FY 2017 budget process continues, with tentative numbers presented<br />

Planning a Village budget<br />

is no easy task. And it takes<br />

time.<br />

The Village of Orland<br />

Park Board of Trustees<br />

and Village staff members<br />

continued to discuss tentative<br />

fiscal year 2017 budget<br />

items Oct. 12 during a special<br />

meeting at Village Hall.<br />

“It is a balanced budget,<br />

with no new taxes of any<br />

type whatsoever,” Interim<br />

Village Manager Tim Mc-<br />

Carthy said before more<br />

details were given on the<br />

Recreation & Parks Department,<br />

as well as the Orland<br />

Park Health and Fitness<br />

Center. “All the discretionary<br />

items, if approved, and<br />

all the personnel items …<br />

are included in [this] balanced<br />

budget. So, we’re<br />

very pleased to bring that to<br />

you.”<br />

Among the items discussed,<br />

staff estimated the<br />

parks and grounds budget to<br />

be $3.51 million. In terms<br />

of discretionary spending,<br />

staff is requesting reorganization<br />

of the department at<br />

a cost of $21,403; the hiring<br />

of a maintenance worker<br />

III at $95,303; and sign and<br />

logo replacements estimated<br />

at $10,000.<br />

“When I came onboard as<br />

interim [Village manager],<br />

one of the conversations I<br />

had with the past Village<br />

manager, [Paul] Grimes,<br />

was the future of our parks<br />

division,” McCarthy said.<br />

“It had been in limbo for a<br />

number of years. It had a<br />

maintenance worker III as<br />

an interim foreman, making<br />

overtime to the tune of over<br />

$20,000 a year.<br />

“Gary Couch is an interim<br />

operations manager. Our<br />

other foreman was on shortterm<br />

disability. I thought it<br />

was time to get this department<br />

reorganized and to<br />

increase their responsibilities.”<br />

McCarthy requested installing<br />

two operations<br />

managers and for Couch to<br />

be promoted to director of<br />

parks and grounds.<br />

“[The position] will be responsible<br />

for ponds, parks,<br />

medians,” McCarthy said.<br />

“Gary certainly has the experience<br />

and the expertise<br />

and the job performance to<br />

be our new director of parks<br />

and grounds.”<br />

Meanwhile, Director of<br />

Recreation Nancy Flores<br />

previewed tentative budgets<br />

for the Taste of Orland<br />

($192,711) and special<br />

events ($204,935). Discretionary<br />

special event requests<br />

would be $9,800 for<br />

the Zero Waste at the Taste<br />

initiative; $8,000 for weekly<br />

entertainment at the Farmers’<br />

Market; and $16,000<br />

to refurbish the grand piano<br />

that was donated to the Village<br />

this past year.<br />

“When we originally budgeted<br />

for this item, we budgeted<br />

$10,000 for refurbishment,<br />

thinking we could do<br />

half this year and half next<br />

year; however, after talking<br />

to some piano experts who<br />

do this for a living, they<br />

said that you need to do the<br />

whole thing at once,” Flores<br />

said. “You can’t just fix half<br />

the guts of a piano.”<br />

Flores also highlighted<br />

potential budgets for the<br />

Centennial Park Aquatic<br />

Center ($1.27 million) and<br />

the Sportsplex ($1.2 million).<br />

A personnel request<br />

for the CPAC would be to<br />

hire an aquatics manager<br />

estimated at $95,864.<br />

One of the goals for the<br />

CPAC will be to identify<br />

a digital payment process<br />

to “reduce pool admission<br />

lines,” Flores said.<br />

She also said nonresident<br />

daily admissions and nonresident<br />

membership rates<br />

are set to increase at the<br />

aquatic center.<br />

“We’ll be increasing fees<br />

in 2017,” Flores said. “Our<br />

nonresident membership<br />

rates will increase by 15<br />

percent, and our daily admissions<br />

for nonresidents<br />

will increase by 43 percent.<br />

Keep in mind that we’ve<br />

made a lot of improvements<br />

at the pool over the years,<br />

and the last time we increased<br />

our rates at the pool<br />

was 2008. So, it’s more than<br />

overdue.”<br />

Flores said the plan is to<br />

increase the nonresident<br />

rate by $5 for programs at<br />

the Sportsplex, as well.<br />

During Assistant Village<br />

Manager Joe La Margo’s<br />

portion of the presentation,<br />

he listed the recently<br />

acquired Palos Health and<br />

Fitness Club — to be renamed<br />

Orland Park Health<br />

and Fitness Center — at a<br />

revenue forecast of $3.06<br />
