SCENARIO B (AS PRESENTED ON AUGUST 17, 2015)<br />
Revenue impacts to the Village were<br />
presented based on different uses and<br />
estimated Village expenditures related<br />
to costs for Village services to support<br />
the Orchard Station Subarea (e.g.<br />
police, snow removal, etc.).<br />
Place making with a right balance/mix<br />
of uses was discussed for the Orchard<br />
Station Subarea and how the Village<br />
could activate the area with people and<br />
not cars mitigating traffic impacts and<br />
shared parking opportunities. The idea<br />
of residential and apartment units was<br />
presented and compared to existing<br />
high-end apartment units in the<br />
Denver metro area.<br />
Three development scenarios<br />
(A,B,C) were presented based on<br />
guiding principles. Alternative<br />
height regulation scenarios were<br />
also presented.<br />
Action: City Council gave direction to<br />
consultants and staff to pursue a<br />
Subarea Plan similar in scope to<br />
Scenario B (with some of the road<br />
network elements of Scenario C) based<br />
on guiding principles to create a<br />
vibrant town center; leverage the rail<br />
station; balance residential, retail,<br />
