PORT IMPROVEMENTS<br />

Prime Minister and Minister of Finance<br />

and Corporate Governance, the<br />

Hon. Gaston Browne, has commended<br />

the efficiency gains at the Antigua Port<br />

Authority (APA).<br />

Speaking during a press conference<br />

at his office on Monday, Prime Minister<br />

Browne recounted the struggles that the<br />

establishment has experienced over the<br />

years.<br />

He noted that years ago the port was<br />

unable to meet its financial obligations<br />

indicating that even salaries and wages<br />

were paid late on regularly. The institution<br />

also had to borrow money at<br />

one point from the Antigua and Barbuda<br />

Department of Maritime Services<br />

(ADOMS) to assist with its operations.<br />

The nation’s leader mentioned that<br />

today the situation has significantly improved.<br />

“Today they are in a position where<br />

they are meeting their obligations and<br />

even unfunded liabilities now have settled.<br />

We expect that the port will continue<br />

to meet its requirements”, he said<br />

optimistically.<br />

In the future, Prime Minister<br />

Browne expressed the hope that the<br />

$97 million dollars from the Chinese<br />

Exim Bank will be available later this<br />

year to facilitate the long awaited port<br />

Festivals Commission has<br />

new financial controller<br />

The Festival Commission now has<br />

a full time financial controller who has<br />

just been appointed.<br />

Minister Responsible for the Festival,<br />

E Paul Chet Greene, has announced<br />

the appointment of Kendra Weste to the<br />

position with immediate effect.<br />

He said there have been several recommendations<br />

that due to the scope<br />

broke out amongst a group<br />

of patrons who were at front<br />

stage.<br />

One of the police constables<br />

who was on duty at<br />

the event responded to the<br />

group, he observed that the<br />

defendant was the aggressor<br />

and attempted to arrest him.<br />

However<br />

the<br />

of the activities under the remit of the<br />

commission, there was now a compelling<br />

need for it to have its own full-time<br />

financial controller.<br />

“The Festival Commission handles<br />

millions of dollars every year implementing<br />

its calendar of events and it<br />

was felt that the demands of the position<br />

were as such that it needed a financial<br />

controller who is available at all times to<br />

defendant reportedly<br />

grabbed the officer by<br />

his neck, held him in a<br />

choke lock and dragged him<br />

some twenty feet a cross the<br />

ground.<br />

Other officers present<br />

responded to the attack and<br />

were able to subdue the<br />

enraged defendant. He was<br />

arrested and charged with<br />

resisting arrest, Indecnt language,<br />

and battery.<br />

Albert who resides at Old<br />

Road, pleaded guilty to all<br />

the charges yesterday before<br />

Chief Magistrate Walsh.<br />

For indecent language<br />

he was convicted and fined<br />

$500 forthwith, in default<br />

he will spend one month at<br />

HMP; for resisting the police<br />

he was convicted and<br />

fined $500 forthwith, in default<br />

of payment he will be<br />

sentenced to six months at<br />

ensure the smooth running of the commission,”<br />

Greene explained.<br />

Weste recently returned from studies<br />

aboard where she qualified in the related<br />

subjects that earned her the appointment.<br />

Meanwhile, Greene has expressed<br />

his thanks and appreciation to outgoing<br />

financial controller, Leslie-Ann Yearwood,<br />

who has been financial controller<br />

for the past two years.<br />

Bethesda residents threaten protests<br />

The people of Bethesda who are<br />

currently in the midst of finalising details<br />

for a village reunion are threatening<br />

to mount protest action over two<br />

issues that they say deeply affect their<br />

community.<br />

Public Relations Officer for the<br />

Bethesda Reunion Committee, Ian<br />

Joseph, identified the issues as the<br />

planned closure of the Bethesda Primary<br />

School from this September and the<br />

location of an unsightly junk yard at the<br />

entrance of the village.<br />

On the matter of the closure of the<br />

school, Joseph said the announcement<br />

first came from ministry of education<br />

officials who rationalised the decision<br />

as being based on the small student enrolment<br />

which stood at 27 students as<br />

of the end of the 2015-16 school year.<br />

It is to be merged with the Newfield<br />

Primary school from September. That<br />

school has a bigger population and the<br />

Bethesda students will be bused there.<br />

“We understand the reasoning of<br />

the ministry seeking to reduce expenditure<br />

but firstly, the ministry officials<br />

had promised further consultations on<br />

the issue but the next thing we knew<br />

was that we heard the announcement<br />

on the radio that the decision was made<br />

to close the school,” he explained.<br />

Joseph is of the view that the ministry<br />

officials clearly do not understand<br />

the historical significance of the school.<br />

“The school in Bethesda is where education<br />

for black people started. It was<br />

back in 1813 that Charles Thwaites<br />

started a school to teach black people.<br />

It was the first such institution in the<br />

entire <strong>Caribbean</strong>,” he reported.<br />

According to Joseph the committee<br />

even invited the descendants of<br />

Thwaites to Antigua to attend the reunion<br />

which starts on <strong>July</strong> 30 and runs<br />

until August 8. “What are we going to<br />

tell?” he asked rhetorically.<br />

Turning to the scrap metal and other<br />

junks at the entrance to the village.<br />

Joseph said members of the Bethesda<br />

community have discussed the eye-sore<br />

with officials from the past and present<br />

administrations but that no one seems<br />

prepared to take the necessary action.<br />

“We have many people coming for the<br />

reunion and we are planning to mount<br />

protests at the historic Tamarind Tree<br />

until we get action,” he stated. (The<br />

Tamarind Tree played a significant role<br />

in the struggle to unionise sugar cane<br />

workers back in the early 1950’s led by<br />

father of the nation, Sir Vere Bird).<br />

Fight leaves duo with criminal charges<br />

of Cassada Gardens pleaded<br />

guilty to two counts of Larceny<br />

and was sentenced to two<br />

years imprisonment when<br />

he appeared at the St. John’s<br />

Magistrates Court yesterday.<br />

A fight between two men about a year<br />

ago has left both with criminal charges.<br />

Andre Stuart has been charged with<br />

wounding with intent. Like the virtual<br />

complainant, Sujaye Christian, Stuart has<br />

also been charged with battery.<br />

Stuart was slapped with the wounding<br />

charge, which is of an indictable nature,<br />

after it was alleged that he seriously<br />

wounded Christian during a brawl.<br />

When the case was mentioned before<br />

Magistrate Ngaio Emanuel yesterday,<br />

Stuart’s attorney pointed out that the matter<br />

had been in the court for over a year,<br />

and asked that it be discontinued, since<br />

the police after her phone<br />

was stolen. Peters told police<br />

that about 3:00 p.m. on the<br />

said date she went shopping<br />

at nearby supermarket when<br />

her phone was stolen and believed<br />

it was the defendant<br />

who committed the offence,<br />

as he was present at the establishment<br />

at the said time.<br />

However the defendant denied<br />

the allegations. Officers<br />

continued investigations into<br />

the matter and went to the defendant’s<br />

home to execute a<br />

search warrant. It is reported<br />

that the defendant was found<br />

hiding in his bathroom with<br />

the said phone in his position.<br />

A further search of the<br />

home revealed a Samsung<br />

she is yet to receive a file.<br />

The police prosecutor, on the other<br />

hand requested a short adjournment..<br />

Magistrate Emanuel, in the meantime,<br />

threatened to throw the matter out<br />

if things are not in place, when the matter<br />

is again mentioned on Thursday of this<br />

week.<br />

Joseph sentenced to two years at HMP<br />

J5 cellular phone, belonging<br />

24 year-old Marlon Washington,<br />

which was reported stolen<br />

on <strong>July</strong> 2nd, <strong>2016</strong>.<br />

Joseph is known to the<br />

court and has had a number<br />

of previous convictions. He<br />

was convicted and sentenced<br />

to one year for each charge<br />

with sentences to run consecutively.<br />

Picadilly man fined<br />

for traffic offenses<br />

Martin Merritt of Picadilly had his license suspended and<br />

was made to pay a fine when he appeared before Magistrate<br />

Wason at the St. John’s Magistrates Court yesterday.<br />

The defendant gained more than he bargained for when<br />

on <strong>July</strong> 8th, <strong>2016</strong> he collided into an on coming vehicle<br />

while driving on Cobbs Cross main road. Police were called<br />

to the scene of the accident which occurred at about 7:10<br />

p.m. on the aforementioned date, it is reported that the defendant,<br />

driver of a black pickup, was driving from north to<br />

south on Cobbs Cross main road when he ran into the right<br />

side of the vehicle driven by 31-year old Akeem Cabey of<br />

Picadilly.<br />

In court, he pleaded guilty to driving without vehicle insurance,<br />

driving an unlicenced vehicle, and dangerous driving.<br />

He was convicted and fined $1,000.00 for driving without<br />

insurance, to be paid by September 8th, <strong>2016</strong>, in default<br />

of payment he would be sentenced to thirty days in prison;<br />

he was convicted reprimanded and discharged of driving an<br />

unlicenced vehicle; for dangerous driving he was convicted<br />

and his license suspended until August 7th, <strong>2016</strong>. In default<br />

he would be sentenced to thirty days at HMP.

Parents refuse to<br />

seek psychiatric<br />

help for their son<br />

Parents of a seemingly<br />

disturbed 22-year-old man<br />

ignored the court’s recommendation<br />

to get their son<br />

evaluated, and when the<br />

young man appeared in court<br />

yesterday, he only intensified<br />

his ‘unstable’ behaviour.<br />

The man appeared in<br />

District B before Magistrate<br />

Ngaio Emanuel yesterday,<br />

charged with being found in<br />

an enclosed property, with<br />

the intent to commit larceny.<br />

Reports are that a Swetes<br />

resident secured her home<br />

and left for work at about<br />

7:14 a.m. on May 24<br />

The complainant returned<br />

home at about 9:55<br />

a.m. to find the offender sitting<br />

at her dining table.<br />

Frightened, she called<br />

911.<br />

The young man was taken<br />

into custody, and admitted<br />

to committing the offence.<br />

However, when he was<br />

brought before the court<br />

days after the incident, his<br />

somewhat odd behaviour led<br />

the court to order a psychiatric<br />

evaluation.<br />

Unfortunately, that order<br />

was disregarded.<br />

The offender’s father was<br />

present in court yesterday,<br />

and bluntly asked Magistrate<br />

Emanuel, “What is wrong<br />

with him?”<br />

The father went on to<br />

suggest that nothing is<br />

wrong with his son, and added<br />

that was the said view the<br />

young man’s mother had.<br />

But, the behaviour of the<br />

offender would again prove<br />

questionable when he stood<br />

in the witness box.<br />

He would interrupt the<br />

magistrate with inaudible<br />

utterances several times,<br />

hissed his teeth loudly before<br />

bursting into tears.<br />

This would lead Magistrate<br />

Emanuel to point out<br />

that it was ‘unfortunate’ that<br />

the court’s recommendation<br />

had been disregarded.<br />

“His behaviour is from<br />

one extreme to the next,” she<br />

added.<br />

In terms if sentencing,<br />

Police Prosecutor Sergeant<br />

Dane Bontiff in the meantime<br />

recommended that owing<br />

to the state of the youth<br />

that no fine or custodial sentence<br />

be imposed on him.<br />

Bontiff also pointed out<br />

that the young man was once<br />

living with the complainant,<br />

and it was as a result of his<br />

behaviour that he was put<br />

out of the house.<br />

The young man was<br />

placed on one year’s probation.<br />

He was told that if<br />

breached, he could be<br />

brought back before the<br />

court to be sentenced for this<br />

offence.

of more than 30,000 reusable bags by the<br />

Government of Antigua and Barbuda.<br />

This distribution sought to assist the<br />

general public to be prepared for the<br />

move towards bringing reusable bags<br />

A significant aspect of that distribution<br />

was the slogan “I’m Making a Difference,<br />

One Bag at a Time”. It focuses<br />

on the environmental considerations,<br />

which make this ban so important.<br />

Stark reality<br />

Plastic bags are known as a significant<br />

killer of marine life, as many animals,<br />

particularly sea turtles, mistake<br />

them for food.<br />

Indeed, sea turtles are known to devour<br />

plastic bags mistaking them for jellyfish;<br />

causing them to die slow deaths by<br />

suffocation.<br />

Beyond this, plastics break down into<br />

tiny pieces which enter our waterways<br />

and eventually make their way into the<br />

sea.<br />

These pieces, once consumed by marine<br />

life, have a disastrous impact on their<br />

hormones.<br />

Antiguans and Barbudans then consume<br />

these animals, which may lead to<br />

illnesses among humans.<br />

Let us all continue to “Make a difference,<br />

one bag at a time”.<br />

We must play our part and rise to the<br />

occasion and say ‘no’ to the use of plastic<br />

bags and ‘yes’ to more environmentally<br />

friendly options.<br />

The Ministry of Health and the Environment<br />

has been very encouraged by<br />

overwhelming support in this initiative<br />

and will continue to be the driving force<br />

for change in this ongoing venture.<br />

Each person can be a part of this important<br />

change process and ‘Make a difference,<br />

one bag at a time’.<br />

Road closure <strong>Wednesday</strong><br />

Road Engineers within the Ministry of Works and Housing<br />

will be conducting road work in the Cassada Gardens<br />

area effective <strong>Wednesday</strong> 20 th <strong>July</strong> <strong>2016</strong>.<br />

It is anticipated that the intersection near Matthews Auto<br />

Parts will remain closed for about ten (10) days to allow for<br />

the repair of a bridge bypass that is now in a state of disrepair.<br />

Motorists are therefor asked to utilize the alternative<br />

routes Western or Eastern of the construction site. Pedestrian<br />

access will be maintained.<br />

Elsewhere; plans are being made to conduct road repairs<br />

at the intersection of Marble Hill and Frias Hill Development<br />

(in front of Xtreme Health and Fitness Ltd). Road Engineers<br />

are anticipating that repair work in this area will take<br />

in excess of twenty (20) days to be completed.<br />

The Ministry of Works and Housing apologizes for any<br />

inconvenience that the planned road work may cause.

Tourism Minister addresses Mango/P<br />

Good day, Ladies and Gentlemen.<br />

It is an honor to be addressing<br />

you all this afternoon “Possessing<br />

a healthy imagination<br />

is a necessary ingredient for<br />

creativity.” These words by<br />

Steve Vai express my simple<br />

message today, as the 11 th Anniversary<br />

of the Mango Pineapple<br />

Culinary Competition<br />

gets underway. Today we’re<br />

showcasing some of Antigua<br />

and Barbuda’s finest professional<br />

chefs and their remarkable<br />

creativity in using two of<br />

our most delightful fruits. One<br />

of which The Pineapple, is the<br />

international symbol of hospitality<br />

as well as a being a national<br />

symbol of our beautiful<br />

country.<br />

Ladies and gentlemen, the<br />

truth is that The Mango Pineapple<br />

Culinary Competition is<br />

an appetizer to one of the major<br />

events on our list of annual<br />

events “The Christian Valley<br />

Mango Festival”.<br />

It is a creative festival<br />

demonstrating the importance<br />

of linkages between our varied<br />

sectors, and more particularly,<br />

tourism and agriculture.<br />

Tourism Minister, the Hon., Asot<br />

Michael.<br />

As the Minister of Tourism,<br />

seeing first-hand how our<br />

imaginations and inputs have<br />

led to creativity across the industry,<br />

I am bolstered by the<br />

planning and realization of<br />

Mango Pineapple Culinary<br />

Competition team, and<br />

the judging and participating<br />

Comas who came up with the<br />

original concept and idea for<br />

this wonderful competition,<br />

which has now become a permanent<br />

fixture on our product<br />

events calendar.<br />

The Mango Pineapple Culinary<br />

Competition is a part of<br />

a unique festival that has been<br />

a medium through which the<br />

Ministry of Tourism and that<br />

of Agriculture have worked<br />

diligently to make the linkage<br />

development, we soon realize<br />

that this is not just another festival.<br />

There is a set policy in<br />

place where we encourage our<br />

hotels towards using more of<br />

local farmers’ produce. Farmers<br />

are keen of planting more<br />

of what we and our visitors<br />

eat. This has an impact on<br />

the industry, which provides<br />

foreign exchange savings to<br />

our country, as well as bringing<br />

to the world the Antiguan<br />

and Barbudan flavor for which<br />

we can all attest is simply the<br />

best!<br />

Moreover, this Mango<br />

Pineapple Culinary Competition<br />

also serves to give our<br />

professional chefs another avenue<br />

to publicly display their<br />

creativity outside of their usual<br />

environment.<br />

If as some do say that<br />

“Great people go wherever<br />

their creativity takes them”, it<br />

reinforces the strong message<br />

that the world is our market,<br />

and Antigua and Barbuda will<br />

not settle for second best.<br />

This culinary competition<br />

has served to unveil new and<br />

exceptional talent residing<br />

right here in Antigua and Barbuda.<br />

collective selves for what we<br />

our imagination and creativity<br />

for the good of all. In<br />

fact, one globally renowned<br />

chef – Nathan Myhrvold - insisted<br />

that: “Cooking is an art,<br />

but all art requires knowing<br />

something about the techniques<br />

and materials.”<br />

CSA opens ORC office in Antigua<br />

The <strong>Caribbean</strong> Sailing Association<br />

(CSA) and the Offshore Racing Congress<br />

(ORC) are pleased to announce<br />

that the CSA has opened a new ORC<br />

Rating Office in Antigua to serve sailors<br />

in the <strong>Caribbean</strong> region. Starting<br />

September 1st, <strong>2016</strong>, CSA will be authorized<br />

to accept measurement data<br />

and issue ORC Club and ORC International<br />

certificates.<br />

The CSA and ORC have been in<br />

discussion for several years and the<br />

opening of this office in Antigua marks<br />

the beginning of what is hoped to be a<br />

Coach of Leeward Islands U-17 holds<br />

‘sub-region cricket.<br />

On his return from Trinidad<br />

& Tobago for the West<br />

Indies Cricket Board U-17<br />

regional tournament in<br />

which the Leeward Islands<br />

ended in the cellar position,<br />

Benjamin chastised<br />

the Leeward Islands Board<br />

and Selectors for the team’s<br />

poor showing in the tournament.<br />

Speaking on the radio<br />

sport show Good Morning<br />

JoJo on Tuesday morning,<br />

Benjamin said, the lack<br />

of preparation along with<br />

poor team selection were<br />

the main causes, four days<br />

is not enough to prepare<br />

any team for a tournament,<br />

what result can you expect<br />

when other teams are better<br />

are always the ones getting<br />

the blame for the poor results<br />

because not even the<br />

players understand their<br />

role and they were under<br />

pressure every game.<br />

Even the Captain had<br />

given up during the tournament,<br />

and as Coach you<br />

can do that much and no<br />

more.<br />

He also noted that it<br />

maybe his last job as Coach<br />

for Leeward Islands Cricket<br />

because people get offended<br />

when you speak out.<br />

He said in spite as Coach<br />

and try to work along with<br />

them, the situation is no<br />

better, the former Cricket,<br />

said the time has come for<br />

serious consideration be<br />

given to the structure of the<br />

Leeward Islands Cricket.<br />

The former Windies<br />

pacer also took a swipe at<br />

the Government and the<br />

West Indies Cricket Board.<br />

According to him, the<br />

time has come for Government<br />

to ensure that the<br />

West Indies Cricket Board<br />

who’s Head Office is here<br />

in Antigua contributed<br />

more to the development of<br />

Leeward Islands Cricket,<br />

because they are not doing<br />

enough.<br />

there were still some things<br />

positive that comes out of<br />

the tournament for some<br />

of the youngsters whom he<br />

identified by name. The<br />

Leeward Islands did not<br />

win a single game in the<br />

tournament and ended at<br />

bottom of the six teams<br />

standings.
