In this c<strong>as</strong>e, there w<strong>as</strong> close and clearly acknowledged cooperation with NGOs. Besides the fact<br />
that the majority <strong>of</strong> the members <strong>of</strong> the initiative were members <strong>of</strong> NGOs that deal with<br />
women’s rights and/or gender equality, NGOs also hosted coordinating team meetings and<br />
supported the initiative with legal consulting and printing services. A previous study <strong>of</strong> this<br />
initiative found that NGO leaders made a conscious choice <strong>of</strong> not <strong>as</strong>suming a leading role in the<br />
initiative and instead provided logistical support. The strategy w<strong>as</strong> motivated by NGOs’ concern<br />
about existing anti-NGO stereotypes among the general public (Bagiyan 2015).<br />
5.1.3. Dem Em (I am Against)<br />
• Background: What is the issue?<br />
At the end <strong>of</strong> 2013, it w<strong>as</strong> announced that a new pension reform with a mandatory contribution<br />
component would be enforced beginning in January 2014. According to the new law, any citizen<br />
born after 1 January 1974 would have to pay 5% <strong>of</strong> his/her income to a special personal savings<br />
fund, which would be authorised and controlled by the government and the Central Bank. The<br />
money would be kept and invested on their behalf and made available to them upon retirement.<br />
• Chronology and the main developments<br />
The Dem Em team w<strong>as</strong> established by the end <strong>of</strong> 2013; its main objective w<strong>as</strong> opposing the<br />
mandatory component <strong>of</strong> the reform. The coordinating team consisted <strong>of</strong> 25-35 people, with the<br />
core 25 people constantly involved in the initiative. IT sector specialists were particularly<br />
influential in the core group and in the initiative in general. As they are a rather well-paid group,<br />
the 5% loss w<strong>as</strong> perceived <strong>as</strong> non-trivial in this sector.<br />
The initiative began <strong>as</strong> a social media discussion platform for people who had heard <strong>of</strong><br />
the upcoming pension reform. The discussions were initiated to inform the public <strong>of</strong> the pension<br />
reform and determine the general mood. This period l<strong>as</strong>ted 1-2 months. The initiators also used<br />
this time to conduct research and determine the experience <strong>of</strong> other countries that had<br />
implemented pension reforms. Journalists also became involved in the group by covering social<br />
media discussions. 26 Thus, the combination <strong>of</strong> activists and journalists contributed to developing<br />
the societal discourse on a governmental policy that would entail a change directly affecting<br />
every employed person in the country.<br />
On 17 December 2013, Dem Em initiative published its main demands: to remove the<br />
mandatory element from the pension reform, to engage society and consult with it before making<br />
such decisions, and to hold a referendum before enforcing a new pension system.<br />
M<strong>as</strong>s demonstrations started at the beginning <strong>of</strong> 2014. According to participants’<br />
estimates, approximately 10,000 people attended the 18 January 2014 demonstration against the<br />
mandatory component <strong>of</strong> the new pension system (Bagiyan 2015).<br />
On 16 December 2014, deputies <strong>of</strong> the <strong>Armenian</strong> National Assembly from four nongovernmental<br />
political parties filed an application to the <strong>Armenian</strong> Constitutional Court<br />
