PM BROWNE PRAISES 

PORT IMPROVEMENTS

Prime Minister and Minister of Finance 

and Corporate Governance, the 

Hon. Gaston Browne, has commended 

the efficiency gains at the Antigua Port 

Authority (APA). 

Speaking during a press conference 

at his office on Monday, Prime Minister 

Browne recounted the struggles that the 

establishment has experienced over the 

years. 

He noted that years ago the port was 

unable to meet its financial obligations 

indicating that even salaries and wages 

were paid late on regularly. The institution 

also had to borrow money at 

one point from the Antigua and Barbuda 

Department of Maritime Services 

(ADOMS) to assist with its operations. 

The nation’s leader mentioned that 

today the situation has significantly improved. 

“Today they are in a position where 

they are meeting their obligations and 

even unfunded liabilities now have settled. 

We expect that the port will continue 

to meet its requirements”, he said 

optimistically. 

In the future, Prime Minister 

Browne expressed the hope that the 

$97 million dollars from the Chinese 

Exim Bank will be available later this 

year to facilitate the long awaited port

Minister of Culture looks 

forward to the start of carnival

celebrations approach, with 

the opening parade taking 

place on Friday, Minister 

of Culture and National 

Festivals, the Hon. E.P Chet 

Greene is looking forward 

to the creative aspect of the 

celebrations.

who will compete for the 

competed title of Miss 

Jaycees Caribbean Queen 

2016. The twin island state 

will be represented by Leanda 

Ann Norville.

the show “as a staple”

and Barbudans to 

show their support.

shows will take place next

Teen Xplotion Competition, 

the ACB Panorama Competition,

Festivals Commission has 

new financial controller

The Festival Commission now has 

a full time financial controller who has 

just been appointed. 

Minister Responsible for the Festival, 

E Paul Chet Greene, has announced 

the appointment of Kendra Weste to the 

position with immediate effect. 

He said there have been several recommendations

and charged 28 year-old Rudolph 

Albert because of his 

disruptive conduct during 

the event. 

It is reported that a fight 

broke out amongst a group 

of patrons who were at front 

stage. 

One of the police constables 

who was on duty at 

the event responded to the 

group, he observed that the 

defendant was the aggressor 

and attempted to arrest him. 

However 

the

commission, there was now a compelling 

need for it to have its own full-time 

financial controller. 

“The Festival Commission handles 

millions of dollars every year implementing 

its calendar of events and it 

was felt that the demands of the position 

were as such that it needed a financial 

controller who is available at all times to 

defendant reportedly 

grabbed the officer by 

his neck, held him in a 

choke lock and dragged him 

some twenty feet a cross the 

ground. 

Other officers present 

responded to the attack and 

were able to subdue the 

enraged defendant. He was 

arrested and charged with 

resisting arrest, Indecnt language, 

and battery. 

Albert who resides at Old 

Road, pleaded guilty to all 

the charges yesterday before 

Chief Magistrate Walsh. 

For indecent language 

he was convicted and fined 

$500 forthwith, in default 

he will spend one month at 

HMP; for resisting the police 

he was convicted and 

fined $500 forthwith, in default 

of payment he will be 

sentenced to six months at 

ensure the smooth running of the commission,” 

Greene explained. 

Weste recently returned from studies 

aboard where she qualified in the related 

subjects that earned her the appointment. 

Meanwhile, Greene has expressed 

his thanks and appreciation to outgoing 

financial controller, Leslie-Ann Yearwood, 

who has been financial controller 

for the past two years.

“We are determined that the Antigua Port Authority will 

be the finest facility in the Caribbean and also the most efficient. 

The port’s performance has really improved. I have 

also given the board and management a mandate to continue 

training the staff to ensure that they are fully equipped to 

handle tasks when the new facility is completed”, he stated 

confidently. 

He also commended the Board under the leadership of 

Senator Mary Claire Hurst and he management team led by 

Port Manager Darwin Telemaque.

Bethesda residents threaten protests

The people of Bethesda who are 

currently in the midst of finalising details 

for a village reunion are threatening 

to mount protest action over two 

issues that they say deeply affect their 

community. 

Public Relations Officer for the 

Bethesda Reunion Committee, Ian 

Joseph, identified the issues as the 

planned closure of the Bethesda Primary 

School from this September and the 

location of an unsightly junk yard at the 

entrance of the village. 

On the matter of the closure of the 

school, Joseph said the announcement 

first came from ministry of education 

officials who rationalised the decision 

as being based on the small student enrolment 

which stood at 27 students as 

of the end of the 2015-16 school year. 

It is to be merged with the Newfield 

Primary school from September. That 

school has a bigger population and the 

Bethesda students will be bused there. 

“We understand the reasoning of 

the ministry seeking to reduce expenditure 

but firstly, the ministry officials 

had promised further consultations on 

the issue but the next thing we knew 

was that we heard the announcement 

on the radio that the decision was made 

to close the school,” he explained. 

Joseph is of the view that the ministry 

officials clearly do not understand 

the historical significance of the school. 

“The school in Bethesda is where education 

for black people started. It was 

back in 1813 that Charles Thwaites 

started a school to teach black people. 

It was the first such institution in the 

entire Caribbean,” he reported. 

According to Joseph the committee 

even invited the descendants of 

Thwaites to Antigua to attend the reunion 

which starts on July 30 and runs 

until August 8. “What are we going to 

tell?” he asked rhetorically. 

Turning to the scrap metal and other 

junks at the entrance to the village. 

Joseph said members of the Bethesda 

community have discussed the eye-sore 

with officials from the past and present 

administrations but that no one seems 

prepared to take the necessary action. 

“We have many people coming for the 

reunion and we are planning to mount 

protests at the historic Tamarind Tree 

until we get action,” he stated. (The 

Tamarind Tree played a significant role 

in the struggle to unionise sugar cane 

workers back in the early 1950’s led by 

father of the nation, Sir Vere Bird).

Fight leaves duo with criminal charges

of Cassada Gardens pleaded 

guilty to two counts of Larceny 

and was sentenced to two 

years imprisonment when 

he appeared at the St. John’s 

Magistrates Court yesterday.

A fight between two men about a year 

ago has left both with criminal charges. 

Andre Stuart has been charged with 

wounding with intent. Like the virtual 

complainant, Sujaye Christian, Stuart has 

also been charged with battery. 

Stuart was slapped with the wounding 

charge, which is of an indictable nature, 

after it was alleged that he seriously 

wounded Christian during a brawl. 

When the case was mentioned before 

Magistrate Ngaio Emanuel yesterday, 

Stuart’s attorney pointed out that the matter 

had been in the court for over a year, 

and asked that it be discontinued, since 

the police after her phone 

was stolen. Peters told police 

that about 3:00 p.m. on the 

said date she went shopping 

at nearby supermarket when 

her phone was stolen and believed 

it was the defendant 

who committed the offence, 

as he was present at the establishment 

at the said time. 

However the defendant denied 

the allegations. Officers 

continued investigations into 

the matter and went to the defendant’s 

home to execute a 

search warrant. It is reported 

that the defendant was found 

hiding in his bathroom with 

the said phone in his position. 

A further search of the 

home revealed a Samsung 

she is yet to receive a file. 

The police prosecutor, on the other 

hand requested a short adjournment.. 

Magistrate Emanuel, in the meantime, 

threatened to throw the matter out 

if things are not in place, when the matter 

is again mentioned on Thursday of this 

week. 

Joseph sentenced to two years at HMP 

J5 cellular phone, belonging 

24 year-old Marlon Washington, 

which was reported stolen 

on July 2nd, 2016. 

Joseph is known to the 

court and has had a number 

of previous convictions. He 

was convicted and sentenced 

to one year for each charge 

with sentences to run consecutively. 

Picadilly man fined 

for traffic offenses

Martin Merritt of Picadilly had his license suspended and 

was made to pay a fine when he appeared before Magistrate 

Wason at the St. John’s Magistrates Court yesterday. 

The defendant gained more than he bargained for when 

on July 8th, 2016 he collided into an on coming vehicle 

while driving on Cobbs Cross main road. Police were called 

to the scene of the accident which occurred at about 7:10 

p.m. on the aforementioned date, it is reported that the defendant, 

driver of a black pickup, was driving from north to 

south on Cobbs Cross main road when he ran into the right 

side of the vehicle driven by 31-year old Akeem Cabey of 

Picadilly. 

In court, he pleaded guilty to driving without vehicle insurance, 

driving an unlicenced vehicle, and dangerous driving. 

He was convicted and fined $1,000.00 for driving without 

insurance, to be paid by September 8th, 2016, in default 

of payment he would be sentenced to thirty days in prison; 

he was convicted reprimanded and discharged of driving an 

unlicenced vehicle; for dangerous driving he was convicted 

and his license suspended until August 7th, 2016. In default 

he would be sentenced to thirty days at HMP.


Parents refuse to 

seek psychiatric 

help for their son

Parents of a seemingly 

disturbed 22-year-old man 

ignored the court’s recommendation 

to get their son 

evaluated, and when the 

young man appeared in court 

yesterday, he only intensified 

his ‘unstable’ behaviour. 

The man appeared in 

District B before Magistrate 

Ngaio Emanuel yesterday, 

charged with being found in 

an enclosed property, with 

the intent to commit larceny. 

Reports are that a Swetes 

resident secured her home 

and left for work at about 

7:14 a.m. on May 24 

The complainant returned 

home at about 9:55 

a.m. to find the offender sitting 

at her dining table. 

Frightened, she called 

911. 

The young man was taken 

into custody, and admitted 

to committing the offence. 

However, when he was 

brought before the court 

days after the incident, his 

somewhat odd behaviour led 

the court to order a psychiatric 

evaluation. 

Unfortunately, that order 

was disregarded. 

The offender’s father was 

present in court yesterday, 

and bluntly asked Magistrate 

Emanuel, “What is wrong 

with him?” 

The father went on to 

suggest that nothing is 

wrong with his son, and added 

that was the said view the 

young man’s mother had. 

But, the behaviour of the 

offender would again prove 

questionable when he stood 

in the witness box. 

He would interrupt the 

magistrate with inaudible 

utterances several times, 

hissed his teeth loudly before 

bursting into tears. 

This would lead Magistrate 

Emanuel to point out 

that it was ‘unfortunate’ that 

the court’s recommendation 

had been disregarded. 

“His behaviour is from 

one extreme to the next,” she 

added. 

In terms if sentencing, 

Police Prosecutor Sergeant 

Dane Bontiff in the meantime 

recommended that owing 

to the state of the youth 

that no fine or custodial sentence 

be imposed on him. 

Bontiff also pointed out 

that the young man was once 

living with the complainant, 

and it was as a result of his 

behaviour that he was put 

out of the house. 

The young man was 

placed on one year’s probation. 

He was told that if 

breached, he could be 

brought back before the 

court to be sentenced for this 

offence.

The Plastic Bag Ban was implemented 

on July 1 st 2016 with the distribution 

of more than 30,000 reusable bags by the 

Government of Antigua and Barbuda. 

This distribution sought to assist the 

general public to be prepared for the 

move towards bringing reusable bags

A significant aspect of that distribution 

was the slogan “I’m Making a Difference, 

One Bag at a Time”. It focuses 

on the environmental considerations, 

which make this ban so important. 

Stark reality 

Plastic bags are known as a significant 

killer of marine life, as many animals, 

particularly sea turtles, mistake 

them for food. 

Indeed, sea turtles are known to devour 

plastic bags mistaking them for jellyfish; 

causing them to die slow deaths by 

suffocation. 

Beyond this, plastics break down into 

tiny pieces which enter our waterways 

and eventually make their way into the 

sea. 

These pieces, once consumed by marine 

life, have a disastrous impact on their 

hormones. 

Antiguans and Barbudans then consume 

these animals, which may lead to 

illnesses among humans. 

Let us all continue to “Make a difference, 

one bag at a time”. 

We must play our part and rise to the 

occasion and say ‘no’ to the use of plastic 

bags and ‘yes’ to more environmentally 

friendly options. 

The Ministry of Health and the Environment 

has been very encouraged by 

overwhelming support in this initiative 

and will continue to be the driving force 

for change in this ongoing venture. 

Each person can be a part of this important 

change process and ‘Make a difference, 

one bag at a time’. 

Road closure Wednesday 

Road Engineers within the Ministry of Works and Housing 

will be conducting road work in the Cassada Gardens 

area effective Wednesday 20 th July 2016. 

It is anticipated that the intersection near Matthews Auto 

Parts will remain closed for about ten (10) days to allow for 

the repair of a bridge bypass that is now in a state of disrepair. 

Motorists are therefor asked to utilize the alternative 

routes Western or Eastern of the construction site. Pedestrian 

access will be maintained. 

Elsewhere; plans are being made to conduct road repairs 

at the intersection of Marble Hill and Frias Hill Development 

(in front of Xtreme Health and Fitness Ltd). Road Engineers 

are anticipating that repair work in this area will take 

in excess of twenty (20) days to be completed. 

The Ministry of Works and Housing apologizes for any 

inconvenience that the planned road work may cause.

Tourism Minister addresses Mango/P 

Good day, Ladies and Gentlemen. 

It is an honor to be addressing 

you all this afternoon “Possessing 

a healthy imagination 

is a necessary ingredient for 

creativity.” These words by 

Steve Vai express my simple 

message today, as the 11 th Anniversary 

of the Mango Pineapple 

Culinary Competition 

gets underway. Today we’re 

showcasing some of Antigua 

and Barbuda’s finest professional 

chefs and their remarkable 

creativity in using two of 

our most delightful fruits. One 

of which The Pineapple, is the 

international symbol of hospitality 

as well as a being a national 

symbol of our beautiful 

country. 

Ladies and gentlemen, the 

truth is that The Mango Pineapple 

Culinary Competition is 

an appetizer to one of the major 

events on our list of annual 

events “The Christian Valley 

Mango Festival”. 

It is a creative festival 

demonstrating the importance 

of linkages between our varied 

sectors, and more particularly, 

tourism and agriculture. 

Tourism Minister, the Hon., Asot 

Michael. 

As the Minister of Tourism, 

seeing first-hand how our 

imaginations and inputs have 

led to creativity across the industry, 

I am bolstered by the 

planning and realization of 

this event for yet another year. 

Special mention and thanks 

should be extended to the entire 

Mango Pineapple Culinary 

Competition team, and 

the judging and participating 

chefs who made today possible. 

However I would like 

to commend and publically 

recognise Mrs. Madeline Mc- 

Comas who came up with the 

original concept and idea for 

this wonderful competition, 

which has now become a permanent 

fixture on our product 

events calendar. 

The Mango Pineapple Culinary 

Competition is a part of 

a unique festival that has been 

a medium through which the 

Ministry of Tourism and that 

of Agriculture have worked 

diligently to make the linkage 

between our hotels and our 

farmers become more than a 

simplistic reality. 

If truth be told, working 

together between the Ministries 

and with the people in 

the industry has made it meaningful 

for farmers and for the 

hoteliers. No doubt when we 

understand the importance of 

tourism to our economy and 

agriculture to our sustainable 

development, we soon realize 

that this is not just another festival. 

There is a set policy in 

place where we encourage our 

hotels towards using more of 

local farmers’ produce. Farmers 

are keen of planting more 

of what we and our visitors 

eat. This has an impact on 

the industry, which provides 

foreign exchange savings to 

our country, as well as bringing 

to the world the Antiguan 

and Barbudan flavor for which 

we can all attest is simply the 

best! 

Moreover, this Mango 

Pineapple Culinary Competition 

also serves to give our 

professional chefs another avenue 

to publicly display their 

creativity outside of their usual 

environment. 

If as some do say that 

“Great people go wherever 

their creativity takes them”, it 

reinforces the strong message 

that the world is our market, 

and Antigua and Barbuda will 

not settle for second best. 

This culinary competition 

has served to unveil new and 

exceptional talent residing 

right here in Antigua and Barbuda. 

My friends, we must applaud 

these chefs and our 

collective selves for what we 

have been able to accomplish 

being a small twin island nation 

with limited resources. 

Just think of the accomplishments 

that can be achieved

As Minister of Tourism, 

I am heartily encouraged to

work and the commitment of 

all stakeholders in making this 

Mango Pineapple Culinary 

Competition another pristine 

production of excellence in 

Antigua and Barbuda. 

The exceptional talents, 

which are displayed today in 

the kitchen by 12 of our finest 

culinary experts, are truly 

inspiring as well as amazingly 

inviting. 

As the Minister of Tourism 

I am heartened to know that 

the culinary aspects of our industry 

remains one of Antigua 

and Barbuda’s major selling 

points. 

Ladies and gentlemen, today 

my challenge for you is to 

be aware that ‘Excellence is 

not a destination; it is a continuous 

journey that never ends’. 

We must be able to dream of 

Antigua and Barbuda being a 

Center of Culinary Tourism 

excellence. The growing number 

of “Foodies”, which is the 

term used to describe persons 

who travel for great culinary 

experiences is growing exponentially 

year-by-year. This 

is a market that we must target 

and attract to our country 

as we continue on the path of 

using tourism to transform this 

nation into the economic powerhouse 

of the region. 

We must work towards using 

our imagination and creativity 

for the good of all. In 

fact, one globally renowned 

chef – Nathan Myhrvold - insisted 

that: “Cooking is an art, 

but all art requires knowing 

something about the techniques 

and materials.” 

Our Mango Festival Culinary 

Competition is special. 

It brings into focus our people 

and our remarkable creativity 

in taking something simple 

and making it extraordinary! 

Antigua and Barbuda is blessed 

with a spirit of industry, and 

we must never be so relaxed 

that we fail to recognize that 

we are best when we compete 

with the world. 

Great things are coming to 

Antigua and Barbuda. As we 

seek to promote our country as 

one known for culinary excellence 

always remember that it 

is on the artistry of our chefs 

that the world will savour and 

come to know of our delightful 

cuisine.

CSA opens ORC office in Antigua 

The Caribbean Sailing Association 

(CSA) and the Offshore Racing Congress 

(ORC) are pleased to announce 

that the CSA has opened a new ORC 

Rating Office in Antigua to serve sailors 

in the Caribbean region. Starting 

September 1st, 2016, CSA will be authorized 

to accept measurement data 

and issue ORC Club and ORC International 

certificates. 

The CSA and ORC have been in 

discussion for several years and the 

opening of this office in Antigua marks 

the beginning of what is hoped to be a 

beneficial collaboration for both organizations.

given to the structure of the 

Leeward Islands Cricket.
