Orland Park Village Board
FY 2017 budget process continues, with tentative numbers presented
Jon DePaolis
Freelance Reporter
Planning a Village budget
is no easy task. And it takes
time.
The Village of Orland
Park Board of Trustees
and Village staff members
continued to discuss tentative
fiscal year 2017 budget
items Oct. 12 during a special
meeting at Village Hall.
“It is a balanced budget,
with no new taxes of any
type whatsoever,” Interim
Village Manager Tim Mc-
Carthy said before more
details were given on the
Recreation & Parks Department,
as well as the Orland
Park Health and Fitness
Center. “All the discretionary
items, if approved, and
all the personnel items …
are included in [this] balanced
budget. So, we’re
very pleased to bring that to
you.”
Among the items discussed,
staff estimated the
parks and grounds budget to
be $3.51 million. In terms
of discretionary spending,
staff is requesting reorganization
of the department at
a cost of $21,403; the hiring
of a maintenance worker
III at $95,303; and sign and
logo replacements estimated
at $10,000.
“When I came onboard as
interim [Village manager],
one of the conversations I
had with the past Village
manager, [Paul] Grimes,
was the future of our parks
division,” McCarthy said.
“It had been in limbo for a
number of years. It had a
maintenance worker III as
an interim foreman, making
overtime to the tune of over
$20,000 a year.
“Gary Couch is an interim
operations manager. Our
other foreman was on shortterm
disability. I thought it
was time to get this department
reorganized and to
increase their responsibilities.”
McCarthy requested installing
two operations
managers and for Couch to
be promoted to director of
parks and grounds.
“[The position] will be responsible
for ponds, parks,
medians,” McCarthy said.
“Gary certainly has the experience
and the expertise
and the job performance to
be our new director of parks
and grounds.”
Meanwhile, Director of
Recreation Nancy Flores
previewed tentative budgets
for the Taste of Orland
($192,711) and special
events ($204,935). Discretionary
special event requests
would be $9,800 for
the Zero Waste at the Taste
initiative; $8,000 for weekly
entertainment at the Farmers’
Market; and $16,000
to refurbish the grand piano
that was donated to the Village
this past year.
“When we originally budgeted
for this item, we budgeted
$10,000 for refurbishment,
thinking we could do
half this year and half next
year; however, after talking
to some piano experts who
do this for a living, they
said that you need to do the
whole thing at once,” Flores
said. “You can’t just fix half
the guts of a piano.”
Flores also highlighted
potential budgets for the
Centennial Park Aquatic
Center ($1.27 million) and
the Sportsplex ($1.2 million).
A personnel request
for the CPAC would be to
hire an aquatics manager
estimated at $95,864.
One of the goals for the
CPAC will be to identify
a digital payment process
to “reduce pool admission
lines,” Flores said.
She also said nonresident
daily admissions and nonresident
membership rates
are set to increase at the
aquatic center.
“We’ll be increasing fees
in 2017,” Flores said. “Our
nonresident membership
rates will increase by 15
percent, and our daily admissions
for nonresidents
will increase by 43 percent.
Keep in mind that we’ve
made a lot of improvements
at the pool over the years,
and the last time we increased
our rates at the pool
was 2008. So, it’s more than
overdue.”
Flores said the plan is to
increase the nonresident
rate by $5 for programs at
the Sportsplex, as well.
During Assistant Village
Manager Joe La Margo’s
portion of the presentation,
he listed the recently
acquired Palos Health and
Fitness Club — to be renamed
Orland Park Health
and Fitness Center — at a
revenue forecast of $3.06
million. Meanwhile, the to-
