5. Project Reach - this aims to reach all<br />

children <strong>of</strong> elementary and secondary<br />

school.<br />

On <strong>the</strong> part <strong>of</strong> <strong>the</strong> prov<strong>in</strong>cial government,<br />

<strong>the</strong> first phase <strong>of</strong> OSFUA was implemented<br />

to give <strong>the</strong> school children additional <strong>in</strong>come<br />

while attend<strong>in</strong>g school. The expansion<br />

<strong>of</strong> <strong>the</strong> beneficiaries to <strong>in</strong>clude parents<br />

<strong>in</strong> <strong>the</strong> barangays was for <strong>the</strong> <strong>in</strong>tention <strong>of</strong><br />

hav<strong>in</strong>g additional family <strong>in</strong>come plus more<br />

food on <strong>the</strong> table.<br />

Increas<strong>in</strong>g <strong>the</strong> <strong>in</strong>comes <strong>of</strong> parents so that<br />

<strong>the</strong>y are able to afford send<strong>in</strong>g <strong>the</strong>ir school<br />

aged children to school is always considered<br />

a very important program thrust <strong>of</strong><br />

government. It is <strong>the</strong> overarch<strong>in</strong>g policy<br />

framework and it cuts across all sectoral<br />

reforms.<br />

The Prov<strong>in</strong>cial LGU also implements a<br />

Special Program for <strong>the</strong> Employment <strong>of</strong><br />

Students (SPES) where<strong>in</strong> all school children<br />

aged 15-25 years old who belong<br />

to <strong>in</strong>digent families are attend<strong>in</strong>g school<br />

and are will<strong>in</strong>g to enroll <strong>in</strong> <strong>the</strong> next school<br />

year can be employed dur<strong>in</strong>g summer<br />

for 20 days per student so that <strong>the</strong>y will<br />

have money for enrollment. Fur<strong>the</strong>rmore,<br />

ano<strong>the</strong>r program implemented was <strong>the</strong><br />

<strong>Prov<strong>in</strong>ce</strong> <strong>of</strong> <strong>Siquijor</strong><br />

Special Education (SpEd) for Impaired<br />

School-aged children.<br />

C. CHALLENGES<br />

The challenge would be f<strong>in</strong>ancial on <strong>the</strong><br />

part <strong>of</strong> <strong>the</strong> teacher implement<strong>in</strong>g <strong>the</strong>se advocacies<br />

because advocacy efforts really<br />

require fund<strong>in</strong>g. In terms <strong>of</strong> policy formulation,<br />

<strong>the</strong> Sanggunian, as records <strong>in</strong>dicate,<br />

has little knowledge on education policy<br />

formulation.<br />

Entrepreneurial skills among parents <strong>of</strong><br />

school children may have to be developed<br />

<strong>in</strong> order that <strong>the</strong>y will have f<strong>in</strong>ances to ensure<br />

that <strong>the</strong> children are provided with<br />

<strong>the</strong>ir school needs. The Local School Board<br />

may have to conduct a capability program<br />

among its local policymakers.<br />

There is also a need to improve <strong>the</strong> quality<br />

<strong>of</strong> education so that <strong>the</strong> schools may produce<br />

what <strong>the</strong> <strong>in</strong>dustries need. This refers<br />

to <strong>the</strong> “job-match<strong>in</strong>g” aspect. Improvement<br />

<strong>of</strong> school facilities and provision <strong>of</strong> simple<br />

school amenities and school supplies to<br />

<strong>in</strong>digent school children is also necessary.<br />

Increase <strong>of</strong> teachers’ salaries may also be<br />

advocated.<br />
