ROBBERY SUSPECTS CAUGHT
WITH PUBLIC’S ASSISTANCE
Two suspects allegedly involved
in a robbery and kidnapping
investigation are currently
in police custody.
The two suspects, who were
detained by a member of the
public at First Choice Supermarket
on Sunday, are now in
police custody assisting them
in an ongoing investigation of
robbery, kidnapping and larceny.
A member of the public
spotted the suspects inside a
vehicle, which is the center of
an ongoing investigation in the
parking lot of First Choice Supermarket
and detained them.
The man at the time was in
possession of an Air Riffle (BB
gun). The police were notified
and arrived on the scene and
took the persons into custody.
No one was injured coming out
of the incident.
The incident sparked from
a report that was made to the
police on Thursday 15 th September
2016, where a Marble
Hill man reported that his silver
Honda Stepwagon vehicle was
stolen from Popeshead Street. It
is alleged that two persons got
into the vehicle and sped away
from the scene with a female
passenger seated inside.
The female was blind-folded,
bounded and robbed of an
undisclosed sum of money as
well as her mobile phone and
jewellery. She was later driven
to an area in Golden Grove
New Extension, where she was
dumped from the vehicle. The
police have since seized the BB
gun along with the vehicle and
took them to the police station.
The police further stated that a
fact finding inquiry has been
launched into the issue concerning
the BB gun.
Meanwhile, the Police Administration
has publicly expressed
gratitude to members
of the public who assisted the
police in their investigations
and detention of the persons involved
in this matter.
However, the administration
at the same time was quick
to caution members of the
public not to unnecessarily put
themselves in harm’s way, especially
when it comes to dealing
with such criminal minded
individuals. Investigations are
currently ongoing into the matter.
proper waste disposal and environmental protection on International Coastal Clean-up Day, Saturday.
The team of volunteers cleaned up Sandy Island, off Antigua’s north-western coast which
captures much of the debris that washes off the mainland. Hundreds of plastic bottles, glass
Tuesday 20th September 2016
Antigua seeks more help to get US
to settle Internet gaming dispute
MARGARITA ISLAND,
Venezuela – Prime Minister
of Antigua and Barbuda
Gaston Browne has called
on his colleagues in the Non-
Aligned Movement (NAM)
to support his country’s efforts
in reaching a settlement
with the United States in the
World Trade Organization
(WTO) Internet gaming dispute.
He made the call over the
weekend at the Non-Aligned
summit in Venezuela where
he chronicled the over
13-year-old dispute with the
US.
In 2003, Antigua and
Barbuda brought an action
against the US for breaching
its commitment under the
WTO’s General Agreement
on Trade in Services (GATS)
by enacting laws that prevented
foreign-based operators
from offering gambling
and betting services to its
citizens.
The WTO agreed that
Washington had violated
international trade agreements
by prohibiting operation
of offshore Internet
gambling sites, and while
Antigua claimed that it lost
US$3.4 billion a year due
to the US action, the WTO
awarded the island US$21
million. The Geneva-based
organization has allowed
the twin-island nation to sell
US copyright material to the
tune of US$21 million a year
to recoup the losses.
But even though Antigua
and Barbuda had been trying
to avoid that and reach
an amicable settlement with
the US, Prime Minister
Browne said the US is yet to
put a fair offer on the table.
He accused Washington of
making “insubstantial offers
that could not seriously be
considered as a basis for a
settlement”.
“In normal circumstances,
Mr Chairman, I would
regard this as a bilateral matter,
and I would not trespass
upon the patience of my colleagues,
to raise it here. But
this case, which is now famous
in the annals of international
trade law and about
which scholarly books have
been written, goes to the
efficacy of the World Trade
Organization and whether
small and micro-states can
get justice when powerful
nations refuse to cooperate,”
he told the Summit.
“We have reached such
a level of frustration at the
recalcitrance of the US to
make a fair offer for the injury
that has been done to
our economy over the last 13
years, that my Government
is contemplating activating
the remedy give to us by the
WTO to remedy the wrong
that has been done to us. In
other words, to sell US material
without copyright until
the US settles with us in
Prime Minister Gaston Browne called on the Non-Aligned Movement
to help his country in its internet gaming dispute.
compliance with the WTO
judgement.”
Browne said that Antigua
and Barbuda has tried
the intervention of the WTO
Director-General in a “good
offices” capacity, tried bilateral
negotiations and suspended
our right to retaliate.
Yet, he lamented, the
matter is dragged on by the
US while his country’s economy
suffers.
“We are a small state,
but we have rights. And
right cannot be measured
by might. It must be measured
by justice, by fairness
and by equity. I call on this
great body of nations in the
Non-Aligned Movement to
stand up for those principles
upon which it was founded,
in showing active solidarity
with my country as we
seek justice that has been
awarded to us by the competent
international body – the
World Trade Organization,”
Browne urged.
During his speech the
Antigua and Barbuda leader
also raised the issue of
de-risking, calling on leaders
at the Summit to ventilate
the issue within various
fora within the international
community.
He urged those who are
members of the G20 to represent
the interests of small,
developing countries that
have no seat at the table.
Without the NAM’s help,
Prime Minister Browne, developing
countries like those
in the Caribbean are left “defenseless
in a world where
only the powerful rule”.
“The threat we face is
real; the danger is imminent.
NAM has a duty to ensure
that the international system
works in the interest of a
few, but in the interest of all.
Something is broken, and I
call on all of us to fix it,” he
said. (Caribbean360)

Small islands, big ambitions for better
land, water and biodiversity management
The natural beauty and
friendly climate of the
Caribbean are the envy
of many, and the pride of
our people. Yet, our Small
Island Developing States
(SIDS) are very vulnerable,
due in part to our small
size, vulnerable economies,
heavy dependence
on external energy resources,
and rising populations.
Unsustainable and, often
unplanned, development
is rapidly degrading much
of our natural environment
and Climate change is expected
to further accelerate
GEF IWEco is a new
regional, 5-year, initiative
to promote a more integrated
approach to water, land
and ecosystems services
management in Caribbean
SIDS. It is a multifocal
project that will implement
activities under four GEF
Focal Areas: International
Waters, Land Degradation,
Biodiversity, and Sustainable
Forest Management.
This wide approach is
based upon an assessment
of the threats and barriers
within natural resources
management, which was
carried out in consultation
with national and regional
stakeholders.
IWEco’s primary goal
is the implementation of
an integrated approach to
water, land and ecosystems
services management.
This will be supported
by policy, institutional and
legislative reforms, and
implementation of effective
appropriate technologies
and community-based
solutions.
The project will assist
Caribbean SIDS in meeting
their global targets on safe
and reliable water supplies
and improved sanitation,
and contribute to improved
ecosystem functioning in
the Caribbean.
This new project builds
upon previous initiatives
such as the GEF-funded
Integrated Watershed and
Coastal Areas Management
Project (IWCAM)
Project, implemented from
2006 – 2011, which made
significant contributions
to address gaps for in and
coastal water resources
management, and associated
land and biodiversity
resources management
issues, in thirteen participating
countries, most of
which are now participating
in IWEco.
While the GEF-IW-
CAM Project and other
interventions have contributed
to improvements
in natural resources management
governance in
the region, there remain
significant needs, particularly
in the mainstreaming
of policies into national development
frameworks and
identifying and broadening
investments in sustainable
technologies, solutions and
approaches.
Eleven Caribbean countries
are participating: Antigua
The Bahamas, Cuba,
the Dominican Republic,
Grenada, Jamaica, Saint
International coalition to reduce plastic
bags pollution: Declaration of intent
We, Heads of State and Governments,
Ministers participating to the
third Our Ocean conference, on September
15-16, 2016, in Washington
DC
Recognizing that marine litter, in
particular plastic marine litter, represents
a major global issue which has
a direct and long-term impact on the
oceans;
Stressing that plastic packaging
waste, including single-use plastic
bags, are the most significant and
widespread waste in the marine environment;
Recalling that this pollution, as
other marine pollutions, impacts marine
biodiversity and affects the oceans
ability to play a key role in the regulation
of the global climate;
Considering the declarations of
the Heads of State and Governments
commitment adopted in the 2012 United
Nations Conference on Sustainable
Development in Rio, to significantly
reduce the amount of marine litter by
2025;
Further recalling the importance
to pursue the momentum initiated by
the 2015 Paris agreement on climate
change to preserve the oceans, and the
need to contribute to the implementation
of the 2030 Agenda on sustainable
development, and in particular its
objectives 12 and 14;
Decide by mutual agreement :
to work in close cooperation to
give a strong impetus to marine litter
related efforts towards 2020 ;
to promote, strenghten and coordinate
existing related actions undertaken
by signatory countries, in order
to reduce the availability of single-use
plastic bags, including marketing restrictions
and raising consumer education
and awareness ;
to promote the ban of single-use
plastic bags in a consistent manner
with existing international instruments
and policies ;
to learn from experience gained by
each parties in plastic bags pollution
response ;
to promote exchanges of expertise
and best practices, such as :
– existing regulations aiming at
reducing single-use plastic bags consumption
and marketing restrictions of
products leading to marine litter ;
– tried and tested alternatives to
single use plastic bags ;
– commitments or actions undertaken
by any non-governmental actors.
cont’d from pg 8
versity/ecosystems management,
including sustainable
forest management.
These include a project
in Jamaica that will
support biodiversity mainstreaming
in coastal landscapes
within the Negril
Environmental Protection
Area, one in Saint Lucia
that will address problems
of land degradation and
ecosystem degradation in
the upper reaches of the
Soufriere Watershed, and
one in the Dominican Republic
that will promote
integrated management of
the biodiversity, freshwater
and land resources of the
Higüamo River watershed
and its associated coastal
zone, including mitigating
climate change impacts.In
addition, GEF Small
Grants Programme
(GEF-SGP) will contribute
to the development of community-based
livelihood
initiatives around the main
national interventions of
the Project with a total of
two million dollars.
The project is being
co-implemented by the
United Nations Environment
Programme (UNEP)
and the United Nations
Development Programme
(UNDP), and co-executed
by UNEP’s Caribbean
Environment Programme
(CEP) and the Caribbean
Public Health Agency
(CARPHA).
Partnerships are an important
part of IWEco,
which will work with several
international, regional
and national organizations
to further the Project’s
objectives. In the area of
research for instance, the
Center of Engineering and
Environmental Management
of Bays and Coasts
(CIMAB) based in Cuba,
and all three campuses of
theUniversity of the West
Indies (UWI)) are partners.
The Organisation of
Eastern Caribbean States
(OECS), the Caribbean
Community
Climate Change Centre
(CCCCC) andthe Caribbean
Community Secretariat
(CARICOM) are among
partners for governance
matters, and PCI Media
Impact and Panos Caribbean
are among partners for
public awareness and education.
Two additional support
partnership groupings will
focus on resource mobilization
and private sector
participation.
According to Isabelle
Vanderbeck, UNEP Task
Manager for the IWEco
project, based in Washington
DC, “the project is the
largest ever implemented
by UNEP in the Caribbean
– while a challenge - it is
also an exciting opportunity
to make a real difference
in the lives of Caribbean
persons”.

Tuesday 20th September 2016
St. Vincent not putting a cent more
in LIAT until service improves
KINGSTOWN, St. Vincent
and the Grenadines –
One of LIAT’s major shareholder
governments, St.
Vincent and the Grenadines,
has told the beleaguered airline
that it won’t be getting
a cent more until service to
the island is “significantly
improved”.
St. Vincent and the
Grenadines made its position
clear on the heels of a
meeting with representatives
of the beleaguered regional
carrier in Kingstown on
Wednesday. While he has
often defended LIAT in the
past, Prime Minister Dr.
Ralph Gonsalves appeared
to have reached the end of
his rope with poor service to
the island in recent weeks,
Secretary-General of the Caribbean
Community (CARICOM) Ambassador
Irwin LaRocque said that there was
much to be proud of as St Kitts and Nevis
reflected on its period of nationhood.
On the eve of the observance of the
St Kitts and Nevis’ 33rd anniversary of
Independence on Monday, the Secretary-General
pointed to the substantial
progress that the CARICOM Member
State had made in its quest for sustainable
development.
In a message to Prime Minister Dr
Timothy Harris, the Secretary-General
said that the progress was testimony to
the commitment, dedication and resilience
of the citizens and the wisdom of
and his administration had
demanded the meeting to
discuss the matter.
During that meeting, the
St. Vincent officials highlighted
the various challenges
facing the travelling
public, including lack of
information on delays and
cancellation of flights.
In a statement issued by
Prime Minister Gonsalves’
office on Thursday the government
– which had recently
been approached
by LIAT for EC$810,000
(US$300,000) to assist in
its operations – said it was
expecting improved service
very soon.
the leaders of St. Kitts and Nevis.
On behalf of the Caribbean Community
(CARICOM), I extend hearty
congratulations to the Government and
people of St. Kitts and Nevis on the 33rd
Anniversary of the nation’s Independence.
Prime Minister, as you and the people
of St. Kitts and Nevis celebrate this
milestone under the theme “Promoting
Prosperity through Sustainability and
National Unity”, there is much to be
proud of as you reflect on the period of
nationhood.
The substantial progress that
the country has made in its quest for
sustainable development is testimony
It disclosed that LIAT
had agreed to review the
schedule of flights in and out
of the country within a week
to better serve the public;
review the turnaround time
of aircraft to reduce delays;
consider a return of a direct
Puerto Rico-St Vincent and
the Grenadines flight; and
improve customer service
by providing more information
to the travelling public
regarding delays and cancellations.
The statement said both
the government and LIAT
were satisfied with the outcome
of the discussions and
travellers “should look forward
to an enhanced service
as promised by LIAT”. (Caribbean360)
‘There is much to be proud of’ – Caricom
Secretary General tells St. Kitts and Nevis
to the commitment, dedication and
resilience of its citizens and the wisdom
of its leaders. Kittitians and Nevisians
have also made their mark globally
in many fields, including academics,
culture, law and sport.
Prime Minister, the Community
looks forward to St. Kitts and Nevis
continuing to provide leadership in
Human Resource Development, Health
and the battle against HIV/AIDS. That
leadership is no doubt rooted in your
country’s steadfast dedication to
regional integration.
May the Government and people of
St. Kitts and Nevis enjoy the well-earned
celebration of this historic day.”

Protection and Management Act (2015), in order to
achieve timely and sustained management of our waterways.
The DoE, through the Minister of Environment, will be establishing
a Watershed and Wetlands Management Committee
who will manage watersheds and hydrological features,
inclusive of ponds, drainage systems, and ghauts. The Environmental
Act of 2015 provides for the mapping of all hydrological
features, as well as policy measures and actions to
remedy problems that are contributing to flooding and public
health concerns. The public is hereby advised that this protection
will be afforded to ponds, drainage systems and ghauts
on both public and private lands. These measures will serve to
improve drainage and reduce incidences of flooding.
Leewards Executive
concerned about youth
teams’ poor performance
By Vanroy Burnes
The Leeward Islands
executive is overly concern
about the poor showing of
the youth teams in regional
cricket say’s President
Enoch Lewis.
Speaking on the good
morning JoJo sports show
on Monday morning, President
Lewis said something
is definitely wrong and the
executive has decided to get
at the bottom or the root of
the problem.
President Lewis said the
U-15 and U-17 performed
very poorly in the regional
youth tournament placing at
the bottom of both competitions,
but the U-19 narrowly
missed out of the championship
by a single point in
the 3-day tournament, Lewis
went on to say that the
Leeward Islands had good
enough players to have won
the tournament.
He was however, very
disappointed in the 50 overs
version of the tournament
when the Leeward Islands
placed fifth after performing
so well in the longer version.
President Lewis said
the Leeward’s Board will be
holding a meeting at the end
of the month to examine all
the reports from the coachers.
The President said the
TDO of the Leeward Islands
in the capacity of coach of
the U-19 did not go down
well with him and said that
will never happen again, because
the TDO has special
responsibilities.
President Lewis said
there are a number of issues
in Leeward Islands cricket
that needed to fixed and his
executive is working hard
to ensure that Leeward Islands
get back to the level it
once was when we formed
the backbone of West Indies
Cricket.
President Lewis noted
that he is hoping to have a
training camp here in Antigua
for about three days
before the start of the West
Indies Cricket Board (PCL)
tounnament. During this
camp he is hoping to have
Individuals like Sir Viv, Sir
Andy, Sir Curtly and other
past Leewards greats working
with the team as the
prepared for the upcoming
season.
Upon being questioned,
the head coach, President
Lewis said there is no rush
to replace him in spite having
a poor season last year,
but he is hopeful that his performance
will improve otherwise
hard decisions will
have to be made.
The President noted that
the Leeward Islands is currently
without a CEO after
Mr. Berridge moved on, but
at present two individuals in
Vernon Springer and Peter
Abraham is filling the Gap at
present until a new CEO is
appointed.

Lewis hoping to make his presence felt
DUBAI, United Arab
Emirates – Rising Twenty20
star Evin Lewis says he is
anxious to build on the encouraging
start to his career,
when he lines up against
Pakistan in the upcoming
three-match T20 series starting
here next weekend.
The left-hander has
played just three T20Is since
making his debut last April
but made a huge impression
when he blasted exactly 100
against India in Fort Lauderdale,
United States last
month.
Lewis said he was intent
on continuing to be positive
and playing to his strengths.
“I am pretty excited. It’s
my first time in Dubai and
I’m looking to grasp the opportunity
and perform well,”
the 24-year-old said.
He added: “I’m always
positive, and that’s the most
important thing. You have to
know the areas where you
can score. For me, it’s probably
back of a length balls
and half volleys that are my
strengths so I just back myself
every time they come to
Pelican Safari East Side Breeze defeated
Arrive Alive Promotions Limited Left Outs
by 28 runs on Sunday night in the EZ Kool
Radiator Services Island Sanitation Ceco
Pharmacy Hall Construction and Lees Landscaping
Tapeball Premier league at Dredgers.
Batting first the victors surged to 133 for
3 from 10 overs.
Keif Baltimore was the leading batsman
go over the top.”
Lewis’s brief international
career has been a story of
grasped opportunities. He
made his debut in the T20
World Cup as a late replacement
for the injured Lendl
Simmons and then broke
into the team for his second
game in the recent twomatch
series against India,
when superstar Chris Gayle
pulled out with injury.
He stepped up to blast
five fours and nine sixes in
a 49-ball innings and help
propel West Indies to an exciting
one-run victory in the
opening game.
Lewis put on a strokefilled
126 for the first wicket
with Johnson Charles
who made 79, a partnership
which laid the foundation
for the Windies’ victory.
“It was very shocking to
me to know that he (Gayle)
wasn’t playing but at the
same time I said this could
be my opportunity to put
myself on the world stage. I
went in there and was positive
and it paid off for me so
I was very happy about it,”
Evin Lewis
Lewis said of the innings
against India.
“It’s pretty decent with
me and Jono (Charles). You
know Jono is a very attacking
batsman as is myself
so it’s less pressure on me.
When I see him scoring it’s
then easier for me to score
also so I am thankful for
that.”
East Side Breeze defeat Left Outs
with 70 runs while teammate, Hughan Tonge
chipped in with 19.
Clarence Francis of Left Outs took 2
wickets.
Left Outs despite the valiant effort could
not reach the target making it only to 105
runs, losing 4 wickets from the 10 overs.
Ian Gore had 42 runs in a losing effort.
Hughan Tonge took 2 wickets.
All Stars forfeited to Orange Limited
Stingers in the second match.
Lewis will be hoping to
get his first taste of action on
Tuesday when West Indies
take on an Emirates Cricket
Board XI in a warm-up
T20 on Tuesday at the ICC
Cricket Academy here.
And with the opening
T20 International scheduled
for Friday, Lewis said it was
important the Caribbean
side made the most of the
encounter.
“We just have to go out
there and be positive,” the
Trinidadian said.
“It’s a build-up for the
game on [Friday] so we just
have to go out there and play
positive cricket, the cricket
we have been playing all
year long so we just have
to go out there and do our
thing.” (CMC)

Tuesday 20th September 2016
Badree: Windies wary of Paakistan
DUBAI, United Arab
Emirates – Leg-spinner Samuel
Badree said Monday West
Indies would be wary of an
unpredictable Pakistan side,
as they chased victory in the
upcoming three-match Twenty20
International series.
He told journalists here
that Pakistan were a dangerous
unit and said West Indies
would have to play well if
they were to top the hosts in
the games which run from
September 23-27 in the United
Arab Emirates.
“Pakistan are very similar
to us in terms of their consistency
or lack of it,” Badree
told reporters.
“One day they give a brilliant
performance just like us
and the next day there is a lot
to be desired. On their day
they can demolish any opposition.
We are weary of that
challenge.
“We respect every opposition
that we come up against
and we are going to do the
same against Pakistan and
we are going to prepare well
and execute our plans as best
as we can knowing they are a
very dangerous team.”
West Indies will not be
at full strength for the series,
especially with a few of the
players who were members of
Leg-spinner Samuel Badree
the T20 World Cup-winning
squad last April now missing.
Darren Sammy, who captained
the side to that triumph
in India, has been inexplicably
axed by selectors while Chris
Gayle and Andre Russell are
unavailable for varying reasons.
Also, batsman Lendl Simmons
was overlooked for
selection due to medical reasons.
All-rounder Carlos
Brathwaite has taken over
leadership of the squad while
the uncapped Rovman Powell
and Nicholas Pooran, along
with Chadwick Walton who
played the last of this two
T20s two years ago, have
been called up.
Badree said the preparation
here had gone well and
he expected West Indies to be
ready for the Pakistani challenge.
“It is a different team
from the team that played the
World Cup. We have a lot of
new guys, a few guys making
their debut on this tour,” said
the 35-year-old.
“We have been here before,
many of us. The heat is
quite different to what we are
accustomed to.
“We came a bit early realizing
we need to acclimatize
so within the next week
before the first game against
Pakistan, we will be well adjusted
and fit and all players
will be 100 per cent ready for
the challenge.”
The two opening games –
on September 23 and 24 – are
set for here in Dubai with the
final game on September 27
carded for Abu Dhabi.
Badree said the venues
here were ideal for T20 cricket
and said he was looking to
cash in.
“I’ve been here in the PSL
(Pakistan Super League). I’ve
played with Islamabad United,
the team that eventually
won the competition so I’ve
got quite a bit of experience
here,” the Trinidadian noted.
“The pitches seem to be
very good for T20 cricket
and that’s what you’re looking
for – good games, competitive
games. Like I’ve
said before, a number of the
guys have been here before
– the likes of (Sunil) Narine,
(Dwayne) Bravo, (Kieron)
Pollard etcetera – so we’re
looking forward to some very
good games of cricket.
“Of course we’d like to
win this series and remain one
of the best T20 teams in the
world.” (CMC)
