Resources, boundaries and gouvernance: What future for mar<strong>in</strong>e resources <strong>in</strong> Micronesia?<br />

Most communities <strong>in</strong> Micronesia have had conservation measures <strong>in</strong> place, usually<br />

enforced by reef owners who often limited access to <strong>the</strong> mar<strong>in</strong>e areas and resources,<br />

which <strong>the</strong>y owned and controlled. These measures mostly <strong>in</strong>cluded <strong>the</strong> clos<strong>in</strong>g off of<br />

reef sections for fisheries, normally after <strong>the</strong> death of a reef owner (pwaaw or mechen<br />

<strong>in</strong> Chuuk). Religious beliefs, which <strong>in</strong>clude ideas about <strong>the</strong> nature of th<strong>in</strong>gs, spirit<br />

be<strong>in</strong>gs, ancestors and human be<strong>in</strong>gs that share <strong>the</strong> same universe, have had a history<br />

of be<strong>in</strong>g a driv<strong>in</strong>g force <strong>in</strong> CMT. People would and today still will mostly avoid <strong>the</strong><br />

entrance to closed-off reef sections out of fear of negative repercussions from<br />

community leadership, but above all from <strong>the</strong> spirit world for possible violations<br />

aga<strong>in</strong>st <strong>the</strong> established moral code. One source I <strong>in</strong>terviewed mentioned how on<br />

her island a larger reef section, adjacent to <strong>the</strong> island, was closed for fish<strong>in</strong>g by <strong>the</strong><br />

content despite sufficient fund<strong>in</strong>g and subsequent potential for follow up fund<strong>in</strong>g. One island community<br />

compla<strong>in</strong>ed that <strong>the</strong>y were only visited once for 2-3 hours by department specialists <strong>in</strong> a community<br />

project designed to educate and guide <strong>the</strong>m through a process of establish<strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g <strong>the</strong>ir own<br />

mar<strong>in</strong>e protected area. A private person knowledgeable <strong>in</strong> environmental science who spent a few days <strong>in</strong><br />

<strong>the</strong> community was able to achieve more without any fund<strong>in</strong>g because <strong>the</strong> community was will<strong>in</strong>g to<br />

learn, but had been left alone by government authorities who did not bo<strong>the</strong>r to deliver <strong>the</strong> work <strong>the</strong>y<br />

were be<strong>in</strong>g funded to do. In later report<strong>in</strong>g though, this community was highlighted as a case for <strong>the</strong><br />

government’s success.<br />
