Budget amendments must be made in accordance with the budgeting procedures set out in the Financial Accounting Resource Guide, which states, “public funds shall not be expended in any manner other than that provided for in the Official Budget, as approved and properly amended. The budget must be amended when a change is made increasing any one of the functional expenditure categories, or revenue object accounts as listed in the Official Budget. Each amendment shall be reflected in the official minutes of the Board of Trustees, and the approved amendments shall be recorded as part of the district’s accounting records.” See attached amendments. We recommend approval of the budget amendments A copy is included in the permanent record. Because of recent interest in the properties, a Constable Resale would be in order. We recommend the approval of the resale. A copy of the Resolution is in permanent records. Trustees Morgan, Kendrick, Sullivan, Braden, Speer None Much of the land used for school construction in the 2000 bond program was on land purchased by school boards in the 1960s or 1970s. The district’s student population is growing and creating the need for additional land for future school construction. Real estate costs continue to climb and available acreage in high growth areas is becoming more difficult to find. Given the need, it makes good business sense to purchase property in today’s dollars in areas in which new school will likely take place in the future. Pasadena ISD has offered a contract on 18.32 acres of land currently owned by RESCO Investments, located at Conklin Street between Beltway 8 and State Highway 3 for a future school location. The negotiated price of the 18.32 acres of land is $1.595 million, approximately $2.00 per square foot. The district will complete its due diligence analysis of the site before the sale of the property becomes final. $1,595,000 for purchase to come from fund balance. We recommend the purchase of property located at Conklin Street for the negotiated price of $1,595,000 from RESCO Investments to be paid for from the district’s fund balance.
