On 13 June 2014, activists started to disseminate flowers and flyers to p<strong>as</strong>sers-by,<br />

explaining why the building w<strong>as</strong> important for Yerevan, and calling on people to join the<br />

initiative. On 17 June 2014 the activists addressed a letter to the diplomatic missions accredited<br />

in Armenia, namely to the Council <strong>of</strong> Europe, EU Delegation, the Amb<strong>as</strong>sadors <strong>of</strong> France,<br />

Germany, Greece, Italy, Lithuania, Poland, Romania, Sweden, Switzerland, UK and to the<br />

Consul <strong>of</strong> Norway. The letter stated that the government <strong>of</strong> the RA had violated the European<br />

Convention for the Protection <strong>of</strong> Architectural Heritage (Granada, 3.10.1985). According to the<br />

5 th article <strong>of</strong> the Convention, the displacement <strong>of</strong> a monument is forbidden unless such<br />

displacement is for preservation purposes. The letter <strong>as</strong>ked foreign missions, <strong>as</strong> guarantors <strong>of</strong> the<br />

Granada Convention, to react and <strong>as</strong>sist.<br />

On 17-20 June, activists <strong>of</strong> the initiative organised peaceful rallies in the centre <strong>of</strong><br />

Yerevan. The aim <strong>of</strong> these rallies w<strong>as</strong> to inform the citizens so that they could join the initiative.<br />

However, only approximately 30-40 people attended those rallies.<br />

On 23 June 2014, the Afrikyan initiative issued a statement about the Helsinki Committee<br />

<strong>of</strong> Armenia and UrbanLab Yerevan NGO having filed a lawsuit in an administrative court <strong>of</strong> the<br />

RA to declare void the City Hall’s and government’s decisions (N 1845-Ա from 26.08.2005 and<br />

N 108-Ն from 25.01.2007, respectively) regarding the dismantling <strong>of</strong> the building.<br />

On 24 June world-famous piano player Tigran Ham<strong>as</strong>yan gave a performance in the yard<br />

<strong>of</strong> the Afrikyan club building. The day is considered the most well known and well attended<br />

because <strong>of</strong> the performance. This w<strong>as</strong> not the only c<strong>as</strong>e <strong>of</strong> such activities. While they could, the<br />

activists used the yard <strong>of</strong> the building for musical performances and other cultural events, such <strong>as</strong><br />

movie screenings.<br />

During the following days, the protesters continued to climb onto the ro<strong>of</strong> <strong>of</strong> the building,<br />

expressing their opposition to the on-going construction work. There were rumours in the media<br />

that the building to be constructed would actually belong to the Minister <strong>of</strong> Finance. Soon,<br />

articles were published that claimed that the Minister and his relatives had nothing to do with the<br />

building.<br />

By the beginning <strong>of</strong> September 2014, the building had been removed. It is supposed to be<br />

restored later under the framework <strong>of</strong> the project “Old Yerevan”, but no one is certain when that<br />

project will begin. On 23 September 2014, an open letter w<strong>as</strong> addressed by <strong>Armenian</strong> celebrities<br />

(including actors, singers and artists) to the President <strong>of</strong> the RA, Serzh Sargsyan, <strong>as</strong>king him to<br />

pay attention to activities endangering the identity <strong>of</strong> Yerevan and <strong>as</strong>king his <strong>as</strong>sistance in<br />

restoring the Afrikyan building <strong>as</strong> soon <strong>as</strong> possible.<br />

In June 2014 the Transparency International Anticorruption Center (TIAC) NGO filed a<br />

complaint regarding the demolition <strong>of</strong> the building. The RA Police investigation department<br />

however refused to initiate a criminal c<strong>as</strong>e because <strong>of</strong> the absence <strong>of</strong> corpus delicti. The Yerevan<br />

city prosecutor’s <strong>of</strong>fice rejected TIAC’s complaint against this decision, which led the<br />

organisation to file another complaint to the general jurisdiction court. However, the court<br />

dismissed the complaint, which w<strong>as</strong> followed by the organisation referring to the RA criminal<br />
