non-national parents or 

guardians must provide valid 

passports with evidence 

that they as well as their 

child/children are legally 

residing in Antigua & Barbuda 

and evidence that the 

child/ children is enrolled 

in a school registered by the 

Ministry of Education. 

Parents of students who 

have transferred to a new 

school are required to provide 

a copy of a signed letter 

from the principal of the 

receiving school (child’s 

new school) or a signed letter 

from the Director of Education. 

To register new children 

in the programme, parents 

must provide a photo ID 

of the parent, a birth certificate 

or passport for the 

child/children who is/are 

a national(s) of Antigua & 

Barbuda. 

Distribution of vouchers 

takes place at the 

Multi-Purpose Cultural 

Centre and Holy Trinity 

School Barbuda from Monday 

through Thursday 8:30 

a.m. to 3:30 p.m., and on 

Fridays, 8:30 a.m. to 2 p.m. 

Senate debates and passes Evidence 

Special Provisions Amendment Bill 


The Upper House of Parliament debated 

and passed the Evidence Special Provisions 

Amendment Bill 2016 on Monday without 

any amendments. 

One of the main components of the bill 

is the provision for persons who are deaf or 

mute and other vulnerable witnesses to give 

evidence in civil or criminal court proceedings 

where necessary. 

It will also allow witnesses who are living 

overseas to give evidence is cases in Antigua 

via teleconference or video link. 

Leader of Government Business in the 

Senate, Senator Lennox Weston, indicated 

that the legislation is welcomed and necessary. 

He made special mention of the provisions 

covering persons with special needs. 

“We are in a society now, where all of us 

understand that every member of society regardless 

of their deficiencies or special needs 

have a right to be cared for and as we try to 

update our various legislative documents, 

we have to make the necessary changes to 

incorporate and provide access and provisions 

for them to enjoy the fullness of being 

a citizen in Antigua and Barbuda”, explained 

Senator Weston. 

He also fully endorsed the notion of using 

technology in the quest to achieve justice. 

Opposition Senator, Jacqui Quinn, also 

indicated that her party fully supported the 

amendment, which she said is a step further 

to having an all-inclusive society. 

“This bill is making provisions to accommodate 

persons who fall in the category of 

vulnerable persons. It is a good thing that we 

have signed a number of conventions to protect 

persons living with disabilities and so 

on. We must continue to advance legislation 

to protect and respect these persons in society”, 

Senator Quinn emphasized. 

Her colleague, Senator Shawn Nicholas, 

also welcomed the changes. She noted that 

technology plays a vital role in a number of 

operations around the globe. She added that 

this will also lessen the back log of cases, 

since judges will no longer have to wait for 

witnesses to travel from overseas to give evidence.

St. Paul’s Summer Camp officially open

Yesterday, the Honourable 

Chet Greene, Minister of 

Trade, Commerce, Industry, 

Sports, Culture & National 

Festivals met with nearly 200 

gleeful and eager children 

from the St. Paul’s constituency 

which he represents. 

The youngsters, counsellors, 

parents and representatives 

from the Ministry of Culture 

came together to officially 

open the camp which is now 

in its second year. 

The children were treated 

to cultural performances 

from the Culture drummer 

and Miss Arianne White, one 

of the finest voices in Antigua 

and Barbuda. 

Minister Greene emphasized 

that the camp would be 

focusing on Antiguan culture 

and heritage, which is something 

that has been sorely 

lacking for a number of 

years. He also made the commitment 

to accept every child 

that enrols emphasizing that 

“no child will be refused”. 

Speaking to Caribbean 

the honourable minister expressed 

how delighted he 

felt to be a part of the camp 

opening. 

Breach of beach 

protection Act costs man

A 52-year-old man was fined for breaching the Beach 

Protection Act. 

James Ryan was asked to pay $300 for sand mining when 

he appeared before Magistrate Ngaio Emanuel yesterday. 

In default he will spend 72 hours in prison. 

Ryan was reportedly seen removing sand from the Red 

Hills Beach at approximately 6:30 am on July 5. 

The police were called, and the offender was caught with 

sand in his truck. He would admit to the lawmen that he did 

not have a permit to remove the sand. 

Ryan in the meantime told the court that he is guilty of 

committing the offence, and also expressed remorse. 

“I doing ah little thing home. I didn’t know it was wrong 

to take up two shovels of sand,” Ryan stated further.



September Assizes for Harry Josiah

Former Transport Board General 

Manager Harry Josiah had his fraud 

related matters committed to the High 

Court yesterday. 

The said company’s former Human 

Resource Manager Genevieve Phillip, 

who has also been slapped with 

fraud-related charges, also had her matters 

sent to the September 2016 criminal 

assizes.

Fuller, several weeks ago stated that 

there was insufficient evidence against

before Magistrate Ngaio Emanuel in 

District B on Monday Hamilton stated, 

“ Because of the pressure of work I was 

unable to file a submission...so we will 

allow the matter to proceed.” 

Police prosecutor Cpl Allan Honore’ 

made application for the 132 exhibits 

related to the matters, to remain 

in the police’s custody. 

He also advised that 31 witnesses 

month is a reflection of the 

poor state of the economies 

of the sub-region. 

That’s the assessment of 

economist, McCarty Marie, 

who said that in times of 

growth the bank does well 

but that the reverse is true in 

times of economic hardship. 

He said when business is 

bright in the countries of the 

currency union and people 

are making demands on the 

commercial banks for loans, 

the bank in turn borrows 

money from the ECCB to 

satisfy the demands of its 

clients. 

“But as we know, over 

the last few years the banks 

have been quite liquid with 

lots of money to lend but 

cannot find people who 

want money to borrow,” he 

stated. 

Against this background, 

he said banks have no need 

to approach the ECCB for 

loans which leads to the 

central bank losing the 

money it would normally 

make from charging interests 

on the money it lends to 

the commercial banks. 

“This is a reflection that 

will be called upon. 

In an investigation which reportedly 

dates back to March 2015, the 

former Transport Board boss was allegedly 

implicated in some 38 counts 

of misdeeds, which allegedly includes 

four counts of obtaining by false documents, 

four counts of corruption, five 

counts of forgery and five counts of uttering. 

Further, as a result of the alleged 

misconduct, several vehicles, furniture 

and other items were reportedly removed 

from Josiah’s home. 

OECS economic situation impacts ECCB 

the collective economies 

of the sub-region have had 

slow growth, investments 

have been slow and the demand 

for loans have also 

been slow,” he revealed. 

Marie further explain 

that this was one reason 

why the commercial banks 

asked the central bank to review 

the interest rates paid 

on savings. 

He said the banks complained 

that whilst they 

were paying interest at three 

percent, the low demand for 

loans was eating away at the 

banks’ bottom line. 

He said that eventually 

led to a decline of one percent 

on interest paid on deposits. 

It moved from three 

to two percent. 

He said a return to acceptable 

levels of economic 

growth will be reflected in 

improvements in the EC- 

CB’s finances. 

The ECCB reported a 

$10 million loss in 2015 financial 

year.

The new-appointed parliamentary 

secretary in 

the Ministry of Works and 

Housing, Senator Michael 

Freeland, has described his 

role as assisting the substantive 

minister, Eustace Teco 

Lake, implement the ministry’s 

action plan. 

He was with CT following 

a brief ceremony at 

Government House where 

he was presented with his 

instruments of appointment 

by Governor General, Sir 

Rodney Williams. Freeland 

was accompanied by family 

and friends at Government 

House, including his mother, 

Lady Ruth Freeland and 

his daughter, Tsuniyah Freeland. 

“It is indeed an honour to 

serve in this capacity for the 

people of Antigua and Barbuda. 

I am here to do my best 

and add to the already progressing 

state of the Ministry. 

Thanks to Minister Lake 

for the confidence to have 

me join him in the ministry 

and heartfelt thanks and appreciation 

to Prime Minister 

Gaston Browne for his continued 

faith and commitment 

toward the empowerment of 

the youth,” he stated. 

Freeland said there are 

five priority areas for the 

ministry that he will assist 

with implementing. “Our 

priorities include what he 

term Community Development 

which is the construction 

of sidewalks and drainage 

at the community level 

as well as the resurfacing of 

major roads and by-roads in 

those communities,” he announced. 

The second priority is the 

installation of solar-power 

street lights in the communi-

Next is the restoration of St 

John’s. “Our goal is to refurbish 

and repair all government-owned 

buildings in the 

capital and then to see them 

occupied by government departments/ministries. 

This 

will go some ways to reducing 

government’s huge 

rent bill,” he explained. The 

work to upgrade the city will 

also see repairs to sidewalks 

or in some cases complete 

replacing of sidewalks. 

According to the parliamentary 

secretary priority 

four is the completing 

of the housing programme 

launched by the government. 

Freeland said the aim 

is to see that the programme 

meets its goal of providing 

affordable houses to ordinary 

men/women. Additionally, 

he also announced that 

there are plans to build a 

new headquarters building 

for the Central Housing and 

Planning Authority (CHA- 

PA). 

The fifth priority for the 

ministry is the British-funded 

road programme where 

US$20 million will be spent 

on the construction or resurfacing 

of five major roads in 

the country. 

Freeland said a project 

coordinator has been named 

to oversee the full implementation 

of this programme.

to Light Foot. Residents can also travel 

up Factory Road and past the Light Food 

Pond. 

The road work will be done to construct 

of a concrete slab for the construction of a 

bridge overpass.



KAW’s 8 th annual AML/CFT conference opens 


The Sandals Grande Antigua Resort 

and Spa is once again the venue 

of the high level two-day event- the 

8 th annual Anti-fraud and financial crimes 

conference. 

The forum has attracted participants 

from around the world, all eager to enhance 

their knowledge in combating financial 

crimes. 

The conference is organized by KAW 

Management Services Limited under the 

leadership of Managing Director and 

Owner, Kem Warner. 

Warner welcomed all of the participants 

and thanked them for the interest 

expressed in the critical subject area. He 

added that the organization is committed 

to hosting the conference annually despite 

the challenges encountered yearly. 

He urged the participants to use the 

conference o advocate for regional integration 

in fighting financial crimes. 

“While our primary focus over the 

next couple of days is on ensuring our 

jurisdictions are not abused by money 

launderers, terrorist financiers and persons 

and organizations engaged in other 

financial crimes, we must also use this 

training medium wisely and use the opportunity 

to lobby for regional integration 

in the fight against financial crimes and 

the safety and soundness of our institutions 

and our jurisdictions” said Warner. 

He also used the platform to advocate 

for the reformation of the supervisory 

framework. 

“There is an increased call to reform 

our Supervisory Framework. There 

ought to be an ongoing thrust within the 

region for institutions to be regulated and 

supervised from a risk based perspective 

and not a prescriptive one. 

“No two companies can be the same 

as no two companies should be regulated 

and supervised the same. 

“We cannot utilize a one size fit all 

approach to regulation nor can we single 

handily implement a model from a large 

country into our jurisdictions without tailoring 

or modelling it to the risk inherit in 

the particular jurisdiction”, he outlined. 

The need for unity among key financial 

regulatory companies in the Caribbean 

was highlighted. 

“There is also the need for unity 

among institutions and regulatory agencies 

in the Caribbean. 

“Regulated Agencies like Casinos, 

Money Services Businesses, Real Estate 

companies, Offshore Gaming Companies 

just to name a few, in some Jurisdictions 

have difficulties getting and maintaining 

Bank Accounts”. 

Also addressing the opening ceremony 

was the Director of the Office of 

National Drug Control Policy (ONDCP), 

Lieutenant Colonel Edward Croft, who 

commended Warner and his team for organizing 

and hosting the annual exercise. 

“Let me first offer congratulations to 

Mr. Kem Warner & KAW management 

on the continuous training opportunities 

being offered in the AML/CFT areas 

and for the hosting of this 8 th Annual 

Conference addressing issues of AML/ 

CFT, Anti-Fraud and Financial Crimes. 

“It is important that the private sector 

also provides training opportunities for 

raising the awareness of the requirements 

of the AML/CFT framework to mitigate 

risks associated with conducting business 

and trade”, he said. 

With reference to the objectives of the 

forum, he emphasized the need for compliance 

officers to play a more active role 

in in the regulatory framework. 

“A Compliance Officer should be reviewing 

applications for the opening of 

accounts. Management should be giving 

careful consideration to recommendations 

that accounts not be opened or that 

they be closed. 

“A Compliance Officer who has a 

sound basis for making such recommendations 

but fails to do so, is criminally 

liable. Likewise, an all knowing board of 

directors or management who belittles a 

Compliance Officer’s competent recommendation 

may be corporately and each 

member personally liable for ML or FT 

that flows from ignoring such advice”, 

were the words that he expressed. 

Comptroller of Customs, Raju Baddu, 

also addressed the opening proceedings. 

Among the topics which will be 

covered during the sessions are: HSBC 

Whistle Blower on Terrorism Financing 

– Too Big to Jail, De-Risking/De-Banking 

– Myth or Reality Facing Caribbean 

Financial Institutions and Compliance 

for Intelligence.

‘not what our country can

do for our country’. Limited 

resources within a small 

populated country would 

suggest that we need to unite 

as a people through selflessness 

and dedication. Regardless 

of political persuasions, 

religious and social beliefs, 

and economic backgrounds, 

it will take a concerted effort 

for our country to become a 

spiritual, socially developed 

and economic powerhouse. 

Alone we can do so little; but 

together, we could do much 

more for our country. 

With this year’s theme 

being “Rotary Serving Humanity”, 

Rotary and its 

members: 

Must Appreciate the wide 

scope of humanitarian problems 

and consider approaches 

that can reach those who 

are vulnerable- through the

have gained over the years to assist in 

the resolution of society’s problems via 

unique programmes and or policies; 

You must also THINK with the 

changing times- providing leadership 

and expertise, developing partnerships, 

and seek to aid in the resolution of social 

problems through innovating thinking; 

You must also continue to ACT responsibly- 

by ensuring your invaluable 

contribution to society is one that is 

sustainable, environmentally friendly, 

holistic, and relevant; 

Finally, you must continue to make 

a difference- by encouraging more individuals 

to be part of your organization 

so that your contribution to society will 

be perpetuated through the generations 

to come, and thus making Rotary an institution 

in society. 

As Minister of Social Transformation 

and Human Resource Development, 

it is my Government’s wish to 

continue to have the Rotary Club of Antigua 

as one of our main social partners, 

in the pursuit of my Government’s developmental 

policy and goals. In fact, 

allow me to mention here our gratus to 

the Rotary Club in relation to the sewing 

project done in consultation with 

Community Development, which was 

piloted in four communities, New Winthropes, 

Pigotts, Liberta and Freetown. 

I am aware the project may have experienced 

some challenges but despite 

that I wish to assure you today that my 

Ministry and by extension the Government, 

remains committed to working 

with you on this and any other program 

aimed at empowering and enabling our 

people. 

At this juncture I think it wise to 

give some background as to the programmes 

currently being developed by 

the Ministry of Social Transformation 

& Human Resource Development so as 

to support the mandate of Government 

to alleviate poverty and to empower our 

vulnerable within Antigua and Barbuda 

by 2030. 

The existing support programmes 

under the Ministry are : 

B.o.G a stipend of $260.00 per 

month to assist the indigent children 

and mothers, elders and the medically 

challenged. 

This has existed since the 1960’s 

and has not changed much to suit modern 

day circumstances hence through 

the partnership of UNICEF, UN Women 

and OAS we are putting mechanisms 

in place to better structure this program. 

Hence, UNICEF drafting a more 

modern legislation with more appeasing 

name. 

UN women - meeting the cost of 

building a data base program to better 

monitor and note data on the assistance 

government offers and to encourage 

greater inter governmental collaboration. 

OAS - recent opening of the financial 

empowerment centre. Pilot for 2 

years thereafter Government will continue 

the program at its full cost. 

Programs being developed: 

Empowerment programs specifically 

geared to single parents to assist 

them in developing a skill so as to increase 

their income ability and empower 

them and their families. Hence we 

are developing a beverage crop project 

to encourage our people to consume 

more local drinks. It is intended that 

these producers will be guaranteed a 

market with National School Meals and 

the CMC. 

Additionally Community Development 

and Local Government will be restructured 

to facilitate a full scale skills 

training program for those who desire 

to learn a skill to include the disabled 

who may require additional support or 

re-training. 

We continue to address issues related 

to abuse and neglect of our young 

people, which continues to sadly make 

up a bulk of the daily challenge suffered 

by our Ministry…..sadly families, 

loved ones, communities no longer 

seem to be the keepers of these innocent 

children and we are often faced with the 

reality that the nuclear family structure 

does not seemingly exist. At the moment 

we have approximately 75 foster 

parents and there is a need for more as 

we continue to receive children in need 

of placement. 

In August, 2015, the Ministry 

through the assistance of 3 main businesses 

were able to provide 300 school 

bags with books and pencils and for the 

smaller ones shoes, so that we could ensure 

the children of parents of the indigent 

registered with the Ministry could 

attend school. 

We welcome Rotary of Antigua to 

support in such an initiative in the upcoming 

years. 

we continue to offer the program of 

elder care home assistants and we are 

about to launch a program related to 

para transit service for the elderly and 

disabled with 2 custom built buses that 

were provided by the Government of 

the Republic of Korea. 

These plans and programmes can 

only be maximized and fully effective 

once we work in tandem with our social 

partners such as the Rotary Club of 

Antigua. 

I also recognize that the Rotary Club 

of Antigua will require Government’s 

support to ensure it continues to give 

that support that it now provides and I 

am more than happy to commit in giving 

my support to Rotay of Antigua. 

In closing, “I don’t know what your 

destiny will be, but one thing I know: 

the only ones among you who will be 

really happy are those who have sought

for the heads of those responsible 

for the slaying of 

three-year-old Nevalesia 

Campbell, whose body was 

discovered in bushes with

up and gave the child water. 

She was watching television 

with her when she fell 

asleep. At about 1:30 am she 

woke up and recognised that 

Nevalesia was missing,” Superintendent 

Francis told the 

Jamaica Observer. 

“Her body was later 

found with chop wounds in 

a precipice,” Francis said. 

Unconfirmed reports are that 

she was sexually abused by 

her attacker. 

The mother, Mahalia 

Poyser, had to be taken to 

the hospital since the incident. 

Angry residents said 

whoever committed the 

gruesome act should be punished, 

but the superintendent 

appealed to them to cooperate 

with the police by telling 

them what they know. 

“Do not take justice into 

your own hands,” he urged. 

Francis said the police 

are “looking into a number 

of theories, and are appealing 

to residents to tell the 

police what they know. We 

want to appeal to parents, to 

mothers, to do more to protect 

their children,” Francis 

said. 

There are reports that residents 

heard a child crying in 

the night, but did not think it 

was a result of the child being 

harmed. 

“People hear the crying 

and think ah duppy a cry,” 

one woman said. 

Several of them are dispelling 

the mother’s report 

that the child was taken 

while she slept. They are 

theorising that she was at a 

function in the community 

when the child was taken 

and that it was perpetrated 

by a fellow resident. 

“Something inna something,” 

one woman said. 

“Somebody know that the 

mother [was] not there.” 

Another woman said: 

“When mi come ‘round ya

expressing her emotional

“This is a very sad day 

in the community; the community 

must come together 

and tell the police what

Meanwhile, Opposition 

Leader Portia Simpson Miller 

deplored the killing and 

has commiserated with the 

residents, saying that, “Jamaicans 

must be particularly 

incensed that children 

continue to be among the 

victims of vile and senseless 

murders.” 

“I grieve with the parents, 

family members and 

the entire community at this 

senseless killing of one so 

young. I convey my sincere 

condolence to her parents at 

this time of great pain and 

loss,” Simpson Miller said 

in a statement yesterday. 

The Opposition leader 

added that the killing represents 

a loss of potential as 

no one knows for sure the 

positive impact the young 

victim would have had on 

the society if she had been 

given the opportunity to develop 

into an adult and contribute 

to the building of her 

community and nation. 

“All well-thinking Jamaicans 

must deplore and speak 

out against these gruesome 

acts of brutality against Jamaica’s

Dallas police had taken steps 

to mend rift with minorities 

Dallas Police Chief David Brown answers questions during a news

DALLAS – When Micah 

Johnson opened fire on 

Dallas police in an act of 

vengeance against white 

officers, he was attacking a 

department whose chief has 

been lauded across the country 

for taking bold steps to 

root out bad cops and repair 

relations with minorities. 

Police Chief David 

Brown, a black man who 

pushed through the reforms 

despite resistance from the 

rank-and-file, boasted at a 

news conference Monday 

that crime, police shootings 

and excessive-force complaints 

against the department 

have all dropped dramatically 

on his watch. 

“This is the best department 

in the country, and I’m 

proud to be associated with 

the men and women of the 

Dallas Police Department,” 

he said. 

Johnson, a black Army 

veteran who served in Afghanistan, 

killed five officers 

in a sniper attack Thursday 

that he portrayed as payback 

for the fatal police shootings 

of black men last week 

in Baton Rouge, Louisiana, 

and suburban Minneapolis. 

The attack ended with Johnson 

blown up by a bomb delivered 

by a police robot. 

No evidence has come 

to light to suggest that the 

25-year-old Johnson had a 

grudge specifically against 

the 3,400-officer Dallas Police 

Department. 

“Dallas PD is paying the 

price for problems elsewhere 

around our country,” said 

Mohamed Elibiary, a former 

Texas-based Department of 

Homeland Security adviser. 

Carlyle Holder, president 

of the National Association 

of Blacks in Criminal Justice, 

had been holding up the 

Dallas Police Department 

as an example of a law enforcement 

agency effectively 

addressing the problem 

of racial disparities in police 

work. 

“That’s what made the 

killing of those officers so 

much harder to take,” he 

said. 

Brown became chief in 

2010, taking over a department 

that a generation ago 

had one of the highest rates 

of civilian shootings in the 

country. In 2012, his efforts 

to heal the rift between police 

and the black community 

took on greater urgency 

when the killing of a black 

man by a white officer triggered 

widespread protests. 

The chief responded by 

creating a public database 

to track shootings by police, 

requiring officers to undergo 

lethal-force training every 

two months instead of every 

two years, and firing 70 

officers involved in questionable 

incidents, including 

some who faced charges of 

excessive use of force. 

The biggest backlash has 

come in the last six months, 

when Brown started a community 

policing program in 

mostly Hispanic and black 

neighborhoods. He began reassigning 

officers from desk 

jobs to foot patrols, a move 

that was praised by criminal 

justice experts but angered 

the police unions, who demanded 

his resignation. 

“We need more boots on 

the ground, absolutely,” said 

Mike Mata, vice president 

of the Dallas Police Association. 

“The problem is he was 

reassigning detectives from 

the office to back on the 

streets without any retraining. 

It’s almost like you set 

them up for failure.” 

The dispute further 

strained a department that 

Brown said is one of the 

lowest-paid in the region, 

with new recruits making 

$43,000 a year, and has had 

such trouble recruiting officers 

that academy classes 

are frequently canceled for 

lack of participation. 

While attending the University 

of Texas at Austin on 

a full scholarship, Brown 

became motivated to enter 

law enforcement when he 

returned to Dallas in the early 

1980s and found friends 

from the neighborhood 

caught up in a cocaine epidemic. 

Months after he became 

chief, his 27-year-old son, 

David Brown Jr., was shot to 

death by police after killing 

two officers. 

“I’ve been black a long 

time,” Brown told reporters 

Monday. “We’re in a much 

better place than when I 

was young man here, but we 

have more work to do, particularly 

in my profession.”

Sheriff: Inmate kills two bailiffs 

at Michigan courthouse 

ST. JOSEPH, Michigan 

– A jail inmate trying to escape 

from a western Michigan 

courthouse wrested a 

gun from an officer Monday, 

killing two bailiffs and 

injuring two more people 

before he was fatally shot 

by other officers, a sheriff 

said. 

People scrambled for 

cover inside the Berrien 

County Courthouse in St. 

Joseph, a city of about 

8,300 people in the southwestern 

corner of Michigan, 

about 100 miles northeast of 

Chicago. 

“Our hearts are torn 

apart. ... I have known them 

for over 30 years. It’s a sad 

day,” Sheriff Paul Bailey 

said of the bailiffs. 

Larry Darnell Gordon, 

45, who was locked up on 

several felony charges, was 

being moved from a cell 

for a courtroom appearance 

when a fight occurred and 

he was able to disarm an officer, 

Bailey said. 

The sheriff did not say 

what charges the inmate 

was facing. 

Bailey said it does not 

appear that Gordon was 

handcuffed, adding authorities 

had “no warning signs” 

that the suspect would be 

violent. 

The inmate shot a sheriff’s 

deputy, killed the bailiffs 

and then shot a civilian 

in the arm in a public area, 

the sheriff said. 

During the incident, Bailey 

said Gordon took hostages 

for a short period before 

trying to leave through 

another door. The inmate 

then was fatally shot “by 

two other bailiffs who came

Duncan retires after 19 seasons

never wanted the spotlight, only the 

trophies. He never wanted the endorsements, 

only the camaraderie. He never 

wanted the accolades, only the collective 

achievement. 

So when one of the most understated 

superstars in sports decided to 

finally call it a career after nearly two 

decades of excellence, he made the announcement 

with a 15-foot bank shot 

and not a boisterous slam dunk. 

No big news conference. No victory 

lap. Not even a canned quote in the 

press release. 

Just a simple goodbye on Monday 

from the quiet anchor at the foundation 

of the San Antonio Spurs dynasty. 

Just as he has for so much of his 19 

seasons, the 40-year-old Duncan let 

others do the talking for him.

The St. Lucians playing

the time and under relenting 

pressure came out victorious 

full of confidence to win 26- 

28, 29-27, 17-22 and 15-13. 

The title was up for grabs 

as both teams played their 

best games against each 

other on that night and each 

player on both sides were

Cricket Board’s President’s XI 

team for a 3-day encounter against 

the touring Indian team starting at 

Warner Park in St. Kitts. 

The team which will be captained 

by Leon Johnson also includes

Roston Chase in for WI, Ramdin out 

Roston Chase, an uncapped 

middle-order batsman 

who can be handy with

in West Indies’ squad for the 

four-Test series against India.
